INTRODUCTION
ORGANIZATIONAL OVERVIEW
The Debbie Kauna Foundation (DKF) is a national women-led non-governmental organization in Nigeria dedicated to advancing the rights and opportunities of persons with disabilities, with a special focus on women and girls. DKF operates with a clear mission to educate, empower, and train Nigerians with disabilities, aiming to improve their quality of life and ensure they enjoy optimal health. The organization’s vision extends beyond individual support, aspiring to create a society where Nigerians with disabilities have equal opportunities in all aspects of life, including education, employment, and healthcare. The organization is driven by a deep compassion for those affected by conflict in Nigeria and aims to address the challenges facing this vulnerable population.
PURPOSE OF RFQ:
Debbie Kauna Foundation is seeking quotations from qualified communication service providers to enhance our telecommunications internet services. The chosen provider will be expected to meet our communication needs efficiently and professionally. This RFQ outlines the scope of work, submission requirements, and evaluation criteria for selecting a supplier.
SCOPE OF WORK (SOW)
The communication services to be provided include, but are not limited to, the following:
- Internet Services
- High-speed internet connectivity (fiber, DSL, etc.)
- Support and maintenance of internet connections
- Data packages for remote users or field teams
Required Information from Suppliers
Suppliers are required to submit the following information as part of their quotation:
Pricing Details
- Breakdown of pricing for each service or package offered
- Any additional costs or surcharges (e.g., data overages, additional features)
Service Capabilities:
- Overview of available plans or service levels
- Capacity to handle current and future communication needs (e.g., scalability)
- Response times for support and maintenance (service level agreements)
- Equipment and technology to be used (for telecommunications or internet services)
Technical Support:
- Availability of customer service and technical support (24/7, business hours)
- Method of support (phone, email, on-site, remote)
Evaluation Criteria
The evaluation of quotations will be based on the following criteria:
- Cost-effectiveness: Competitive pricing in relation to the scope of services.
- Service quality: Reputation and past experience in providing communication services.
- Support and reliability: Service level agreements (SLAs) for response times, downtime, and technical support.
- Flexibility and customization: Ability to adapt the service to our specific needs (e.g., custom communication plans, tailored PR campaigns).
Terms and Conditions
- The organization reserves the right to accept or reject any or all quotations without assigning any reason.
- The selected provider will be required to enter into a formal contract.
All costs related to the preparation of the quotation shall be borne by the supplier.
- The selected supplier must comply with all legal and regulatory requirements relevant to the services provided.

Terms and Conditions as per DKF’s Policy
- Payment terms: Payment will be made within 2 weeks after delivery and acceptance of goods
- All responses to this RFQ will be treated as confidential.
- DKF reserves the right to accept or reject any quotations.
- The selected vendor will enter into a contract with DKF under the terms outlined in this RFQ and any subsequent negotiations.
- Bidders shall adhere to all the requirements of this RFQ, including any amendments made in writing by DKF. This RFQ is conducted in accordance with the DKF Procurement Policies.
- Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the acceptance of the Bid by DKF. DKF is under no obligation to award a contract to any Bidder as a result of this RFQ. DKF shall not be responsible for any costs associated with a Supplier’s preparation and submission of a quotation, regardless of the outcome or the manner of conducting the selection process
- DKF enforces a 5% withholding tax deduction on the total contractual sum. DKF reserves the right to validate documentation accuracy. Inquiries or clarifications on tax matters should be communicated before the RFQ submission deadline. Participation implies vendor agreement to the outlined withholding tax and VAT exemption policies
- Language in which Quotation will be submitted must be in English.
- No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted at any time during the validity of the quotation after the quotation has been received.
