Public and Private Development Centre (PPDC) is a citizen sector organisation established in 2003. We are driven by the desire to have a more transparent and accountable government as well as citizens empowered to actively participate in governance processes. Our programs and activities are formulated in a manner intended to drive institutional and behavioral change.

PPDC pioneered procurement and contract monitoring activities in Nigeria using the FOI Act as a tool to source relevant procurement data from public institutions and continues to do so. To minimize the challenges of citizen’s access to procurement data, Budeshi platform was created. It serves as a hub for citizens to access procurement data in digital and easy-to-use formats. It has grown to consist of over 10,000 datasets.

We are recruiting to fill the position below:

Job Title: State Consultant

Locations: Adamawa, Ekiti and Kaduna
Employment Type: Contract
Contract Duration: The duration of the consultancy will be One (1) year and is subject to renewal based on the availability of funds.

Background

  • The Public and Private Development Centre (PPDC) is a citizen sector organization based in Abuja, Nigeria and was established in 2003.
  • Our major activities are in the areas of public finance analysis, improving citizen participation, advocacy for system improvement, anti-corruption, promoting collaborative governance, and monitoring of public finance management.
  • PPDC is currently proposing to improve transparency and accountability in public procurement at the subnational level in 3 states (Adamawa, Ekiti, and Kaduna State)
  • PPDC aims to improve disclosure practices through Open Contracting and ensure strict compliance with the provisions of the public procurement and access to information laws within the states.
  • As part of the expected outcomes, the project would conduct research that reviews the Public Procurement Processes and Laws of the States to identify gaps that impede the advancement of open contracting implementation and sustainability in the states.

Scope of the Consultancy

  • PPDC requires state-based consultants inAdamawa, Ekiti and KadunaStates with in-depth knowledge and experience of fiscal transparency processes in the states and good working knowledge of both state and non-state actors engaged in these processes to carry out a technical needs assessment to assess the level of compliance to existing public procurement legal frameworks and processes in the state and identify gaps, challenges, needs and recommendations.
  • This will involve working directly with the state’s procurement authority and coordinating closely with PPDC to achieve the objectives of the project.
  • The state consultant will be expected to apply their technical skills to the research, as well as design and develop advocacy tool kits. The consultant will also document outcomes and accomplishments, as well as structural hurdles to effective implementation that may necessitate legislative or legal instruments.
  • These findings from the 3 states will be compiled into a compendium that will be used to guide future discussions with policymakers and important government stakeholders about how to improve things.

The consultant will seek to achieve the following:

Part A:
Public Procurement Law Compliance Assessment:

  • The consultant shall carry out public procurement assessments in the education, and health sectors, to ascertain MDA’s level of compliance with the provisions of the law in the state and report on infractions (if any) in the state public procurement processes and how these infractions impact the procurement landscape, breed collusion, corruption, and kickbacks that negatively affect service delivery.
  • The consultant shall review the public procurement processes in the state by assessing the various stages and how they are carried out within the education and health sector in the states.
  • The consultant shall review the history of contractors/vendors who have been awarded health and education contracts within the project period and assess their performance in implementing projects in the states.
  • The consultant shall assess the level of participation of local governments in the public procurement processes in the states.
  • The consultant shall assess the public disclosure mechanisms of contracts awarded by local governments in the states.
  • The consultant shall produce advocacy briefs from the assessment which will be used to carry out targeted advocacy in the states to relevant stakeholders to improve procurement practices in the states.

Part B:
Improve Gender Equality and Social Inclusion in Public Procurement Processes:

  • The consultant shall carry out an analysis to ascertain the level of knowledge and participation of women-owned businesses and women entrepreneurs in public procurement processes in the state. The analysis shall also reveal the number of public contracts has been awarded to women-owned businesses.
  • The Consultant shall identify women’s business networks and women entrepreneurs in the state which would be used to create a database of women service providers in the state.
  • The consultant shall carry out an analysis to ascertain the level of knowledge and participation of Persons With Disabilities (PWD) in the state’s public procurement processes.
  • The consultant shall produce advocacy briefs from the assessment which will be used to carry out targeted advocacy in the states to relevant stakeholders on the need to improve gender equality and social inclusion in public procurement as this will boost women’s economic empowerment in the state as well as promote gender equality, and build more equitable societies.

Expected Deliverables

  • A preliminary report highlighting the key findings and immediate next steps for PPDC’s support to the State.
  • A fully updated and mapped online synthesis board of raw data from research findings.
  • Detailed notes and pictures from all interviews conducted.
  • A comprehensive list of registered women-owned businesses and women entrepreneurs in the state
  • Assessment report on Gender Equality and Social Inclusion in Public Procurement Processes in the State.
  • A draft institutional/ capacity assessment and gap analysis report;
  • Annual Public Procurement Compliance Reports and Policy Briefs

Qualifications and Experience
The consultant should have a blend of relevant educational, professional and technical experience and background in the following:

  • Master’s Degree in Public Administration, Organizational Management, Development Studies, Economics, Finance, Law, or other relevant fields
  • Experience and a track record of success in working in public procurement and increasing vendor participation, ideally in the Nigerian state government context.
  • Experience in working with both state and non-state actors.
  • Strong knowledge of public procurement regulations, challenges, and policies in Nigeria.
  • Deep familiarity with global practices in terms of gender and social inclusion in public procurement.
  • Experience with user research and engagement.
  • Proven ability to deliver clear and compelling written landscaping reports.
  • Experience in carrying out relevant user research to inform technical design/development

Condition of Service and Terms of Payment

  • You will report operationally and administratively to the Head of Programs at PPDC.
  • Monthly check-ins and reviews against project timelines will be conducted with PPDC.
  • Payment will be against the deliverable schedule (with tax deducted at source) upon satisfactory completion of assigned tasks and deliverables in accordance with the project timelines.
  • The Consultant will be responsible for ensuring that the data collected through interviews, surveys, and other methods are of the highest quality and represents the voices and perspectives of respondents.
