Background
- The U.S Agency for International Development (USAID) funded Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) is a $38 million water, sanitation and hygiene (WASH) activity, implementing activities focused on strengthening governance, increasing accountability, and improving financial and technical capabilities of public water utilities and private sector providers.
- LUWASH’s goal is to increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos Nigeria.
- The activity aims to catalyze sector transformation and generate WASH service improvements for at least 4 million people in low-income communities and build a foundation for continued progress beyond LUWASH. The project has four components as follows: (i). governance and institutional arrangements strengthened to deliver improved WASH services, (ii). public and private service provider performance improved, (iii). access to safe and sustainable water services increased, (iv) and the quality of source water improved.
Purpose
- Chemonics seeks a Sanitation Services Strengthening Lead for the USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) in Nigeria.
- The Sanitation Strengthening Lead will provide overall technical direction for Component 4 activities and staff, directly supervising the decision support specialist. H/She will advise and executes planning for strategic and timely STTA deployment, including experts in GIS and spatial planning, climate and hydrological modeling, and waste management. H/She will also advise on integrated sanitation services delivery, including onsite sanitation and fecal sludge management (FSM) services, support uptake of FSM SOPs and work with the finance and planning specialist to ensure technical and financial coherence in strategic planning.
Reporting:
- The Sanitation Strengthening Lead will report directly to the Chief of Party (COP).
Responsibilities
- Oversee all activities associated with Component 4: Increase Household Access to Safe and Sustainable Sanitation and Improve the Quality of Source Water
- Work closely with the Component 1/Governance and Regulatory lead on supporting and delivering a range of sanitation and climate planning and analysis to support Lagos officials.
- Support the overall team in designing, implementing, and monitoring of appropriate STTA activities.
- Improve the policy, legal, and regulatory environments of both public and alternative private providers.
- Manage the Decision Support Specialist represented by Athena Infonomics and possibly interns.
- Support the work on updating the national water and wastewater infrastructure master plans including integrating Non-Revenue Water (NRW) related engineering activities.
- Working closely with core partners WSUP and Athena to progress LUWASH’s influencing agenda with key stakeholders to help strengthen and develop the sanitation sector in Lagos.
- Pay regular field visits to program areas to observe progress, compliance to the design and specifications, and quality of the work which satisfies LUWASH standards as well as Lagos standards.
- Provide other technical and engineering support related to water and wastewater infrastructure, surface water and NRW relating engineering projects.
- Advance on site sanitation and FSM solutions, including exploring waste to resource solutions.
- Support needs assessments and the design of capacity building activities for key stakeholders.
- Support the design of suitable Grants for appropriate sector CBOs and SMEs in the sanitation space.
- Represent LUWASH at relevant sector workshops and seminars.
- Develop and maintain highly collaborative relationships with counterparts and relevant water stakeholders to successfully develop and implement project activities within the LUWASH work plan.
- Provides support and advice to the Chief of Party for resolution of complex issues, timely completion of tasks, and achievement of project goals and objectives.
- Other duties as assigned by the Chief of Party
Qualifications and Experience
- A Master’s level University Degree in a relevant Scientific or Engineering field or any relevant social science.
- Five years experience working on water and sanitation sector reforms and utility management at senior level.
- Clear understanding of the key performance indicators of a utility/water service provider.
- Experience in working on urban water supply systems.
- Good understanding and knowledge of FSM solutions, and the on-site sanitation environment
- Community-based water supply and sanitation program implementation and operation essential.
- A good understanding of the operational challenges of water service providers in Nigeria, specifically Lagos
- Professional level of technical or managerial WASH knowledge, skills, and experience providing technical and management support related to similarly sized programs.
- Demonstrated capacity-strengthening skills and experience with a focus on institutionalizing capacity-strengthening systems within partner organizations.
- Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
Duration of Assignment:
- Long-term, minimum of 2 years expected.
Location of Assignment:
- This assignment will take place in Ikeja, Lagos, Nigeria with no relocation assistance.
