Job Title: Procurement, Logistics and Supply Chain Consultant

Location: Plateau

Main Role Responsibilities

  • The Procurement and Logistics and Supply Chain Consultant will be responsible for the implementation and management of an effective procurementnd supply chain process for the basic nutrition package project in one of the states, Plateau, where Crown Agents is implementing the ANRiN programme.
  • Management of an effective procurement process, including planning, sourcing, tendering, technical and commercial evaluation, contracting, expediting and reporting.
  • Responsible for logistics and supply chain management of nutrition-related products, supplies and pharmaceuticals in accordance with the needs of the programme and best practice.
  • Establish and maintain strong relationships with suppliers and key stakeholders to support efficient management of supplies and programme planning.
  • Work closely with the state programme team to understand their procurement and logistic needs and plan accordingly and ensure forecasted needs are met.
  • Monitor, with supervisory visits and documented spot checks, inventory storage and movement records in the warehouse which hold stock for which the project is accountable
  • Develop and review the procurement, logistics and distribution plans for the project, including commodity quantification and distribution plans using correct assumptions and best practices.
  • Support project distribution planning and execution to ensure all stock is received on time at distribution points, and all stock is recorded during the distribution, and reconciled
  • Regularly collect, collate and analyse value for money parameters and recommend areas of efficiency gains for Crown Agents
  • Take the lead on all relevant procurement, logistics and supply chain activities within Gombe state, giving suggestions for improved and innovative practices to the organisation and co-ordinating planning with the other states when required.
  • Developing capacity at the State CMS and the Logistics Management and Coordination Unit to undertake supply chain activities to coordinate movement and monitoring of project commodities within the state.
  • Support the State Logistics Management and Coordination Unit (LMCU) so that it is able to act as the centre of activity and discussions, especially regarding fulfillingtheir role in logistics data management and reporting on project commodity stock status.
  • Adhering to CANL policies and procedures relating to procurement, project management, finance and administration.

Requirements
Main Requirements:

  • At least 7 years of experience in procurement planning and management in private sector/ international organizations
  • Master’s degree or equivalent in engineering, sciences, social sciences with training in procurement, logistics and supply chain management
  • Knowledge and ability to work on ICT tools for inventory management, logistics and supply chain management
  • Knowledge of completing procurement of health sector good and commodities in Nigeria or countries affected by fragility, conflict and violence
  • Excellent communication skills (oral and written) in English, as well as a strong credibility and integrity in this domain
  • Experience in health commodities supply chain management and in community level intervention
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff
  • Accountability and ownership of tasks and results
  • Excellent people management

Desirable:

  • A qualified Pharmacist
  • Confirmed experience working on large-scale, consortium led, nutrition/ health programmes in challenging contexts, ideally in Nigeria
  • Experience in capacity building of implementing partners
  • Ability to represent the project to various audiences including senior government officials and donor representatives
  • Strong communication skills, including advanced report writing skills
  • Nigerian national with the ability to articulate and demonstrate a strong understanding of the contextual challenges faced by communities in Nigeria (ideally in Plateau)
