Job Title: Shelter/NFI Officer

Locations: Maiduguri Metropolitan Council (MMC), Jere, and Konduga, Nigeria

General Context of the Job/Project: 

The Shelter/NFI Officer will play a critical role in constructing shelters and overseeing their construction in designated areas. Based in Maiduguri, with responsibilities extending to MMC, Jere, and Konduga, this position requires technical expertise in shelter construction, staff management, and ensuring the quality of construction projects. Additionally, the officer will support the development of technical Standard Operating Procedures (SoP) in relevant sectoral areas such as emergency response, Non-Food Item (NFI) distribution, Water, Sanitation, and Hygiene (WASH), and shelter.

Tasks and Responsibilities:

1. Lead and oversee the construction of shelters in MMC, Jere, and Konduga, ensuring adherence to technical standards, safety protocols, and quality assurance measures.
2. Provide technical expertise and guidance to construction teams, ensuring the proper use of materials, techniques, and equipment.
3. Manage and supervise construction staff, including daily work assignments, performance evaluation, and capacity-building initiatives.
4. Generate site plans and layouts for shelter construction projects, in coordination with relevant stakeholders and authorities.
5. Conduct assessments and surveys to identify shelter and NFI needs, vulnerabilities, and capacities of affected populations.
6. Support the development of technical Standard Operating Procedures (SoP) for emergency response, NFI distribution, WASH, and shelter activities.
7. Liaise with government agencies, humanitarian partners, and community representatives to coordinate shelter and NFI interventions effectively.
8. Monitor project progress, track expenditures, and prepare regular reports for internal and external stakeholders.
9. Ensure compliance with donor requirements, organizational policies, and humanitarian standards in all aspects of shelter and NFI programming.
10. Contribute to the planning and implementation of capacity-building initiatives for construction staff and community members.

Essential Knowledge and Skills:

1. Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field. Relevant technical certifications or diplomas may be considered.

• Minimum of 3 years of experience in humanitarian shelter construction, NFI distribution, and related activities, preferably in emergency or displacement settings.
• Strong technical expertise in shelter construction techniques, materials, and specifications, with a focus on durability, safety, and cost-effectiveness.
• Experience in managing construction projects, including staff supervision, budget management, and procurement processes.
• Proficiency in AutoCAD or similar software for generating site plans and technical drawings.
• Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders, including government officials, donors, and community leaders.
• Proven ability to work under pressure and meet tight deadlines in challenging environments.
• Familiarity with humanitarian principles, standards, and guidelines for shelter, NFI, and emergency response programming.

Preferred Experience:

1. Previous experience working in conflict-affected or displacement settings, particularly in Nigeria or similar contexts.
2. Knowledge of local building materials and construction techniques, with a focus on sustainability and environmental considerations.
3. Experience in developing and implementing technical Standard Operating Procedures (SoP) for humanitarian programming.
