SCOPE OF SERVICES

This project is part of the fight against environmental pollution and its preservation through the treatment and reuse of faecal sludge. It is in line with the global NCA strategy to mitigate the effects of climate change on poor communities because climate change leads to extreme and unpredictable weather patterns, where those who live in poverty are disproportionally impacted.

Government partner fully integrated into the project is BOSEPA which is Borno state technical agencies in the sectors of environment. BOSEPA has chosen the briquette making plant site, manage the activities coordination with others government authorities, and the community engagement. The Wash cluster and partners are involved in the project for easy coordination of the activities in the field and make the project more visible in Nigeria humanitarian sector. This project is community based and NCA is supporting BOSEPA for commissioning the plant and all the social marketing around briquettes production.

The project starts with the set-up of the design and the construction in the first quarter of 2022 in Maiduguri city of the briquettes plant. The faecal sludge are combined with cow dung/saw dust to produce briquettes to be utilized for cooking in households and industries using coal and wood.

The initial beneficiaries were IDPs living in Maiduguri Camps, but at the end of December 2021, Borno state authorities has closed all IDPs camps in Maiduguri. The new project target are the vulnerable host households in Maiduguri.

After the briquettes plant is set up, the second step before the end of the year 2022 is the briquette production, introduction into the target community, the usual use by 3,000 people, and capitalize all the project activities. The briquette plant designer will be kept in the project with the new role of the engineer in charge of the quality of the briquettes produced. For each batch of briquettes produced, he will be responsible for carrying out bacteriological, chemical, and odour analyses to certify each production. This will include test for heavy metals which may prove hazardous during burring. The briquettes will also be tested during burning to assess the fumes produced and compared with other fuels available in the market. A comparison will also be made of the heat produced and duration

For this second phase of the project, the initial funding did not foresee a real marketing and sociological study on the use of briquettes since they are made from faecal sludge.

A sociological study will be conducted by a socio-anthropologist expert to determine the level of acceptance of the briquettes from faecal sludge by the vulnerable host households considering the existing religious and cultural barriers. The study will also include households with higher income and other potential customers for the briquettes. He will provide at the end of his study a strategy to facilitate the acceptance by the target population of the project for the daily use of the briquettes from faecal sludge and the communication to be made around the briquettes in the communities. He will give advise on the IEC material tools and channels that will be used to raise awareness on the daily use of briquettes by the target households of the project. The socio-anthropologist will conduct evaluations before, during and after the use of the briquettes on a sample of test households and will develop a strategy to reach a larger number of beneficiaries. He will document in a report to be approved by NCA and BOSEPA his working methodology, tools used, analysis and conclusions made. All these intellectual outputs will remain the property of the project.
