• For over 20 years, our client PSC has provided portfolio & project management services in the area of mine action & explosive hazards, that are reinforced by comprehensive management & oversight controls.
• Under this umbrella, the cluster is responsible for the implementation of projects that, through the engagement of inputs such as personnel, third parties, assets & other resources, deliver activities that produce substantive mine action outputs.
• Project management is conducted in line with our client PMM, which incorporates best practices in the field, as well with a view to quality & cross cutting initiatives such as workforce & talent management, knowledge & information management, health, safety, social & environmental management; gender parity & mainstreaming & diversity & inclusion. This comprehensive delivery platform is implemented in accordance with partner requirements & in line with our client rules & regulations through the leadership of the Cluster Director, who has the overall authority & accountability for the performance of PSC on behalf of its clients.
• Our client is the coordinator for mine action within the UN system, located within the OROLSI at the DPO. It chairs the IACG – MA & is the lead of the GPC for MA AoR. Mine action comprises five areas of work: clearance, risk education, VA, advocacy & stockpile destruction. The UN applies mine action expertise to an increasingly wide range of explosive hazards, from unexploded missiles, artillery shells, rockets, grenades & mortars, to unsafe & unsecured weapons & ammunition, IED’s & cluster bombs. Our client leads, coordinates & carries out efforts to mitigate these threats when mandated by the UNSC or when requested by the Secretary General or an affected country, often in response to a humanitarian emergency.
• Our client plans, manages & oversees all humanitarian mine action activities in northeast Nigeria. It provides technical support to all partners & ensures the proper integration of mine action into wider humanitarian assistance & developmental programs. At the request of the UNCT, a technical scoping mission was conducted by our client in April 2017. Following this, our client was asked to provide humanitarian mine action assistance in the northeast of the country. As a result, our client deployed a small team in 2018 to provide technical assistance, including coordination, planning, technical advice & support to the HCT, the humanitarian community, affected populations & national authorities.

Role objectives

The Operations (EORE QA/QC) Associate will work under the overall supervision of the Operations Officer.The duties and responsibilities are as follows:

• Participate and support in monitoring, evaluation and quality assurance of risk education activities and victim assistance activities conducted by implementing partners, including frequent field visits to targeted areas. Quality assurance shall include verification of compliance with applicable gender equality and social inclusion requirements and with the prevention of sexual exploitation, abuse and harassment (PSEAH) obligations set out in the partner agreement. Quality Assurance shall also consider whether community feedback and reporting mechanisms are accessible to women, girls, persons with disabilities and people facing relevant literacy or language barriers.
• Document identified GESI, accessibility and PSEAH compliance gaps and refer material or recurring issues to the supervisor for follow-up through the applicable partner or contract-management arrangements.
• Assist in planning and design of explosive ordnance risk education (EORE) and victim assistance (VA) activities. Activity design shall take account of differentiated risks, information needs and access barriers, including those associated with gender, age and disability, and shall provide appropriate adaptations for groups identified through the relevant context and needs analysis.
• Assist in liaising with concerned partners and authorities (including military and security officials) for humanitarian mine action coordination and monitoring.
• Support in conducting needs assessments at the local level, including support in planning and conducting interviews with relevant informants. Informant selection shall reflect the diversity of the affected population, including women and persons with disabilities and other groups facing barriers to participation. Where children are consulted, interviews and other engagement shall comply with applicable child safeguarding, consent/assent and confidentiality requirements. Interview arrangements shall be adapted where gender, age, disability, language or other contextual factors could otherwise constrain participation.
• Participate in the organization and provision of training on EORE, VA and Non-Technical Survey (NTS) for national authorities, teachers, community volunteers, humanitarian workers, and representatives of Civil Society Organisations (CSOs). Training records shall record participant data disaggregated by sex and age and, where appropriately and voluntarily collected, by disability.
• Assist in the accreditation of trained actors and organisations.
• Participate in the mapping of existing EORE capacity, activities, and materials, identifying gaps and opportunities for review by supervisor
• Assist in quality control on EORE Curriculum and Information Education and Communication (IEC) related materials in cooperation with contractors and partners. Quality control shall confirm that materials are comprehensible and accessible to women, girls, men and boys, including persons with disabilities, and are available in the languages used by the target communities.
• Liaise and organise meetings with affected communities and other stakeholders ensuring meetings enable the participation of women and girls, including separate sessions where mixed consultation would limit their participation, and the participation of persons with disabilities
• Produce reports and provide on-the-job training to partners as required.
• Assist with the coordination of our client Implementing Partners (IPs) and participate in Protection sector and Mine Action Sub-Working Group (MA SWG) meetings. As required, participate in Health, mental health psychosocial support, and Early Recovery & Livelihoods coordination meetings.
• Receive reports from implementing partners and record information to assist our client Information Management Unit to maintain records of data and progress of work, and produce reports when required.
• Train our client Implementing Partners in using IMSMA accident/victim/assistance reports to identify victims’ needs and to monitor assistance provided by Humanitarian Mine Action (orientation, referral). Training shall address the differentiated needs of women, girls, men and boys, including survivors with disabilities, and referral to services that are physically and communicatively accessible.
• Comply at all times with the standards of conduct on the prevention of sexual exploitation and abuse and harassment applicable under the engagement instrument, including completion of mandatory training and the obligation to report concerns through the designated reporting channels.
• Assist in other related duties as requested by the supervisor or senior management.

The Operations (EORE QA/QC) Associate will work under the direct supervision & guidance of the ICS10 EORE Specialist

Key competencies

• High school diploma with 6 years of relevant experience. or;
• A first-level University degree (Bachelors or equivalent) with 2 years of relevant experience
• Experience in humanitarian mine action, in particular EORE and VA with a recognised organisation is required.
• Relevant experience is defined as team-leader-level experience in Humanitarian Mine Action, delivering EORE-related training and messaging. A level equivalent to IMAS EORE Level 3 (governed by IMAS T&EP 12.10/01, Competency Standards for Explosive Ordnance Risk Education Practitioners) is required for this position.
• Experience in quality assurance is required
• Experience in training and meeting facilitation is required
• Experience in community-based education and public information campaigns and communications is required
• Experience in gender-responsive or disability-inclusive community engagement, programme delivery or training, including engagement with women, girls or persons with disabilities.
• Knowledge of the UN system and our client procedures is desired.
• Experience in Non-Technical Survey with a recognized organization is an asset.
• Fluency in English, Hausa is required & Kanuri or any other languages (writing, speaking & reading) spoken in Northeast Nigeria is an asset.
