I.          Introduction

Solina Health is an indigenous health management and research firm that works to accelerate positive health, social and economic reforms through high-quality program design and implementation, capacity building, implementation science research and knowledge generation, and agenda-setting and stakeholder convening across human development sectors.

 

II.           Description and Objectives

The Finance and Administrative Assistant will provide day-to-day financial and administrative support for Solina Health’s operations in Chad. The role is responsible for ensuring accurate financial records, ensuring compliance with local statutory and regulatory requirements, and facilitating efficient financial transactions in alignment with organizational policies.

 

The ideal candidate will possess a strong understanding of the financial and regulatory landscape in Chad, including banking systems, tax requirements, and vendor management practices. The role requires a high level of integrity, attention to detail, and the ability to work collaboratively across teams.

 

  • Key responsibilities

 

Financial Management Responsibilities

 

  1. Financial Management and Reporting
  2. Maintain accurate and up-to-date bookkeeping records and supporting documentation;
  3. Prepare payment schedules and ensure completeness and accuracy prior to processing;
  • Track failed or pending payments and follow up with relevant stakeholders;
  1. Support the preparation of monthly financial reports and bank reconciliations;
  2. Assist in monitoring project expenditures against approved budgets and flag variances.

 

  1. Banking and Local Financial Operations
  2. Liaise with local banks and financial institutions for account operations and issue resolution;
  3. Support bank account setup, documentation, and compliance with in-country requirements;
  • Monitor cash flow and ensure timely availability of funds for operational needs;
  1. Support management of local currency and foreign exchange transactions where applicable.

  1. Compliance and Statutory Obligations
  2. Ensure compliance with applicable tax laws and statutory regulations in Chad;
  3. Support timely processing and remittance of all statutory deductions and obligations;
  • Maintain proper documentation for regulatory reviews and audits;
  1. Stay updated on evolving local financial regulations and reporting requirements;

 

  1. Audit and Internal Controls
  2. Support internal and external audit processes by preparing required documentation;
  3. Ensure all financial transactions adhere to internal control procedures and policies;
  • Identify and escalate discrepancies, risks, or irregularities in financial records.

 

Administrative, Logistics and Facility Management Responsibilities

 

The Facility and Administrative Assistant will play a critical role in supporting the facility and administrative functions of SCIDaR at the state office level. S/He is responsible for providing efficient and effective facility and administrative support to ensure the smooth operation of the organization’s office activities and programs. The Facility and Administrative Assistant will work closely with the administrative team and other departments to assist in various tasks and projects in line with SCIDaR policy and objectives. The role holder will also be responsible for Technical Facility Support at the state offices and providing reports that facilitate the smooth state office operation.

 

Technical Responsibilities

 

  1. Emergency Response Coordination: Act as the first point of contact during infrastructure failures, such as power outages, HVAC system breakdowns, or plumbing issues, and provide immediate solutions to minimize downtime and operational disruptions.
  2. Preventive Maintenance Oversight: Develop and execute preventive maintenance schedules for critical systems, including electrical, mechanical, and safety installations, to ensure reliability and avoid potential failures.
  • Facility Systems Monitoring: Continuously monitor key infrastructure systems (e.g., generators, water supply, security systems) using automated tools or manual checks to identify issues early and address them promptly.
  1. Vendor and Contractor Management: Coordinate with service providers and contractors for specialized repairs, maintenance, and upgrades, ensuring work is completed efficiently and to the required standard.
  2. Logistics and Travel Management: Coordinate all travel within the country from sourcing to vehicle-to-vehicle assignment, to the development and workplan coordination to vendor invoice management to payment.
  3. Risk Assessment and Safety Compliance: Conduct regular risk assessments of facility operations, implement safety protocols, and ensure compliance with health, safety, and environmental regulations to mitigate risks and enhance workplace safety.
  • Financial Administration
  • Support invoice preparation, vendor payments, and expense tracking processes;
  • Maintain organized financial records and filing systems (physical and electronic);
  • Provide administrative support for finance-related activities;
  • Collaborate with program and operations teams to ensure smooth financial processes.
  • Track and consolidate all supporting documentation for each cost incurred (travels, advances to personnel etc)

  3. Compelling evidence of interest in and commitment to the mission of Solina Health Limited;
  4. Basic understanding of accounting principles and financial reporting and advance knowledge organization administrative management.
  • Must possess logistics management capability especially in travels and vehicle management.
  1. Ability to effectively manage relationships with Solina’s internal and external stakeholders;
  2. Possess strong communication skills and team-oriented interpersonal skills
  3. Proficiency in the use of Microsoft office package (Word, Excel and PowerPoint);
  • Strong knowledge of financial systems and regulatory environment in Chad
  • Fluency in French (mandatory); working knowledge of English is an added advantage
  1. Ability to engage effectively with local banks, tax authorities, and vendors;
  2. Possess excellent organizational skills and attention to details;
  3. Ability to work under pressure and time constraints and easily adapt to ever-changing conditions;
  • Results-oriented performer, experienced in developing and tracking self and team with clear KPIs.

 

  1. Education and Experience
  2. Academic: Minimum of a Bachelors’ degree from a reputable university;
  3. Experience:
  • Minimum of 2–4 years relevant experience in finance or accounting in development organizations, or similar environments is an advantage.
  • Demonstrated experience in carrying out program administrative functions including logistics and procurement

 

  1. Information Security Management System Responsibilities
