Terms of Reference At Nutrition International (NI)

Terms of Reference (ToR) for A Two-day Multiple Micronutrient Supplementation (MMS) Adherence Solutions Joint Stakeholders Validation Meeting.

1. Context  

Nutrition International (NI) is a Canada-based international not-for-profit organization that works to ensure the poor, especially women and children in developing countries get the vitamins and minerals they need to survive and lead productive lives. With headquarters in Ottawa, Canada, and governed by an international Board of Directors, NI works in Asia, Africa, Latin America and the Middle East and reaches people in over 70 countries. NI began operations in Nigeria in 2007 with an ambitious target of improving the nutritional status and transforming the lives of over 100 million vulnerable population in Nigeria, especially women, adolescent girls, and children, by 2030. NI also conducts high quality implementation research, incorporating the skill sets of a diverse and dynamic group of technical experts in public health, nutrition, and research. 

In Nigeria, the Federal Ministry of Health and Social Welfare (FMoHSW) expressed interest in the use of multiple micronutrients supplementation (MMS) and requested more implementation evidence in the Nigerian context to understand the realities of switching from IFA supplements to MMS and to explore how to increase pregnant women’s adherence to MMS. Nutrition International is currently implementing the “Optimizing Adherence for Maternal MMS in Nigeria: A formative research and human-centered design Project” funded by the Bill and Melinda Gate Foundation (BMGF) in collaboration with the Federal Ministry of Health and Social Welfare (FMoHSW), the National Primary Health Care Development Agency and the

Bauchi State Government through the State Ministry of Health (SMoH), State Primary Health Care Development Agency (BaSPHCDA) and Hospital Management Board. The research will support the process and provide needed evidence to support the use of MMS as a maternal supplement during pregnancy. The research implementation covers 84 health facilities across 3 LGAs (Dass, Giade and Ganjuwa). 

For MMS to be effective, pregnant women must consume the right dose at the right time – often referred to as “adherence”. Even when pregnant women receive adequate quantities of MMS, the supplements are not always consumed as recommended. This can be referred to as the “adherence gap” – the gap between receipt and consumption of micronutrient supplements delivered through the ANC platform. As part of the process to ensure effective adherence to use of MMS by pregnant women, the project is introducing various strategies to support adherence at the health facility, community and household levels. These adherence solutions are expected to support pregnant women to remember when to take their MMS tablets, navigate challenges pregnant women on MMS may experience and reinforce messages on benefit of MMS at the household, community and health facility levels. In addition to the health facility ANC platform, two community platforms have been identified to support the adherence solutions and they are the Ward Development Committees and the Mama-to-Mama Support Groups.

6. Methodology

The consultative meeting will utilize a participatory approach, including: 

  • Brief presentations 
  • Plenary discussions
  • Group sessions
  • Q&A session
  • Interactive/brainstorm to agree on strategies and action plans 

7. Expected outcome

The expected outcomes of the meeting include: 

  • A comprehensive understanding of the MMS adherence solution concepts by the participants. 
  • Validated strategy document for operationalizing MMS adherence solution concepts. 

8. Duration and Venue

Event date: August 28th & 29th 2024

Time: 9:00 AM to 4:00 PM

Venue: To be communicated in due course.

Deliverables of the Consultancy

In close consultation with NI, the Event Management firm is expected to provide the following deliverables for all project related events:

  • List of proposed meeting venues and vendors (food and accommodations) with quotations from three venues.
  • Detailed plans and budgets for proposed events.
  • Event reports/minutes, pictures, videos, and signed attendance sheets.
  • Compiled evaluation forms.
  • Financial reports for events including signed payment forms where participants receive funds.
  • Invoices/receipts of payments to vendors and participants including signed payment forms by each participant in the event they receive funds.

Management and Supervision arrangements

  • The firm shall be managed and supervised by NI.
  • All deliverables will be planned in consultation with NI and the government.
  • Prior approval from NI will be sought for the events’ proposed plans and budgets.
  • The selected agency/ consultant will be required to submit venues and vendor quotations at least 10 days prior to the event for approval by NI.
  • Prior approval from NI will be sought for the selection of meeting venues and proposed food vendors.

Key Specifications for the Event Management Firm

For an event management firm to be considered for this role, it must meet the following criteria:

  • A company registered with the Corporate Affairs Commission (CAC).
  • Has a Tax Clearance Certificate (at least 3 years).
  • Has the capacity and demonstrated experience to coordinate and successfully manage meeting logistics particularly in Bauchi state.
  • Have its presence in Bauchi State.
  • Has robust financial structures to process payments to third parties e.g., participants, food vendors and hotels.
  • Can provide at least three references from previous clients.

Timeframe for the Contract

The timeframe for this contract is August 2024 to October 2024.

Mode of Payment

  • 60% payment of each event expenses upon NI’s approval of the event plan and budget.
  • Final payments upon completion of agreed tasks and submission of the activity and financial   reports including invoices and payment forms.

  • Financial quotation, which should include the daily fee rate and any other expenses required to fulfill the terms of the consultancy
