Médecins Sans Frontières (MSF) is a medical and international humanitarian, non-profit organisation acting under the principles of the right to humanitarian relief and international medical ethics.
In accordance with its Charter, MSF brings humanitarian and medical relief to populations in need, without any discrimination of race, religion, philosophy or policy in contexts of epidemics, endemics, natural disasters and conflict situations, in more than 70 countries in the world.
MSF is independent of any political, religious, military or economic power and respects the humanitarian principles of impartiality, neutrality, independence, free healthcare, ethics, deontology and medical confidentiality.
As part of its mission in NIGERIA, MSF wants to launch a call for expressions of interest for the identification and pre-selection of leading construction companies that can ensure:
The achievement of CONSTRUCTION and RENOVATION works (building or other structures) of ALL TRADES in an occupied environment
The project includes:

The amounts quoted are general and do not presume the amount of the final contract.
The purpose of these estimated tranches is to allow bidders to position themselves on this contract.

The expression of interest should be placed in a sealed and signed envelope.
A receipt for the envelopes file will be presented to the company at the time of filing.
It should be noted that only companies that meet at least the criteria indicated in the annexes and providing the relevant documents at the time of the submission, will be pre-selected and considered for a more thorough evaluation before being invited to participate in the call for tenders.
The documents will be originals or certified by the competent authorities. An incomplete file could lead to the bidder’s immediate elimination.
Only the successful bidders for the next phase will be contacted by email within a period of 14 days after the deadline for the filing of files in order to be informed about how to submit the Call for Tenders File.

A. Proof of the company’s compliance
The following points will be justified with certificates, criminal record extracts, an affidavit, certificates and any other document recognised by the competent judicial authorities
- Certificate of registration of the company with the authorities (Trade and Companies Register No. or equivalent)
- Identity sheet for the company (share capital, form of the company, legal representative), exact details of the registered office and contacts (names, phone numbers, email addresses)
- Photocopy of the front and back of the identification document of the Company’s officer and/or manager
- Certificate of approval of the construction company by the competent ministry
- Certificate issued by the authorities proving that the Company is up to date with its tax obligations
- Certificate issued by the authorities proving that the Company is up to date with its social security obligations
- Insurance certificate/cover:
- professional civil liability (covers third parties)
- covering the employer’s liability for its staff (injury, illness, or death of employees)
- concerning construction defects and damage which may affect the robustness of the work and its inseparable equipment or which renders it uninhabitable or unfit for the use for which it is intended.
- Certificate of absence of a conviction (moral or physical) or serious professional misconduct
B. Proof of the company’s financial capacity
The financial capacity of the bidders to carry out the work pertaining to this contract should be justified with the following documents:
- Balance sheets, detailed annual accounts, financial statements certified by an accountant for the past 3 years.
- Certificate, dated within six months, certifying that the bidder is not in bankruptcy proceedings, has not filed a petition for bankruptcy, is not excluded from public contracts, is not in receivership or any other similar procedure in proceedings before any court of competent jurisdiction.
C. Implementation capacity
Bidders will have to justify the following documents:
- Certificates and attestations of the company’s technical skills
- The list of the supervisory staff, their qualifications (technical diplomas and certificates) and their CV
- The list of technical supports available to the company (equipment, software, computer hardware, etc.)
- The list of subcontractors and their references, their approval certificates, the supporting documents of administrative and tax compliance
- Any additional information proving the Company’s technical expertise
