With a view to building a talent pool for its operations in the West’ Africa and Great Lakes region, JRS is launching a call for applications for the Coordinator/trice of Programs at the’ scale of the region.

As a reminder, the JRS West Africa and Great Lakes region includes the following countries: Democratic Republic of the Congo (DRC), Central African Republic (CAR), Chad, Cameroon and Nigeria.

This position is open to any candidate with the desired profile regardless of status or nationality.

The benefits and conditions proposed for each position will be communicated to the selected candidates during the interviews. Salaries will be aligned with the JRS salary grid.

JOB DESCRIPTION COORDINATOR/CROPSCRIPT

2.1 Description of the context of the position
The Jesuit Refugee Service ( JRS ) is a Catholic non-governmental organization that provides services to refugees and forcibly displaced persons in more than 50 countries around the world. The JRS is a work of the Society of Jesus ( the Jesuits ). As stated in its Charter, the JRS’s mission is to support, serve and defend the rights of refugees and displaced persons. This mission is rooted in faith in God which is present at the heart of human history, even in its most tragic moments. The JRS collaborates with other humanitarian organizations and agencies in order to support forcibly displaced persons, to provide them with quality services, and to make their situation known publicly in such a way that their rights and dignity are more respected.

2.2 Mission of the post
Ensure the proper implementation of JRS programmes in the country and contribute to the development of the’ intervention sectors and JRS activities.

3.MAIN RESPONSIBILITIES AND ACTIVITIES

1. Programme and project management

To ensure the effective and qualitative implementation and monitoring of programmes and activities towards the beneficiary populations ;

Ensure the development and implementation of all activities in accordance with the policies of the JRS program

Ensure the overall coherence of the’ use of budget lines of programme activities, for effective and efficient use of resources, including financial and human resources, and all assets ;

Participate in the development of JRS program strategy in response to needs and ensure that all fundraising activities, proposals and programme implementation are aligned with the strategy

Oversee project design and preparation of proposals for institutional and public funding in accordance with the International Code of JRS.

Maintain ongoing monitoring of the developing humanitarian emergency and review and adapt the programme strategy accordingly.

Liaise with JRS members who support the response to ensure that donor needs are met with respect to program proposals and reports

Carry out or participate in the’needs analysis in the’intervention areas/needs that are not met or covered,

2.Management of programme monitoring and evaluation

Provide proactive analysis of the data collected for improvement of the activities and quality of the programs

Contribute and actively support the drafting of concept notes and project proposals by identifying and supervising needs or’ impact assessments ;

S’ ensure that all projects are evaluated as provided for by the JRS guidelines and other’ agreements ;

Guarantee a permanent communication between the projects in order to’identify opportunities for synergies and possible mutualizations

Ensure compliance with JRS guidelines in terms of’assessment ;

Develop exit strategies for projects and inform all stakeholders

3. Managing relationships with partners, administration and reporting

Coordinate and manage the performance of directly supervised staff ;

Contribute to career management within JRS, in particular by identifying high-potential profiles within the Programme teams ;

Conduct regular monitoring visits of teams and field activities ;

Ensure that program teams work closely with the’ support team to ensure compliance with JRS policies and procedures for funding,’achats and logistics, and, in particular through effective weekly, monthly and quarterly planning ;

Report resource management / staffing issues to Project Directors and Objective Coordinators ;

Regularly participate in team meetings, planning meetings

Prepare the activity report and make proposals for optimizing projects and programs

Collaborate closely with donors

Perform all tasks entrusted by the hierarchy

5.QUALIFICATIONS /EXPERIENCES REQUIRED FOR THE POSITION

Professional Experience

At least 5 years of’ practical experience in the design, implementation, monitoring and evaluation of programmes/’urgency or development projects.Preliminary experience in the management of’education and protection projects for’enfant as well as livelihood projects . Experience in evaluation, proposal preparation and project budgeting and narrative and financial reports would be assets.

Academic Training/
Professional

Minimum Bac+5 in social sciences, project management and management, education sciences and any other related fields

Training(s)Complementary/Certification(s) or Other(s)

Experience of’at least 2 years in the management (or coordination) of program and in operational research
