With a view to building a talent pool for its operations in the West’ Africa and Great Lakes region, JRS is launching a call for applications for the Coordinator/trice of Finance at the’ scale of the region.

As a reminder, the JRS West Africa and Great Lakes region includes the following countries: Democratic Republic of the Congo (DRC), Central African Republic (CAR), Chad, Cameroon and Nigeria.

This position is open to any candidate with the profile sought regardless of their status or nationality.

The advantages and conditions proposed for each position will be communicated to the successful candidates during the interviews. The salaries will be aligned with the JRS salary grid.

DESCRIPTION OF THE POST: COORDINATOR / TRICE OF FINANCE

  1. Post missionGuarantee efficient and effective management of the budgetary, financial, accounting and treasury management of the JRS and all projects in accordance with internal procedures and donor requirements.
  2. RESPONSIBILITIES AND MAIN ACTIVITIES

AT. Strategic planning and management

  • Supervise and assess financial performance in the country
  • Provide sound financial analysis and advice.
  • Advise the/the Director/national director on financial matters and produce financial analyses as required.
  • Building the capacity of Core Financial Administrators on the use of appropriate tools
  • Participate in the ongoing review of procurement policies

B. Budgetary, accounting and grants management

  • Lead the country’s financial planning and budgeting process ;
  • Prepare the organization’s annual budget, optimizing the allocation of resources for specific expenses, based on grant restrictions and program needs; and ;
  • Prepare and revise the quarterly budget against actual expenditures with program staff and with the Human Resources department ;
  • Prepare the quarterly operating statements of the organization, revenues and planned expenditures, on a quarterly basis ;
  • Work with program staff and the Human Resources department to prepare budgets for proposals to be submitted to donors ;
  • Ensure appropriate internal financial controls, appropriate accounting methodology and timeliness internal and external reporting as related to general accounting functions ;
  • Assist in the preparation of the annual audit ;
  • To prepare financial reports for internal management purposes and for external donors ; and ;
  • Ensure ongoing compliance with the regulatory, contractual, legal and financial requirements of donors/funders ;
  • S’ ensure that financial information on grants and country office contracts is in compliance with donor/funders requirements ;
  • Monitor and monitor sub-grants, including the review of proposals and financial reports ;
  • Controlling project financial balances to avoid overspending on grants ;
  • Ensure the proper management of cash expenditures ;

C. Capacity-building in administration and evaluation

  • Evaluate and assist in implementing improved internal controls ;
  • Follow’implementation of internal audit reports in the field ;
  • Support the financial and accounting administrators of the project ;
  • Assist Project Managers and Programme Managers in the preparation of budgets and financial monitoring of projects ;
  • Work in collaboration with the National Programme Coordinator in the proposal and preparation of the budget and in the drafting of donor reports ;
  • Work collaboratively with the department of the international office when auditing regional/national finances and integrate donor requirements, especially international donors working with other regions ;
  • Represent JRS in Finance clusters or sector meetings with UN representations, other humanitarian agencies and partners and local government ;
  • Evaluate and identify problems or new opportunities and propose solutions ;
  • Evaluate the expected results of the projects ;
  • Perform all tasks assigned to the hierarchy.

Candidate Profile

Academic Job Specifications

Minimum a University Diploma (BAC+5), preferably in accounting, finance, business administration, or equivalent. A certification in financial management or project management would be an asset.

Experience

Justifier d’a professional experience of’at least 5 years of the’humanitaire and to the position of finance manager. Experience in proposal preparation and budgeting of projects and financial reports would be an asset. Experience working in the’intervention area would be an asset ;

Languages : French. Having a knowledge of’anglais is an asset.

Experience in the implementation of projects funded by UNICEF,’UNHCR, BPRM, ECHO, AFD, etc…

Experience working with budgets, including expenditure management ;

Previous experience in field team management.

Professional skills

Knowledge and experience of the regulations on grants from funders and financial reporting requirements.

Knowledge of internal accounting controls and budget/cash flow monitoring

Practices of Word, Excel, Outlook, MS Project, Mcrosoft Dynamics applications

Accounting and financial techniques

Practice of management control

Audit knowledge
