With a view to building a talent pool for its operations in the West’ Africa and Great Lakes region, JRS is launching a call for applications for the Coordinator/trice of Human Resources at the’ scale of the region.

As a reminder, the JRS West Africa and Great Lakes region includes the following countries: Democratic Republic of the Congo (DRC), Central African Republic (CAR), Chad, Cameroon and Nigeria.

This position is open to any candidate with the desired profile regardless of status or nationality.

The benefits and conditions proposed for each position will be communicated to the selected candidates during the interviews. Salaries will be aligned with the JRS salary grid.

JOB DESCRIPTION HUMAN RESOURCES COORDINATOR/TRICE

2. CONTEXT AND MISSION OF THE POSITION

2.1 Description of the context of the position
The Jesuit Refugee Service (JRS) is a Catholic non-governmental organization that provides services to refugees and forcibly displaced persons in more than 50 countries worldwide. JRS is a work of the Society of Jesus (the Jesuits). As specified in its Charter, JRS’ mission is to accompany, serve and defend the rights of refugees and displaced persons. This mission is rooted in faith in God, which is present at the heart of human history,’, even in its most tragic moments, JRS collaborates with other humanitarian organizations and agencies in order to’ accompany forcibly displaced persons, to provide them with quality services, and to provide them with, and to make their situation publicly known in such a way that their rights and dignity are more respected.

2.2 Mission of the post
Ensure efficient and effective management of local and expatriate JRS staff involved in the JRS’ operation in Cameroon.

3.MAIN RESPONSIBILITIES AND ACTIVITIES

1. Management of acquisition and departure policies

Proceed to the fair and effective recruitment that promotes the hiring of the staff most suited to the positions to be filled

Organize and participate in the interviews, and prepare brief reports on the results to facilitate the decision of’a yes or no of’a possible commitment to the test

Control all CVs, cover letters, references, salary scales, contracts, including rentals, services, agreements, with a view on the interests of JRS

Accompany staff, including the completion of continuous quarterly, semi-annual, annual performance reviews ;

Determine future personnel needs with the projects concerned

Write or update documents intended for human resources ( Work contract, Internship contract, volunteer or partnership contract, job descriptions, evaluation mechanisms, code of conduct, etc.) ;

Ensure signing and termination of contracts

Establish and apply — in collaboration with the Project Directors — human resources management policies, standards and procedures for the entire JRS ( hiring, training, salary scale, performance evaluations, dismissals, etc. )

Set up and monitor the social policy of staff (Health insurance, subscription to social organizations)

Ensure the description of functions (framework and non-framework) ;

Plan and monitor leave for local staff (annual or sick) and ensure the replacement/set-up of’a leave binder.

2.Management of remuneration, training and working conditions

Process and break down payroll

Control and approve payroll statements in accordance with internal procedures

Ensure the monitoring of wage policy so that wages are distributed fairly and equitably among employees ;

Propose and ensure the implementation of the systems of premiums, compensation for transport, housing…etc. .

Determine the present and future needs of staff and individual projects ;

Ensure the administrative management of projects ;

Ensure compliance with schedules and’organization of the office, the’application of labor legislation and rules of’ hygiene and safety

Ensure and implement personnel health and safety policies ;

Participate in technical planning meetings of’activities with an overview of the needs of administrative, financial, material and human resources.

Oversee training plans : Programme monitoring, results, difficulties

Supervise the’evaluation of the personal for their better functioning

3. Communication, litigation, administration and HR development management

Represent JRS in certain negotiations on request or delegation of the National Director ;

Manage disputes between employees and between employer and employees within the JRS ;

Plan and facilitate staff meetings

Create and maintain permanent contact with labor inspectors to ensure that HR practices and decisions are in conformity with Cameroon’s legislation ;

Participate in the development of the JRS Cameroon plan, a strategic plan with its annual, semi-annual workplans and their corresponding budgets ;

Participate in the preparation of logistics and equipment for meetings, meetings, seminars and possible local or external missions.

Develop and monitor HR policies, procedures within JRS

Organize the archiving and documentation of HR staff and service

Supervise the preparation of the activity report and proposals for optimizing Human Resources

Perform all tasks entrusted by the hierarchy

7.QUALIFICATIONS / EXPERIENCES REQUIRED FOR THE POST

Professional Experience

At least 4 years of HR professional experience in a non-profit and / or international organization. A previous experience with a religious NGO is an important asset. A good understanding of humanitarian activities and international development is important.

Academic training/
Professional

University degree (BAC+3 minimum) in human resources or in a similar field (organizational development, business administration, etc.)
