With a view to building a talent pool for its operations in the West’ Africa and Great Lakes region, JRS is launching a call for applications for the Director/national trice (e) at the’ scale of the region.

As a reminder, the JRS West Africa and Great Lakes region includes the following countries: Democratic Republic of the Congo (DRC), Central African Republic (CAR), Chad, Cameroon and Nigeria.

This position is open to any candidate with the desired profile regardless of status or nationality.

The benefits and conditions proposed for each position will be communicated to the selected candidates during the interviews. Salaries will be aligned with the JRS salary grid.

DESCRIPTION OF THE POSITION OF DIRECTOR/NATIONAL DIRECTOR (E)

Main responsibilities :

Under the supervision of the Regional Director JRS West’ and Great Lakes Africa, the/the Director/trice national(e) directs and supports the work of JRS at the’ national scale of JRS operation in the country of intervention.

General objective of the position :

Engage JRS staff and systems to be efficient and effective, and create a motivating, inclusive and productive work atmosphere.

Expected results :

  1. Elaboration, coordination, supervision, and capitalization of current and future projects according to the needs of populations and funding opportunities ;
  2. Represent JRS and strengthen professional relations with the different religious communities and in particular the Jesuit community, civil authorities, international organizations, NGOs, etc, united Nations agencies and other humanitarian actors ;
  3. Improvement and optimisation of the coordination and continuity of JRS bases in the country of intervention ;
  4. Ensure the execution of the fund-raising strategy to ensure the financial stability of the’operation ;
  5. Accompany the/the Program Officer (e) in its management of the’ development of proposals and facilitate the implementation of the ratings

practice / logistics / administrative of interventions ;

  1. Coordinate with all stakeholders in security management to ensure the safety and well-being of personnel.

1. Development, coordination, supervision, and capitalization of current and future projects according to the needs of the populations and funding opportunities :

  • Coordinate the preparation, drafting and preparation of the documents necessary for the presentation of new ( narrative and budget ) projects, with the support of the regional and international office ;
  • Supervises the preparation of narrative and financial reports, the implementation of internal audits and / or external evaluations within the time allowed ;
  • Performs field missions to supervise activities ;
  • With the support of the ( e ) of the programs of the national office, check the updating of the monitoring tools ( indicators, activities, financial ) in connection with the project managers ;
  • Measures the impact of projects on populations ;
  • Ensure proper compliance with donor procedures and contractual obligations, in particular with regard to purchasing, human resources and accounting.
  1. Represent the JRS and strengthen professional relations with the various religious communities and in particular the Jesuit community, civil authorities, international organizations, NGOs, United Nations agencies and other humanitarian actors :
    • Represent JRS during meetings with the authorities or the technical services of the State ;
    • Ensure the active participation of JRS in coordination meetings (clusters, general coordination) ;
    • Maintain good relations with operational partners (National and international NGOs) and other humanitarian actors ;
    • To maintain good relations with the Jesuit community and the various religious communities ;
    • To ensure good communication and collaboration with all humanitarian and non-humanitarian partners ;
    • Strengthen relations with donors, especially those with whom JRS does not currently work, and ensure the promotion of our actions on the ground.
  2. Improvement and optimization of the coordination and continuity of JRS bases in the country of intervention :
    • Accompany the’ team in the achievement of their annual objectives and in their professional development through continuous support ;
    • Supervise local and expatriate staff, and supervise all administrative, technical, financial and logistical functions in countries with the support of the regional office ;
    • Serve as a model/example of good communication, sharing

d’information and intense team collaboration, and ensure that the rest of the’team follows the’example ;

  • Reassure yourself of the sharing of’information and the continuity of the operation of the office by ensuring that all data is regularly updated in SharePoint ;
  • With the support of finance staff, supervise the economic and financial management of bases and’s set of projects ;
  • Participate in the selection of staff in collaboration with the/Head of Human Resources of the national office and supervise the proper management of staff ;
  • Carry out or supervise the’assessment of all staff to guide the renewal or otherwise of contracts and to promote their professional development ;
  • Disseminate rules of procedure, code of conduct, and other procedures to ensure the well-being of staff and our served populations.
  1. Ensure the execution of the strategy of research of the funds to ensure the financial stability of the’operation, accompany the/the Program Officer (e ) in its management of the’ development of proposals and facilitate the implementation of the practical/logistic/administrative sides of interventions :
  • Oversee the coordination of the process of presenting new projects

(narrative and budget) with the support of the regional and international office ;

  • Raising funds for projects, through contacts with « local donors » (embassies, representations of international agencies, UN agencies) ;
  • Supervise the’ development of narrative and financial reports, the implementation of internal audits and/or external evaluations in compliance with the deadlines ;
  • Carry out field missions to monitor activities ;
  • With the support of the programme manager and the regional office, check the updating of monitoring tools (indicators, activities, financial) in relation to project managers ;
  • Measuring the’ impact of projects on populations ;
  • Ensure proper compliance with donor procedures and contractual obligations, in particular with regard to procurement, human resources and accounting ;
  • Work on the’improvement of logistical aspects to facilitate the timely implementation of activities (rolling means, means of communication, etc.).

5. Coordinate with all stakeholders at the security management level to ensure the safety and well-being of staff

  • Work on the’improvement of logistics aspects for the safety of staff (rolling means, means of communication, etc.) ;
  • Ensure compliance and application of the SOPs and the security plan by all members of the’team starting with itself ;
  • Facilitate the capacity building of the entire’ team in safety ;
  • Ensure JRS participation in security meetings (UNDSS, INSO) and inform the regional and international office of any change in the security context ;
  • Update the security plan, ensure its dissemination/understanding and its proper application by the teams ;
  • Inform regional and international offices of any security incidents at JRS bases, and follow the advice of the Chief Security Officer (Andy Brown).

6. The/the Director/national director (e) is also responsible for any other task necessary for the proper and punctual implementation of projects. A monthly report is to be sent to the Regional Director on the work done in the field.

Qualifications and experience :

  • Higher education in political science, development/humanitarian aid or equivalent ;
  • Experience of at least 3 years in a similar function and/or in the field of international cooperation ;
  • Experience in the management of development and’urgency projects ;
  • Excellent sense of’organization, management and planning ;
  • Excellent computer skills and main software ;
  • Perfect mastery of French and’English (written and spoken);
  • Knowledge of the procedures of the main donors (EU, UNHCR, ECHO, UNICEF, BPRM, Other major donors.)
  • Good reporting ability ;
  • Good management and personnel management skills ;
  • Flexibility and ability to work in a difficult context, under pressure and in an often uncomfortable environment ;
  • Ability to work as a team and in a multicultural context ;
  • Respect for the values and mission of JRS ;
  • Develop the meaning of advocacy ;
  • Willingness and ability to travel in the field.
