Justice, Development and Peace Commission (JDPC) is a non-governmental organization which has been engaged in developmental works in Borno, Yobe and Adamawa States for the past 20 years. JDPC also focuses on Agriculture, WaSH, Nutrition and other emergency programming, reaching out to all persons on the basis of need, regardless of creed, ethnicity or nationality.

Post Description:

The Monitoring and Evaluation (M&E) Officer is responsible for coordinating, monitoring, evaluating and reporting activities of the project. The M&E Officer leads the development and management of the Performance Monitoring Plan (PMP).

Specific duties and responsibilities:

  • The Logistics Officer will support the Logistics unit as a service provider for all JDPC operations.
  • Reconcile at least monthly project material stock and distribution quantities.
  • Preparation of project materials management and distribution reports.
  • Supports the implementation of delivery operations from arrival of goods to the warehouses/storage and on to the final distribution centers in accordance with JDPC and Donor regulations and local supply chain standards and requirement.
  • Coordinate activities to ensure warehousing/storage facilities and all necessary equipment and supplies are secured and maintained in excellent physical condition and quantities for proper storage and safeguarding of goods. Conduct routine daily inspections and take immediate action to eliminate damages and deficiencies.
  • Help coordinate and supervise activities related to goods receipt, transportation, distribution and disposal.
  • Plan and supervise the work of casual laborers.
  • Oversee and assist storage and inspection of goods to ensure they are in excellent condition. Provide support in damage and/or loss handling and replenishment of goods to ensure adequate stock levels are maintained in accordance with program needs.
  • Support an efficient and reliable inventory stock control system for goods and warehouse materials/equipment and oversees maintenance of up-to-date stock ledger.
  • Maintain updated files with all required logistics documents and ensure all logistics management activities and movements are fully and accurately documented.
  • Help coordinate receipt (offloading, checking and verifying quantities/weight and quality) and dispatch (packing, labeling, loading); and ensures verification, preparation and maintenance of accurate, complete and up-to-date documentation on all goods received.
  • Enter accurate and timely data input into commodity tracking and reporting systems; recommend system improvements and revisions as necessary.
  • Implement proper control and monitoring procedures for the procurement and contracting processes; responsible for ensuring the transparency and competitiveness of bids analysis, and bidding and tendering processes.
  • Prepare and conduct Request for Quotations (RFQ’s), Purchase Requests, Bid Analysis Sheet (BASs), and review purchase receipts, quotations, bids and proposals, evaluations and negotiations of all goods and services to ensure compliance with procurement regulations.
  • Provide recommendations on pricing, sourcing and specifications relating material, goods and services in order to improve grant deliverables and project quality.
  • Create and update a pricing list for most commonly used items for the project.
  • Monitor the procurement and logistics competency of ongoing projects and evaluate the same on completed projects.
  • Attend project coordination meetings, and make recommendations to the Project coordinator on improvement to grant implementation activities and procedures, and on increasing the efficiency of contract tendering mechanisms.
  • Implement effective internal control of assets, inventory and property management.
  • Assist in the coordination of vehicle controls, supervision of drivers, and management of staff movements.
  • Perform such other duties as may be assigned by the Project Coordinator

MINIMUM QUALIFICATIONS AND SKILLS

  1. University degree in the sciences
  2. Minimum of 2 years relevant work experience in the relevant filed.
  3. Excellent skills in monitoring implementation of program activities. 4. Managing resources and achieving results
  4. Ability to write reports.
  5. Knowledge of Hausa and / or other relevant language.
