Oxfam, in partnership with Development Exchange Centre (DEC), is implementing a 54 month Project, funded by the European Union in Taraba state. The Project, called “EU Support to Food Security and Resilience in Taraba state, Nigeria (PROSELL)”, is being implemented in 80 rural communities in 6 LGAs of Taraba state in Northern Nigeria and will assist 40,000 very poor households to improve their food/nutrition security and resilience in agriculture production, incomes generation as well as strengthen their preparedness to withstand shocks and because of disasters.
The goal of PROSELL is to improve the food security and resilience of vulnerable households in Taraba state, Nigeria.
The specific objectives of the project are:
- To increase income of small-scale farmers by enhancing their agricultural productivity, market access, and job creation along crop, fish and livestock value chains.
- To enhance adaptive capacities and resilience of small-scale farming households to climate change.
- To promote cooperation and mutual benefits of farmers, livestock owners, and all value chain actors.
The PROSELL project is currently in its third year having begun implementation in November 2019. Different components of the project have already been implemented and the implementation of various components are ongoing. A baseline survey was conducted by Oxfam in March 2019. The survey covered two Livelihoods Zones. These are NG05: Niger and Benue River Floodplain Rice and Fish comprising of Ardo Kola, Zing, Wukari, Donga and Takum LGAs. The other Livelihood Zone NG09: Northeastern Highland maize, Cocoyam, Potatoes and livestock covered Kurmi LGA.
From the result of the baseline, 70% of the HHs identify as either Very Poor or Poor whereas 30% identify as Better Off and Middle. The Very Poor and Poor HHs have a size of 8-10 and farmland sizes of 0.5 – 1.4 ha with very limited productive assets. Coping strategy for these categories of HHs include reduced fertilizer and food use and increased manure usage, wild food consumption, firewood cutting and increased period of migration. This action seeks an external evaluator to check progress made in implementing various components of the project.
Purpose and Scope of Assignment
The purpose of this assignment is to use the most professional and economic means to conduct a mid-term evaluation for the project. The evaluation will review progress of implementation as well as review the data from previous surveys such as the HEA conducted from the inception of the project. Findings will be used to provide evidence whether or not the intermediate outcomes are being achieved, make informed decisions and possible changes in the project for the remaining implementation period. The evaluation will focus on all aspect of the project, such as results, performance management, approach and strategy of the project implementation, resources management, gender mainstreaming and active citizenship strategies.
The evaluation should build upon the baseline and monitoring data, providing an opportunity for more in-depth analysis and understanding on why certain intended or unintended outcomes are/are not occurring. Moreover, this mid-term evaluation will provide the opportunity for accountability towards the project stakeholders, as well as important learning for the project teams and partners.
Objectives:
i. Assess progress made towards the achievement of Projects outcomes;
ii. Establish the reasons behind the achievement (or not) of the objectives (e.g. if project is not achieving its objectives, whether the problem rests in the theory of change/project logic, or with difficulties in the implementation [including the institutional context], and whether these are leading to unintended [positive or negative] consequences);
iii. Establish the relevance of the project – extent to which the Project is suited to the priorities and policies of Taraba State, Nigeria, as well as the priorities of the donor, the European Union.
iv. Establish the extent to which the project is relevant to beneficiaries, with specific reference to the experiences and opinions of women and other vulnerable groups;
v. To make recommendations on how to better implement all components of the PROSELL project to achieve set objectives.
