Job Summary

The Monitoring and Evaluation Officer under the administrative supervision of the State Team Lead and technical oversight of the Associate Manager, Monitoring and Evaluation leads the implementation of M&E activities in the Zone. The incumbent mobilizes, supervises and align efforts of subordinates including ad hoc M&E staff to ensure generation, storage, analysis and use of quality service delivery and programmatic data. The incumbent ensures that the Zone’s data feeds into HALG internal and external reporting requirements in a timely manner. This includes LAMIS, DMEL, HFR, Weekly Surge report, Quarterly/Monthly program reports etc.

Essential Duties and Responsibilities

  • Mobilize and lead efforts to ensure timely data generation and data entry into the appropriate databases.
  • Conduct regular zonal level data quality checks, validation and cleaning to ensure availability of high quality data for reporting and use. 
  • Carry out regular data analysis, interpretation and dissemination among program/clinical team to inform continuous program/service quality improvement.
  • Support the Zonal Program Manager to meet SACA/SMOH data demands and other approved M&E related requests (participation in data review meetings, assessments etc.)
  • Provide support at the field level for the collation and processing of monthly summary forms from the One Stop Shop (OSS) and health facilities and field staff.
  • Carry out data verification exercises at collection points.
  • Liaise with Zonal Manager, Program Officer and Clinician to analyze required data.
  • Support in the design and implementation of midterm and end of project evaluation and special data requests.
  • Represent the technical content of the project’s M&E work to key stakeholders in the state with the approval of the Director, Strategic Information.
  • Support the development and implementation of Standard Operating Procedures (SOPs) for management of program data.
  • Support the preparation of monthly, quarterly, semi-annual, annual and ad-hoc reports to donors.
  • Maintain an inventory of data collection and monitoring visits to partners on a regular basis to monitor M&E systems.
  • Provide technical support and mentorship to Data Entry Assistants, Clerks and CBO M&E officer.
  • Ensure that Data Entry Assistants, Clerks and CBO M&E Officers participate in the monthly data quality assessment, understand the recommendations for remedial action, and comply with those recommendations.

Qualifications

Education and/or Experience:

  • First degree in social science, public health or another relevant discipline.
  • Master’s degree in public health or epidemiology will be an added advantage.
  • At least 3 years M&E experience in international development, experience working on M & E systems for HIV prevention and care programs will be an advantage.
  • Demonstrated skills in training and capacity building through technical assistance and mentoring.
  • Experience in managing M&E databases including DHIS is required.
  • Experience in data analysis in MS Excel, MS Access and at least one of the  following: CSPro, SPSS, Epi Info or STATA.

Language Skills:

  • Excellent oral and written English communication skills.
  • Knowledge of Local Language preferred.
  • Demonstrated competency in public speaking.

Computer Skills:

  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
  • Other software routinely used by Heartland Alliance.

Work Environment:

  • The noise level in the work environment is usually moderate.
  • The employee will be required to co-locate with local partners usually in the same office.
  • The employee is required to travel regularly to often insecure and limited resource environments.
