Job Title: Health Systems Strengthening and Public Financial Management Scoping Consultant
Location: Uyo, Akwa Ibom
Employment Type: Contract
Key Responsibilities
The Consultant will be engaged to conduct a scoping review of the Akwa Ibom State health system to:
- Provide technical assistance to State Health Insurance Agency (SHIA) to co-identify priorities and co-implement interventions that will support the state-wide launch of the Basic Healthcare Provision Fund (BHCPF) and the State Health Insurance Scheme
- Develop an outline of short-term demand and supply side interventions that will support enrollment, empanelment and utilization of healthcare services for vulnerable populations including Persons Living with HIV under the BHCPF and state health insurance scheme
- Determine the institutional capacities of the State Primary Healthcare Development Agency (SPHCDA) and State Health Insurance Agency (SHIA) and develop an outline of short-term interventions to strengthen the leadership and management capacity for each state counterpart agency
- Conduct a PFM process map to provide information on HIV PFM processes, identify the bottlenecks at each stage of the HIV PFM process and its underlying causes and make technical recommendations to mitigate the challenges

- Scoping review report
- BHCPF and SSHIS enrollment report
Preferred Skills / Knowledge
- A Health Finance Management Consultant with a minimum of 10 years of proven proficiency, experience and expertise in program management, health financing and integration of vertical programs into financial protection schemes
- Familiarity with the context of the budgeting process and public financial management structures and challenges at the state level
- Technical skills to integrate diverse information from varied sources into conclusions and recommendations and write high-quality reports
- Experience in policy level technical advice and guidance
- Demonstrated comfort and fluency in quantitative and qualitative analysis, and proficient with statistical analysis and data presentation software programs
- Excellent interpersonal and communications skills and ability to collaborate with multi-sectoral stakeholders.
- Experience with international development and donor-funded programs is preferred.
- Familiarity with USAID-funded programs will be an advantage.
