Background

  • The USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract works to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.
  • The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), USAID’s family planning and reproductive health program and USAID’s Maternal Newborn and Child Health Program. The Global Health Supply Chain Program-Procurement and Supply Management project (GHSC-PSM) provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.   
  • This scope of work (SOW) sets forth the services to be provided by the Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.
  • The objective of this billable short-term assignment for the Gender Consultant is to conduct a state-based supply chain-focused gender analysis and develop a fit-for-purpose comprehensive gender integration technical assistance strategy for GHSC-PSM. The consultant will also support capacity building for target groups to conduct future gender analysis.

Principal Duties and Responsibilities (Essential Functions)

Scoping Tasks:

  • Conducts a supply chain-specific gender analysis in five supported states.

Design and Development Tasks:

  • Develops a supply chain-specific gender integration strategy to guide technical assistance to supported states.
  • Proposes a monitoring plan (plus indicators) to track gender activities in PSM-supported states.

Capability Building:

  • Identifies NGOs, CSOs and others to support the implementation of state-specific strategies and monitoring plans.
  • Facilitate the capacity-building workshops on gender analysis, development of integration plans and monitoring of gender activities in supported states.

The Consultant shall Deliver to USAID GHSC-PSM the Following Deliverables, in Accordance with the Schedule set forth in the Table Above:

Deliverable No. 1: Inception Report + Implementation Plan:

  • Deliverable 1 is a Microsoft Word narrative and an accompanying Excel Gantt chart that provides an updated and detailed description of approach to the assignment, and a chronology of activities required to complete the scope of work.  The narrative should 2- 3 pages maximum with an accompanying GANTT chart.

Deliverable No. 2: Bi-weekly Activity Report:

  • This deliverable comprises outputs of the activities as defined in the implementation plan. It should be shared every two weeks by COB Friday during the contract period. The consultant shall prepare a progress report outlining the update.
  • The report is a one-to-two pager in Word format and includes any relevant slides, graphics, illustrations and/or diagrams outlining achievements and next steps.  The report should be presented using the GHSC-PSM template and should be professionally copy edited.

Deliverable No. 3: Gender Analysis Report for Selected States:

  • Deliverable 3 is a word document detailing the gender analysis objectives, gender analytical framework, methodology (study design, sampling, data collection tools, questionnaire etc) and state-based findings gender analysis conducted across five states. The sampling methodology shall be determined in collaboration with the Task Order Directors (1- 4).
  • It should also include details on GHSC-PSM readiness to support states integrate gender into supply chain activities as well as required resources to provide technical assistance to the states.

Deliverable No. 4: Gender Integration Strategy and Plan Including Monitoring Selected Supply Chain Activities with Gender Implications:

  • Deliverable 4 is a word document plus PowerPoint summary of GHSC-PSM technical assistance strategy for integrating gender into supply chain activities.
  • The document will include illustrative activities which states may conduct to improve gender integration, a results framework, targets and a monitoring plan.

Deliverable No. 5: Improved Gender Analysis Capabilities Amongst Key State Staff and Local NGOs/CSOs:

  • Deliverable 5 is a word document detailing a capacity building workshop targeting key state staff in selected states. It will include one (1) year state specific gender integration implementation and monitoring plans developed per state (adaptation of deliverable 4 above).
  • The consultant will include in the annexed the with a list of NGOs/CSOs partners engaging in gender activities in focus states, their location and capabilities. The consultant will also submit the slide deck and training resources used for the gender analysis workshops.

Deliverable No. 6: Comprehensive Narrative Report Detailing Progress on all Deliverables:

  • Deliverable 6 comprises a comprehensive Microsoft Word report, summary PowerPoint slide deck and soft copies of final and modifiable versions of all reviewed and developed documents.

Job Qualifications

  • Advanced University Degree (Master’s Degree or equivalent Degree) in Gender and Women’s Rights, Development Studies, Social Science or Law, Gender Studies, or related area. A relevant bachelor’s degree with additional years of experience may be considered in lieu of an advance degree.
  • A minimum of seven (7) of relevant experience which must include gender analysis, gender integration and monitoring and evaluation of gender programs.
  • Experience with building capacity on gender integration is essential.
  • Experience implementing USAID gender integration approaches is desirable.
  • Ability to communicate key gender concepts in multi-cultural settings is essential.
  • Excellent technical writing and oral presentation skills highly desired
  • Good attitude and work ethic.
  • Fluency in English is required.
