Project Context and Scope
Qatar’s Private Sector constitutes a central pillar of the national economy, contributing significantly to economic diversification, innovation, employment and social development.
For the International Organization for Migration (IOM), private sector engagement is increasingly strategic, particularly in advancing sustainable development outcomes, ethical labour practices, and responsible business conduct.
However, there is currently no single, comprehensive and structured reference that provides a holistic understanding of the private sector landscape in Qatar. Existing information is fragmented, sector-specific, and limited in analytical depth, making it difficult to support evidence-based engagement and decision-making for government entities, UN agencies, and development actors seeking to engage effectively with the private sector.
This consultancy will address this gap by developing comprehensive private sector mapping and analysis, serving both as:
- A public-facing national reference document, and
- An internal strategic resource for IOM to inform engagement and partnership development.

Responsibilities
Category B Consultants: Tangible and miserable outputs of the work assignment
The consultant will be responsible for carrying out the following:
Private sector Mapping
- Identify and profile major sector companies (large firms, SMEs, multinationals, family businesses, free zone entities, social enterprises)
- Analyze sectoral distribution and typologies across key industries
Business Associations Analysis
- Map chambers, councils, networks, and representative bodies
- Assess mandates, membership, and influence
Corporate Practices and Policies
- Document CSR, ESG, and sustainability practices
- Assess internal policies related to governance and social responsibility
Regulatory Framework Analysis
- Analyze laws and policies governing private sector operations, including:
- Company registration and licensing
- Investment, labour, and governance regulations
- ESG/CSR frameworks
- Company registration and licensing
Strategic Engagement Component
- Identify key engagement platforms, events, and communication channels.
- Map companies, business associations, and networks according to IOM engagement pillars (Impact, Income, Innovation).
- Assess organizational interests, capacities, influence, and alignment with IOM priorities.
- Identify and prioritize high-potential partners for strategic engagement, collaboration, sponsorship, technical cooperation, and resource mobilization.
- Develop practical engagement pathways and recommendations for outreach to priority stakeholders.
Methodology
The consultant will apply a mixed-method, multi-phase approach, including:
- Desk review of secondary data from official registries, business associations, and company disclosures
- Quantitative data collection through structured questionnaires
- Qualitative analysis of partnerships, engagement potential, and sector dynamics
- Data triangulation (minimum two sources per key data point)
- Use of standardized classification frameworks and data tools
- Stakeholder validation to verify findings
The methodology will follow five phases:
- Desk review and longlisting
- Private sector survey
- Business association mapping
- Regulatory framework analysis
- Engagement strategy development
Particular emphasis will be placed on generating actionable findings and practical recommendations that support IOM’s partnership development strategy. The analytical framework will assess stakeholder’s relevance and potential contribution across the Impact, Income, and Innovation pillars, enabling prioritization of engagement opportunities for the Misson,
Deliverables
The Consultant will produce the following core deliverables (on a 5-installment payment basis):
- Comprehensive Private Sector Mapping Report
- Consolidated and searchable private sector database
- Business associations and regulatory framework annex
- Internal engagement and strategy annex
- Executive summary (5-8 pages)
Duration and Timeline
Indicative timeline:
- Weeks 1-2: Inception and methodology design
- Weeks 3-5: Desk review and initial mapping
- Weeks 6-10: Stakeholder consultation, questionnaire and landscape mapping
- Weeks 11-14: Analysis and drafting outputs
- Weeks 11-16: Validation and finalization
Each phase will produce interim outputs to support ongoing engagement.
Reporting and Coordination
- The consultant will report directly to the designated IOM project manager
- Regular progress updates (weekly or bi-weekly) will be required
- Draft outputs will undergo internal review and validation

Performance Indicators for the Evaluation of results
The consultant will be evaluated based on:
- Timely delivery of agreed outputs
- Quality, accuracy, and completeness of data and analysis
- Adherence to methodology and data governance standards
- Responsiveness to feedback and stakeholder engagement
- Usability of deliverables for strategic and operational purposes
The consultant must ensure:
- Source transparency for all data collected
- Verification protocols (minimum two-source validation)
- Neutrality and non-endorsement of entities
- Data protection compliance, including informed consent where applicable
- No collection of sensitive or confidential data without authorization
- Screening and mitigation of reputational risks
- All outputs must comply with IOM data protection and ethical standards
Qualifications
Education:
- Advanced Masters University degree in a related field
Experience:
- Minimum 7 years of relevant experience
- Proven experience in private sector analysis, market research, or economic mapping
- Experience in Qatar or the GCC region strongly preferred
- Familiarity with CSR, ESG, and sustainable business practices
- Experience working with international organizations is an asset
Skills:
- Strong analytical and research skills
- Experience in database development and data management
- Excellent report writing and communication skills
Languages
For this consultancy, Fluency in English (both oral and written is required) Fluency in Arabic will be considered an asset.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
