Hope and Rural Aid Foundation (HARAF) is a National non – profit organization functioning since 2011 but was officially registered under the corporate affairs commission (CAC) of the federal government of Nigeria in the year 2016 with registration number RN: CAC/IT/:85536. HARAF are into humanitarian and development activities with full operational presence and offices in Adamawa, Borno, Yobe with field offices in Michika and Calabar. The head office in Yola. The organization works in the Food Security and Livelihood, Protection (Child Protection/GBV), Education and Shelter/CCCM Thematic areas.
HARAF plans to implement complimentary livelihoods activities particularly to introduce livelihoods interventions to build their capacity by contributing to their basic food needs and ultimately reduce the cost of life savings interventions over time. This will also provide opportunity to utilize the otherwise idle labour, mostly from youth who are caught in humanitarian crisis through Entrepreneurship, Livelihood Intervention Skills acquisition and Financial Literacy Training at selected communities of Yola South LGA, Adamawa state.

The Compliance Officer will conduct verification of internal controls and compliance of all financial and operational functions in the organization.
Responsibilities
- Ensure that all financial and operational activities are in compliance with the country law (tax laws, labor laws, and government pension agency laws), donor rules and regulations, and HARAF policies and standards.
- Develop and implement an effective legal compliance program
- Create sound internal controls and monitor adherence to them
- Proactively audit processes, practices and documents to identify weaknesses
- Collaborate with external auditors and HR when needed
- Set plans to manage a crisis or compliance violation
- Educate and train employees on regulations and organization practices
- Address employee concerns or questions on legal compliance
- Keep abreast of internal standards and business goals
- When necessary, collaborates with the internal and external audit on investigations of whistle-blower cases, suspected fraud, mismanagement, loss of assets, etc.
- Tests internal controls, targeting high-risk areas, including Procurement Workshops, Vehicle usage, Inventory control, cash advance management, Payroll, and Fleet Management.
- Verify that all staff are well versed in donor and HARAF policies and procedures and are adhering to such standards.
- Identify gaps in existing internal control systems and provide recommendations to strengthen them; will identify gaps in knowledge and skills; will provide recommendations for training.
- Develop a plan and evaluation tools, and then carry out independent appraisals and verifications of the effectiveness of policies, procedures and standards, and (country) law, by which financial resources are managed. S/he will review and evaluate the effectiveness and efficiency of operations, reliability of financial reporting, compliance with applicable laws, and the safeguarding of assets.
- Responsible for advising and monitoring quality standards of operations and value for money.
- Follow up on recommendations from the internal and external auditors to ensure the recommendations have been implemented and adhered to
Qualification
- Bachelor’s Degree in Accounting or Business Management or a related area.
- Professional certification (e.g. Certified Compliance & Ethics Professional (CCEP)) is a plus
- Experience in international development programs is preferred.
- Excellent planning, management, and organizational skills. Proven leadership and interpersonal skills.
- Professional proficiency in English required
- Proven experience as a Compliance Officer
- Experience in risk management
- Knowledge of legal requirements and controls (e.g. Anti-Money Laundering, or AML)
- Familiarity with industry practices and professional standards
- Excellent communication skills
- Integrity and professional ethics
- Attention to detail
