Role Purpose

  • Plan International Inc (PII) relies upon the contributions of a variety of stakeholders to help achieve its mission, ambition, and strategy. PII’s volunteers play a crucial role in day-to-day operations of PII’s work.
  • The new strategy of ‘All Girls Standing Strong’ suggests that this will continue to increase in the future with greater requirements for onboarding, management and offboarding of our volunteers providing access to technology and organisational systems as it looks to become more digitally connected and data driven.
  • Working with key stakeholders, the role will be responsible for developing and implementing a global Non-Employee Management (NEM)/ Volunteer framework i.e. policies, procedures, tools, measures, and organisation design, towards an effective end-to-end non-employment practice and engagement).
  • A Volunteer Management system is required to support organisational efforts to improve digital data collection.
  • The role will partner with the IT team in implement the system, which will enable the overall effective NEM practice.
  • The framework along with the NEM system will help efficiency of PII’s Sponsorship and Monitoring & Evaluation processes as well as strengthening evidence and accountability of Plan International’s work.

Accountabilities

  • Lead, develop and implement a global NEM framework and strategy i.e. policies, procedures, tools, measures help ensure consistency and clarity in onboarding, management and off-boarding of volunteers and how and when they are most suited to supporting the organisation
  • Define and implement an organisation design i.e. structure, roles, positions and leadership of management, IT and People and Culture function, across the Global Hub, Regional Hub and Country Offices.
  • Ensure roles and responsibilities of PII staff who have accountabilities for parts of the NEM practice are built into relevant job descriptions to align with accountability framework for NEM practice (e.g. providing access to systems, onboarding, off boarding, management and support)
  • Develop a project plan and ensure the roll out of the framework across all COs engaging with volunteers for PIIs work
  • Work with People & Culture teams to identify any local regulations or legal requirements that need to be considered in the design and implementation of the organisational design and the non employee management system.
  • Work with the IT team to ensure that an NEM system is in place for NEM data management and reporting.
  • Work with IT to develop a system design and implementation that can be used across all our country offices, taking into account any local variations or requirements.
  • Collaborate with IT, Legal, P&C and Global Assurance to ensure the system integrates with existing processes and systems.
  • Design a change management approach to support the successful deployment of the NEM practice
  • Collaborate with Internal Communications to develop and implement a communication plan to inform stakeholders of the new system and benefits.Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key Relationships:

  • IT Project team to support implementation of identified technological solution.
  • IT, Legal, People & Culture, Global Assurance, and Governance & Risk to ensure that the project and implications are fully understood and additional change activities are appropriately owned and implemented.
  • Regional, Global Hub & Country Office Representatives to understand current process and local legislation.
  • Partnership with senior management to support development of an assurance framework. Programs & Operations and Communication teams to support development and implementation of strategy
  • Technical Expertise, Skills and Knowledge

Essential:

  • Experience of establishing large scale people management practice (specifically non-employees and/or volunteer engagement and management) with project management and change management experience in a global organisation
  • Knowledge of relevant laws and regulations governing non-employee management
  • Strong portfolio and project management skills.
  • Strategy planning and M&E/measurement and reporting skills.
  • Fundamental understanding and experience of working in operational aspects of large, geographically dispersed, complex organisation and ability to plan and prioritise work within the context.
  • Experience demonstrating consultative, facilitation, strong influencing, collaboration and decision-making skills across various stakeholder teams to ensure alignment and drive progress toward a common business objectives.
  • Ability to work independently and in teams with high level of attention to detail with an accurate, thorough and reliable approach, ability to plan and prioritise varied workload within tight deadlines but stay flexible. Must be able to demonstrate ability to meet strict deadlines & maintain high standards of work
  • Understanding of change and design methodologies (desirable)
  • Experience in programme innovations and use of technology-enabled solutions (desirable)
