BACKGROUND:

The Lake Chad crisis is one of the most severe humanitarian crisis in the world that involves Lake Chad Basin countries i.e. Chad, Cameroon, Niger and Nigeria. The conflict has left 8.7 million people in Borno, Adamawa and Yobe (BAY) states in North-East Nigeria in needs of humanitarian assistance.

The Dutch Relief Alliance (DRA) is a body of 14 Netherlands based INGOs that provide technical and financial oversight to 8 joint responses in 8 different countries including Nigeria. DRA responds to humanitarian crises across the globe through joint responses designed and delivered by DRA member organizations and local partners. DRA introduced Collaboration, Accountability, Localization and Innovation and Learning as key strategic programming areas in 2018 that cut across every joint response programming ever since. These key strategic areas help joint response member organizations to standardize humanitarian action and improve timeliness, effectiveness, outreach and quality of the results in the best interest of crises affected population.

The Nigeria Joint Response (NJR) Consortium is implemented by five Dutch INGOs and seven local partners who work together to provide life-saving humanitarian assistance to the affected population in Borno state in North-East Nigeria. NJR partners are striving to provide integrated humanitarian assistance in FSL, WASH, Protection, Health and Multi-Purpose Cash to affected population in Mafa, Biu, Monguno and Gwoza LGAs. NJR is currently in the seventh year of implementation and plans to reach more than 80.000 people in 2021.

Save the Children International as the lead of the NJR Consortium is looking for the services of a consultant to develop visibility materials for the consortium and train NJR partners in the development of those materials.

2. SCOPE OF WORK:

Save the Children International requires the services of a communication specialist to work with the NJR partner organizations in producing success stories and pictures with captions that showcase the impact of the NJR consortium.

Under the supervision of the NJR field coordinator and the SCI communications manager, the consultant will visit the project sites and capture visibility material in the form of success stories and pictures focusing on the impact of NJR interventions. The consultant will work closely with the NJR partners to develop the products in line with Save the Children International and DRA guidelines. All the material will be produced in English language.

One of the strategic pillars of the DRA is the collaborative impact which is defined as ‘*the benefit to the people affected by crises that arise from the collaboration between DRA partners*’. The success stories and the pictures should capture the positive change in the lives of the beneficiaries that have come about due to the collaborative efforts of the NJR partners. The products should be creative, sharp, positive and proving the DRA’s contribution in mitigating the impact of the crisis on the lives of the affected population in North-East Nigeria.

The success stories and photographs with captions will be shared digitally by NJR partners through their website, YouTube, Facebook, Twitter, LinkedIn and other platforms to increase the visibility of the Dutch contribution to emergency relief towards the Dutch public, Parliament and opinion-makers. Furthermore, the produced communication materials will be used in communication and advocacy towards diverse audiences such as (local) authorities, donors and the humanitarian community.

Furthermore, the consultant is asked to provide training to NJR partner staff on writing success stories and taking good photographs. This training will allow NJR partners, in particular local partners, to enhance their communication skills in line with the localization agenda.

3. DELIVERABLES:

The consultant will be asked to produce the following deliverables:

· Success stories: 4 stories with a maximum length of 3 pages each. The stories should be human interest stories capturing the stories of people affected by the crisis and the impact that the NJR programme has had on their lives.

· Impact photos: A minimum of 100 high-quality photos that can be reproduced in print, multi-media and online formats capturing the activities implemented by the NJR partners and the impact they have on the beneficiaries.

· Photograph captions: Write a short caption for each photograph that narrates the story behind the photograph. The caption should include details such as the location taken, the name of the person (for portraits) and the activity that is undertaken / that the beneficiary is benefiting from.

· With additional write up from the implementing partners, develop a photo bulletin to depict the various activities of the NJR consortium.

· Detailed training outline including hand-outs and PowerPoint presentations for the training.

· Training report including an evaluation of the training by the participants and recommendations for follow-up after the training.

Rights to Copyright

The produced materials shall be the property of DRA. Materials collected during the assignment cannot be used by any other parties other than DRA partners. The consultant irrevocably and unconditionally waives any rights that may exist in any of the works or materials. The DRA will make all reasonable endeavours to ensure that the consultant is credited in all appropriate uses of the materials, provided that the DRA shall not be in breach of contract if credit(s) is accidentally omitted.

4. QUALIFICATIONS:

The consultant should have the following qualifications:

· A minimum of 5 years work experience in the field of communications

· Excellent writing skills, preferably with specialization in human interest stories

· Excellent photography skills with an eye for detail and creativity

· Prior experience of working on similar assignments with UN agencies, national and international humanitarian agencies. Priority would be given to those who have prior experience of working in Borno.

· Fluency in written and oral English

Essential Criteria

Agrees to comply with Save the Children standard policies and procedures as stated in the RFQ or Invitation to Tender (ITT) document

Successfully completed at least Bachelors or preferably a Master’s degree in a media sciences, communication or other relevant areas in film making, video/photography documentation from a recognized and well-reputed university.

Provides a CV and cover letter, explaining relevant experience and relevant proofs of previous work

Provides brief description and evidence (attached copies) of up to 2 related consultancy services provided to other actors (either INGOs, International Organisations or donors), including the year of service and an official email address to contact as a reference

Capability Criteria (technical)

Max. 60

Evidence of a minimum of five years’ experience in designing and delivering communication and visibility assignments, training to national NGOs and documenting humanitarian interventions internationally. – 15 points

Evidence of experience working in development and/or humanitarian settings – 5 points

Evidence shows strong experience in designing and delivery of photography, collecting visibility material and communication training packages. – 5 points

Evidence proves strong command of the English language, both written and verbal with strong copywriting and documentation skills – 5 points

Evidence of working experience in Nigeria or in similar contexts – 5 points

Provided brief description (200 words or less) of steps the consultant will take to ensure the quality of the services you would provide is of consistently high standards – [5 marks for providing a highly satisfactory response, 3 marks for a satisfactory response, and zero marks for not providing one or providing an unsatisfactory response] – 5 points

During the interview, the consultant demonstrates in-depth knowledge of similar experience in the past in the background of protracted crises in a conflict setting across the world. – 15 points

Relevant academic qualification in the disciplines of photography or communications will be considered an added advantage in the favor of the applicant.

The consultant must be prepared to travel in-country to remote locations. In-country travel arrangements and logistics will be organized by Save the Children and NJR partners.

1. BUDGET AND PAYMENT SCHEDULE:

The consultant will be paid in two instalments with the following terms and conditions:

  1. 30% upon signature of contract and submission and acceptance of inception report
  2. 70% upon submission and approval of the final report

The consultant will be paid the fixed fee as per the signed contract after deduction of all taxes applied by Nigerian Law. Save the Children Nigeria will cover field travel and accommodation in Maiduguri during assignment days. Any other costs will be covered by the consultant.

The Expression of Interest (EoI) should include:

1) A technical proposal that responds to the asks of this ToR including a proposed methodology and a timeline.

2) A financial bid with a clearly defined breakdown of the consultant’s daily fee and other associated costs.

3) CV outlining relevant previous experience.

4) A sample of similar previous work; the sample provided should include success stories or case studies and photograph assignments.

5) Two references, to be attached as an annexe to the technical proposal.
