CHILD SAFEGUARDING:

1. Background

The Lake Chad crisis is one of the most severe humanitarian crisis in the world that involves Lake Chad Basin countries i.e. Chad, Cameroon, Niger and Nigeria. The conflict has left 8.7 million people in Borno, Adamawa and Yobe (BAY) states in North-East Nigeria in needs of humanitarian assistance.

The Dutch Relief Alliance (DRA) is a body of 14 Netherlands based INGOs that provide technical and financial oversight to 8 joint responses in 8 different countries including Nigeria. DRA responds to humanitarian crises across the globe through joint responses designed and delivered by DRA member organizations and local partners. DRA introduced Collaboration, Accountability, Localization and Innovation and Learning as key strategic programming areas in 2018 that cut across every joint response programming ever since. These key strategic areas help joint response member organizations to standardize humanitarian action and improve timeliness, effectiveness, outreach and quality of the results in the best interest of crises affected population.

The Nigeria Joint Response (NJR) Consortium is implemented by five Dutch INGOs and seven local partners who work together to provide life-saving humanitarian assistance to the affected population in Borno state in North-East Nigeria. NJR partners are striving to provide integrated humanitarian assistance in FSL, WASH, Protection, Health and Multi-Purpose Cash to affected population in Mafa, Biu, Monguno and Gwoza LGAs. NJR is currently in the seventh year of implementation and plans to reach more than 80.000 people in 2021.

The DRA has demonstrated its commitment to strengthening the capacity of its local partners thereby contributing to the Grand bargain localization commitment for sustainable delivery of humanitarian services through L/NNGOs. In this light, Save the Children as the lead of the NJR consortium is looking to hire the services of a fundraising expert to strengthen the capacity of seven local partners on institutional and non-institutional fundraising mechanisms through a mentorship approach.

2. Scope of work

The objective of the mentorship is to strengthen organizational policies, systems and staff capacity and develop fundraising strategies that will allow the seven local partners to successfully raise institutional funding going forward.

In order to achieve this objective, the consultant will travel to Nigeria and spend the specified time period of 10 weeks in Maiduguri while working directly with 7 local partners of NJR. The incumbent will carry out an organizational capacity assessment for each local partner, assessing their current fundraising strategy, policies and procedures, HR structure and staff capacity and identify areas for improvement.

The consultant will organize briefings of partner organizations’ senior management to inform them about the outcomes of the assessment and present the capacity strengthening plan for the organization.

The consultant will then support the local partners with the development and/or improvement of their institutional framework and strengthen their staff capacity based on the identified areas of improvement.

The mentorship programme should be set up in such a way that it puts the local partners in the lead and ensures full ownership by the local partners. Furthermore, the mentorship programme will be designed and delivered in close consultation with the NJR Field Manager.

The mentorship should contribute to achieving the following outcomes:

· Future funds are raised in an ethical manner for activities consistent with the organization’s mission.

· The senior management and staff of the organization are knowledgeable about the fundraising strategy, policies and procedures and the roles in the organization.

· Partner organizations have dedicated program development functions that are regulated by adequate policy framework.

· Fundraising staff have the capacity to engage institutional donors and write successful project proposals.

· There is good coordination between programme development functions and support functions such as finance and logistics to ensure good quality project proposals.

3. Deliverables and Timeframe

The time frame for this assignment is 10 consecutive calendar weeks in the months of August to October 2021.

· The assignment shall start the latest by the 3rd week of August 2021. A first meeting shall be held with the NJR field manager before the assignment starts in order to review the ToR and agree on a tentative work plan.

· The consultant will write one capacity assessment report per local partner including recommendations for organizational capacity strengthening.

· The consultant will develop an organizational capacity strengthening plan with detailed activities and a timeline. The plan must be developed in consultation with the respective local partner and the NJR field manager and should contain the following aspects: fundraising strategy, policies and procedures, HR structure and staff capacity.

· The consultant will have bi-weekly meetings with the NJR field manager to reflect on progress on the mentoring work done so far.

· The final report should be delivered no later than 29 October 2021. The final report will include the following sections:

4. Professional Skills and Qualifications

Interested candidates are required to provide CVs detailing their experience with a similar type of assignments completed in the past.

4.1 Technical expertise

The consultant should demonstrate the following areas of technical expertise in his/her Expression of Interest:

• A minimum of seven years of experience in institutional fundraising including the design and implementation of fundraising strategies, policies, and procedures.

• Experience in designing and implementing organizational capacity assessment with national and international humanitarian organizations.

• Experience with organizational capacity development, preferably experience with the capacity strengthening of local NGOs.

• Language Proficiency: Proficiency in English and the ability to produce good quality written documents in English is a mandatory requirement of this assignment.

Essential Criteria – Yes/No – A ‘no’ in either of these boxes will result in immediate disqualification.

Agrees to comply with Save the Children standard policies and procedures as stated in the RFQ or Invitation to Tender (ITT) document

Successfully completed a Bachelors or preferably a Masters degree in a relevant area in social sciences, development studies or in specific technical areas such as education, public health, nutrition, food security from an internationally recognized and reputable university.

Provides a CV and cover letter, explaining relevant experience and relevant reports of previous work

Provides brief description and evidence (attached copies) of up to 2 relevant consultancy services provided to other actors (either INGOs, International Organisations or donors), including the year of service and an official email address to contact as a reference

Capability Criteria (technical) – Max. 60

Evidence of a minimum of three years experiences designing and carrying out a high-quality strategy and institutional strengthening and development in complex humanitarian settings.

· Have demonstrated significant experience of working with national humanitarian actors in different parts of the world. – 15 points

Evidence shows strong partnership and organizational development, capacity enhancement experience – 5 points

Evidence of knowledge and experience with a range of donors’ knowledge, institutional funding tools and platform, profound understanding of GRAND BARGAIN workstreams and associated work actions. Evidence of working for the promotion and projection of localization agenda nationally and internationally. – 10 points

Evidence proves strong command of the English language, both written and verbal with strong report writing and documentation skills – 5 points

Evidence of working experience in Nigeria or similar contexts – 5 points

Provided brief description (200 words or less) of steps the consultant will take to ensure the quality of the services you would provide is of consistently high standards – [5 marks for providing a highly satisfactory response, 3 marks for a satisfactory response, and zero marks for not providing one or providing an unsatisfactory response] – 5 points

During the interview, the consultant demonstrates in-depth knowledge of assessments, studies and evaluations, in terms of their design and implementation, which will be assessed and scored by a panel of experts – 10 points

4.2 Desired expertise and experience

Regional experience: it is particularly desirable that the potential consultant has prior experience of working in West Africa, ideally in Nigeria.

An in-depth understanding and knowledge of Grand Bargain Localisation commitments would be considered an advantage.

4.3 Child Safeguarding and PSEA

Safeguarding considerations: Ensuring the whole evaluation process adheres to best practice for research with children including the implementation of child safeguarding policy and procedures to ensure the safety of participants.

4.5 Code of conduct

Save the Children’s work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children’s Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide by the Save the Children’s Code of Conduct.

5.1 Expression of interest

The Expression of Interest (EoI) should include:

1) A technical proposal that responds to the asks of this ToR; The technical proposal should contain a clear outline of the methodology and proposed tools for the assessment and the capacity strengthening effort, a tentative work plan with clearly defined milestones to achieve within the given timeline of the assignment and a financial proposal (see paragraph 6.2 below).

3) Two references, to be attached as an annexe to the technical proposal.

Please note that incomplete EoI will not be assessed.

5.2 Financial Proposal

A financial bid must be prepared and submitted with a clearly defined breakdown of the consultant’s daily fee and other associated costs. Please read carefully section 6 (Payment Schedule) of the ToRs while developing and finalizing the financial proposal. Please be aware that, along with the quality of the technical proposal and of the sample of previous work submitted, the amount of the financial proposal will also be a criterion for assessing the EoI received.

6. Payment Schedule

The consultant will be paid in two instalments with the following terms and conditions:

  1. 30% upon signature of contract and submission and acceptance of inception report
  2. 70% upon submission and approval of the final report

The consultant will be paid the fixed fee as per the signed contract after deduction of all taxes applied by Nigerian Law. Any other costs will be covered by the consultant.
