TERMS OF REFERENCE.
1. Background
INTERSOS is an independent, humanitarian organization supporting humanitarian operations in Borno state since 2016 including at Magumeri LGA. The organization received the NHF funding for Nutrition activities which includes provision of life saving Nutrition services with the support of the Borno Nutrition sector. The intervention commenced in 7th August 2025 and will be coming to an end in on 6th Feb, 2026.
Through the funding, INTERSOS is supporting Nutrition Services, including 01Stabilisation center in State specialist Maiduguri and 01 Stabilization center in General Hospital Magumeri.
INTERSOS shall use the services of the consultant to manage and treat protracted, non-respondent cases of U5 Children with malnutrition admitted into the stabilization center in Magumeri and Maiduguri.
2. Overall objective/Purpose
Paediatric Consultant will on a consultancy basis, conduct regular visit to Magumeri SC and Maiduguri SC, and provide expert guidance on protracted/ non respondent complicated Under 5, SAM cases.
3. Specific Objectives
- Provide inpatient pediatric care according to IMAM Guidelines, respecting INTERSOS IPC standards.
- Provide on-site clinical training to health care workers according to national guidelines in close collaboration with the SC Supervisor.
- Work with SC supervisors to oversee the status and population health of their assigned patient caseload. The pediatric consultant uses a registry to track all assigned patients and prioritize patients for case review and treatment adjustment.
- Recommend any treatment adjustments through the case review process or in ad hoc consultations, including medication recommendations and other interventions, within 24 hours of consulting with a or other team members.
- Advise on treatment for patients who may need more intensive or more specialized pediatric health care, supporting treatment in the medical setting until patients can be engaged in specialized care as appropriate.
- Clearly communicate the limitations of the case review consultation and treatment recommendations if the patient is not evaluated in person.
- Be available to provide occasional ad hoc telephone consultation to primary care providers for very complex patients or challenging patient situations. Responding to questions compiled by the stabilization centre supervisors via mail, telephone or video conferencing
- Visit each Stabilization centres at least once a week.
- If possible, maintain professional cell phone and email accounts for contact during usual business hours. Check professional accounts daily and respond to email questions/consultations within two business days, sooner if urgent.
- Fill log booklet as shared by INTERSOS which will be submitted Monthly to the organization.
- Conduct weekly meeting with Field staff on Paediatric cases in the program and provide technical support on Management of such cases.
4. Expected Outputs/Deliveribles
- A progressive increase in Knowledge of staff in the Nutrition program.
- A reduction in the death rate according to sphere standards.
- Final consultancy report: A draft of the report must be presented 1 week before the end of the consultant mission. The report must be provided in 3 hard copies as well as a soft copy sent by email to the Medical Coordinator, Project manager, Nutrition Activity Manager, MEAL manager and Officer on the date formally agreed. The Medical Coordinator, Deputy Medical Coordinator and Nutrition Activity Manager can request corrections or modifications within 8 weeks after the report is released and the consultant must ensure that s/he is available if necessary.
- Must possess a degree in Medicine (MBBS or equivalent) – 10points
- Post graduate qualification in Pediatrics (essential) – 10points
- Must possess a certificate from West Africa College of Physician (WACP) or from National Postgraduate Medical College of Nigeria(essential). – 10points
- Willingness to travel to stabilization Centre at General Hospital Magumeri LGA and State Specialist Maiduguri (MMC). –20points
- Experience working within Maiduguri is desired – 10points
- Experience in supporting similar role within the State Specialist Hospital Maiduguri is desirable – 40points
6. Personal requirements
- Coaching and mentoring ability with good communication skills
- Strong interpersonal skills and ability to work with people of different backgrounds
- Proficiency in the use of computers and applications such as presentation software and video conferencing to quickly synthesize medical and psychiatric data and formulate effective and evidence based clinical recommendations.
7. Time Frame of Consultancy:
The consultancy will commence from 1st September 2025 to 31st January, 2025(5Months).
Successful candidate should be willing to work at INTERSOS supported sites, on minimum of 5-10 Hours per week/location (20 –40 hrs per month) weekdays, 8am- 5pm. Successful candidate should also be willing to support clinical review remotely based on need (Flexibility).
8. Compensation:
The Consultants (1 person) shall be paid in accordance with the agreed standard rates per month. The Consultant is expected to provide a valid bank account.
9. Conditions of work:
For Magumeri Stabilization Center: Transport to and from the venue location will be handled by the INTERSOS. The consultant will be required to abide by the INTERSOS security and administrative procedures and rules in place for INTERSOS staff. INTERSOS will not provide accommodation or feeding during consultancy support at Magumeri LGA.
For Maiduguri Stabilization Center: Transport to and from the venue location will be handled by the consultant. The consultant will be required to abide by the INTERSOS security and administrative procedures and rules in place for INTERSOS staff. INTERSOS will not provide accommodation or feeding during consultancy support at State specialist Hospital Maiduguri LGA.
10. Manner of Payment:
The compensation payable hereunder will be paid by bank transfer by INTEROS Maiduguri office. Payment will be made at the name of the consultant.
