1. Background
Justice Development and Peace Commission (JDPC) Yola seeks to strengthen the governance and leadership structure of its Board by enhancing diversity, gender balance, and role clarity. To this end, a consultant will be engaged to develop a strategic recruitment framework that ensures inclusivity, meritbased selection, and well-defined responsibilities for each Board member.

2. Objective of the Consultancy
To design and deliver a comprehensive Board Recruitment Strategy that promotes gender equality, diversity (including age, experience, and professional background), and accountability through clear selection criteria and defined roles and responsibilities.
3. Scope of Work
The consultant will:
- Conduct a situational analysis of the current Board composition and governance needs.
- Review and update existing relevant governance policies, gender inclusion frameworks, Board constitution and best practices.
- Develop a Board Recruitment Strategy, including:
- Clear selection criteria aligned with the organization’s strategic direction and values.
- Defined roles and responsibilities for each Board member
- Develop mechanisms to promote gender balance and diversity
- Propose shortlisting and interview tools to ensure transparency and merit-based selection.
- Present the strategy to senior management and key stakeholders for validation.
4. Deliverables
The consultant is expected to deliver:
- Inception report outlining methodology and timelines.
- Draft Recruitment Strategy document including:
- Selection framework and criteria o Role descriptions
- Diversity and gender inclusion guidelines
- Final Recruitment Strategy incorporating feedback from stakeholders.
- Brief presentation or orientation session to management or Board selection committee.
5. Duration and Timeline
The assignment is expected to take 10 working days, starting from the date of contract signing. A detailed timeline will be agreed upon during the inception phase.
6. Qualifications and Experience The ideal consultant will have:
- Advanced degree in Human Resources, Governance, Public Administration, or related field.
- Proven experience (minimum 5 years) in governance strengthening, Board recruitment, or organizational development.
- Strong knowledge of gender mainstreaming and diversity inclusion strategies.
- Excellent facilitation, writing, and strategic planning skills.
7. Reporting and Supervision
The consultant will report to the Executive Director or a designated focal person of and work in close coordination with the HR and Admin team.
8. Payment Terms
Payments will be made in tranches upon the satisfactory delivery of agreed milestones:
- 20% on submission of inception report
- 40% on submission of draft strategy
- 40% on approval of final strategy and delivery of final presentation
