Terms of Reference (ToR) Engagement of an External Consultant for Financial Software Setup, Data Migration, and Systems Integration At IJDPN Yola

Organisation: Initiative for Justice Development and Peace-Building in Nigeria (IJDPN)   Location: Yola, Adamawa State, Nigeria
Duration: 30 Days Expected Start Date: 1st August 2025 
Reporting To: IJDPN Yola Executive Director 

1. Background 

IJDPN Yola is a faith-based, non-profit organisation committed to promoting social justice, peacebuilding, and sustainable development. As part of its institutional strengthening efforts, IJDPN Yola seeks to implement a robust financial management system that enhances transparency, accountability, and operational efficiency. This includes the setup of new financial software, migration of legacy financial data, and integration with existing organizational systems. 

2. Objective of the Assignment 

To engage a qualified external consultant to: 

  • Set up and configure financial management software tailored to IJDPN Yola’s needs. 
  • Migrate historical financial data from existing systems or manual records. 
  • Integrate the new system with other relevant platforms. 
  • Train staff and ensure a smooth transition with minimal disruption to operations. 

3.  Scope of Work  

The consultant will be responsible for the following tasks: 

A. Software Setup & Configuration 

  • Assess IJDPN Yola’s financial management needs and recommend suitable software. 
  • Install and configure the software, including a chart of accounts, cost centres, donor/project tracking, and reporting templates. 
  • Customize user roles and access levels. 

B. Data Migration 

  • Review and clean existing financial data. 
  • Migrate historical data (minimum of 3–5 years) into the new system. 
  • Validate data accuracy and completeness post-migration. 

C. Systems Integration 

  • Integrate the financial software with existing systems  
  • Ensure compatibility and data flow between systems. 

D. Training & Support 

  • Conduct hands-on training sessions for finance and program staff. 
  • Provide user manuals and documentation. 
  • Offer post-implementation support for a defined period. 

4. Deliverables 

  • Inception Report with implementation plan and timeline  
  • Fully configured financial software system 
  • Migrated and validated financial data 
  • Integrated systems with documented workflows 
  • Training sessions and materials 
  • Final Report with recommendations and lessons learned 

5. Timeline  

The assignment will be agreed upon during the inception report meeting 

6.  Consultant Qualifications 

  • Proven experience in financial software implementation and data migration 
  • Strong knowledge of accounting principles in nonprofit financial organization 
  • Familiarity with integration of financial systems with other platforms 
  • Excellent communication and training skills 
  • Experience working with NGOs or faith-based organizations is an asset 

7. Payment Schedule   

Payments will be made upon satisfactory completion of deliverables as follows:  

  • 20% upon submission and approval of Inception Report  
  • 40% upon submission of all draft documents  
  • 40% upon submission and approval of final documents and consultancy report  

8. Reporting and Supervision   

The consultant will report directly to the Executive Director or designated focal person. Regular progress check-ins will be held to ensure alignment with deliverables and timelines.
