Job Title: Technical Officer (SP4FP / MNCH)

Location: Lagos

About the Project

  • The project involves the provision of technical assistance to the states for the strengthening of the strategic purchasing function of their health insurance schemes, with emphasis on integrated primary health care services including Family Planning (FP) and Maternal, Newborn and Child, Health (MNCH) services.
  • Through the project, HSCL provides technical support to the Lagos State Health Management Agency (LASHMA), Health Facility Monitoring and Accreditation Agency (HEFAMAA), Reproductive Health / Family Planning (RH / FP) Unit and other relevant stakeholders within the Lagos State Ministry of Health (LSMOH) for the development and implementation of a workplan towards achieving the project’s goal.

Responsibilities
The Technical Officer will be responsible for the following tasks:

  • Provide technical and management support in developing and implementing strategies to meet project objectives and deliverables
  • Provide support to state actors for the operationalization of state health insurance schemes
  • Provide support in strengthening health system performance, including financial protection and resource mobilization
  • Effectively allocate and deploy resources, including people, activities, and investment Identify potential risks and propose mitigation strategies to project leadership
  • Participate in the conduct of operations research on the project, Support the management of budgets and cost estimates according to plans
  • Actively support the teams by participating in supervision missions, providing analytical support, and spending time in the field to understand the real challenges facing implementers and beneficiaries
  • Support the development of tools and support the implementation of a capacity needs assessment of relevant staff of the supported agencies Support the development of progress summaries and technical reports, technical assistance plans, policy briefs
  • Any other tasks that the State Team Lead and project leadership may assign.

Requirements

  • A Master’s Degree in Public Health, Health Economics, Biostatistics, Social Sciences, Health Services research, Health Policy and Management or any related field.
  • Minimum of 3 years’ experience working on complex donor-funded health projects.
  • Working knowledge of the Nigerian Health System and awareness of the context in Lagos State.
  • Strong analytical, writing and communication skills
  • Strong knowledge of and experience with various reporting tools, and data platforms (DHIS2).
  • Experience with evaluation and research design, data collection and analysis and report writing.
  • Proven experience in stakeholder management, including engaging in technical and policy discussions with Government representatives and development partners.
  • Proficiency in Microsoft Office Suite and one or more statistical software: SPSS, Stata, SAS or R.
  • Demonstrate openness to change and an ability to manage complexities in a fast-paced environment.
  • Strong stakeholder ability.
