Position: SUPPLY CHAIN/LOGISTIC MANAGER

Qualification: BA/BSc/HND
Experience: Working in Humanitarian context with minimum of 3 years working experience in Supply Chain/Logistic Sector.
Certification in Chartered Institute of Procurement and Supply (CIPS), Desirable. Minimum of 3 years’ extensive experience in procurement and/logistics capacity management and coordination, preferably in Humanitarian setting.

Objective of the Position:
The Supply Chain Manager will be in charge of carrying out supply chain management of all procurement activities whilst ensuring full compliance with FRAD/Donor requirements in terms of procurement for the whole mission. He/she supports the Logistics Coordinator in Logistics Supply Chain management, reviewing and preparing all documentation during the procurement process, supplier framework agreements and contracts negotiations.
Functions / Day to day activities:
The day-to-day activity of the Procurement Manager for FRAD Foundation are as follows:
- Identify, track and propose possible optimizations for strategic sourcing
- Ensure and develop strategic supplier relationships, ensuring supplier performance.
- Constantly monitoring purchasing trends (changes in the business line, purchasing tools, etc.),
- Develop and monitor purchasing performance indicators
- Regularly canvass the market to enrich the supplier portfolio (via other NGOs, field visit, internet search, etc.)
- Provide adequate training to all newcomers on all the procurement processes (Both Programs and Operation team).
- Provides advice and support to senior management on humanitarian logistics issues, and collaborate with staff on budgets, technical aspects of the programme, and implementation mechanisms as require
Requirement:
- Good communication skills and ability to conduct training and awareness.
- Understanding of gender, protection and human rights.
- Knowledge of the local languages spoken in the operation area is an asset.
- Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
- Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
- Ability to work well under pressure and in adverse conditions.
- Proficiency in common computer packages and financial software (Excel, and MS Word)
- Good command of written and spoken English, Kanuri and/or Hausa Language
The performance of Supply Chain/logistic Manager will be measured using the following:
- Define the procurement strategies of the mission under the supervision of the Head of Program
- Drive and implementing sourcing strategies with employees and FRAD departments
- Provide advice to other departments on their purchasing activities
- Represent the FRAD mission externally for procurement issues and develop its network for exchange of information and best practices.
- Develop a responsible purchasing approach, in particular by identifying environmental criteria in our selection processes.
- Assist applicants in the preparation of their specifications and/or technical specifications
- Dissemination of consultations and Calls for Tender
- Receipt and analysis of tenders
- Negotiation with suppliers
- Selection of suppliers corresponding to FRAD needs, in terms of cost, quality, deadlines and services
- Drafting of contracts and framework agreements and their amendment
- Ensure the facilitation and production of the mission’s Project Procurement Planning (PPP).
- Perform market analysis and supplier sourcing of identified strategic markets.
- Publish annually CFIs (Calls for Expressions of Interest) for targeted Suppler
- Conduct audits and supplier monitoring visits to capitalize and monitor our portfolios.
- Coordinate with all FRAD departments, supplier FRAD pre-qualifications
- Monitoring and development of FRAD logistics department partnerships.
- Analyze the appetite and purchasing maturity of its contacts, adjust and structure its modes and levels of involvement (lead/support & advice/co-lead)
Train logistics and program teams on their procurement activities
