POSITION SUMMARY

  • ICAP at Columbia University is an international non-governmental organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
  • Working under the guidance and direction of the Country Director, the Special Projects Lead will oversee the implementation of various projects including the Global Fund DSD strategic initiative, the GF COVID-19 response mechanism, CQUIN and IRIS projects among others.
  • S/he will also be responsible for strategic planning, liaising with partners and stakeholders, and representing ICAP in technical working groups and other fora with Nigeria Government representatives, donors and other key stakeholders.

MAJOR ACCOUNTABILITIES

  • Liaise with the Country Director to ensure effective implementation and coordination of activities across all special projects and monitor progress toward the achievement of the goals and objectives as outlined across all projects.
  • Assist the Country Director in oversight of all activities, outputs, and outcomes related to special projects management and administration, including reporting, financial transactions, execution of project plans, and project performance monitoring and evaluation.
  • Provide technical oversight and coordination to the ICAP team on the IRIS project, to ensure the effective implementation of the Quality Improvement, and Strategic Information (data visualization) components of the project
  • Coordinate programmatic, and technical oversight of the team on the Global Fund-led Covid-19 Response Mechanism project while also leading high-level advocacy to critical stakeholders at the national level
  • Oversee ICAP’s technical assistance on the Global Fund DSD (Differentiated Service Delivery) project in partnership with the Federal Ministry of Health (NASCP) to ensure efficient DSD policies and cross-learning at the sub-national level by different states in the country
  • Provide technical coordination to the CQUIN project in a wide range of domains on DSD and also lead in the engagement of policymakers and program managers at the national level on the need for DSD service delivery adaptations for improved HIV testing and treatment cascade
  • Manage the development, review, and finalization of quarterly and annual project work plans, monitor progress toward targets, and address bottlenecks in meeting project milestones.
  • Oversees the development of training materials, job aids, tools, and SOPs, produced by the ICAP team
  • Coordinate the design and implementation of assessments, program reviews, and evaluation activities, and contribute to the development of research protocols and IRB applications, in collaboration with ICAP New York.
  • Assume accountability and responsibility for the sound execution of ICAP Nigeria portfolio, focusing on technical assistance to the Ministry of Health, NASCP, and NCDC and at the subnational level with state ministries of health, implementing partners, and other stakeholders
  • With guidance of the Country Director represent the project team in meetings and interactions with the Government of Nigeria, donor agencies, and other stakeholders.
  • Oversee capacity-building activities for technical staff to transfer skills, knowledge, and technology to country stakeholders at the individual, organizational, and national levels.
  • Actively participates in the development of annual continuation applications, grant proposals, presentations, publications, reports, and abstracts.
  • Supports the development and management of sub-agreements by drafting scopes of work and monitoring the progress of contract deliverables and expenses if applicable.
  • As a member of ICAP’s Senior Management Team, the Special Projects Lead participates in strategic decision-making for the general management of the organization.
  • Perform other related duties as directed.

EDUCATION

  • Bachelor’s degree in medicine PLUS relevant post-graduate qualification.
  • Advanced degree (Doctorate/Masters) degree in public health, infectious disease, or epidemiology is an added advantage.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

  • Minimum seven (7) years of experience in the management of large-scale international health or development projects, with proven capacity in managing and supervising a diverse team of technical and program staff.
  • 5-10 years experience with disease management programs or public health management in a resource-limited setting
  • Proven experience in establishing working relationships and collaborating with USG, the Global Fund other bilateral, and/or multilateral donor agencies, and with host-country governments.
  • Fluent English oral and written communication skills; ability to interact professionally in English and oversee the development of comprehensive program reports.
  • Excellent interpersonal and coordination skills.
  • Proficiency in written and spoken English.
  • Computer skills (MS Office and statistical packages).
  • Experience working in PEPFAR and Global Fund programs.
