Background

Justice, Development and Peace Commission (JDPC) is a non-governmental organization which has been engaged in developmental works in Borno, Yobe and Adamawa States for the past 50 years. JDPC also focuses on Agriculture, WaSH, Nutrition, MHPSS and other emergency programming, reaching out to all persons on the basis of need, regardless of creed, ethnicity or nationality.

Post Description:

The Senior Program Manager Protection of JDPC Maiduguri will oversee all MHPSS/protection programmatic activities, design and implement all protection component strategies. He/she will work closely with the MHPSS/Protection Advisor to foster a strong programing. He/she will ensure that JDPC undertakes her activities in line with Protection and MHPSS sectoral guidelines. He/she will support field program officers on various projects, coordinate sectoral engagements and build capacity of the entire JDPC Protection staff. He/she shall work with heads of departments, the senior management to closely ensure JDPC is strategically represented and fulfils her mandate in MHPSS/Protection matters. His/her work relates to daily coordination of staff and shall report to MHPSS/Protection Advisor.

Program Management

  • Support JDPC in Program design, implementation and management of all that it takes to successfully accomplish a program.
  • Oversee program startup and ongoing program management and administration of teams across various field locations.
  • Provide technical support in designing tools and materials, designing of training and workshop to all in accordance with the JDPC MHPSS/Protection model
  • Ensure Consistent program implementation in line with JDPC policies, values and relevant qualities. Such implementation should be in line with donor requirement and relevant to community of implementation.
  • Develop MHPSS/protection strategy, harmonize activity work plans, and manage all field activity implementation related to protection/GBV/Child protection by the partner
  • Undertake regular (possibly bi-weekly) field monitoring visits to assess progress and identify technical quality and/or other implementation issues, flag these to the Advisor, provide solutions and implement modifications as required.
  • Ensure that program implementation mainstreams protection in coordination with other sectors in line with best practices.
  • Ensure that best practices are upheld in participant selection, that targeting is in line with established vulnerability criteria.
  • Ensure program implementation is on time, target, and budget, using effective MEAL systems to reach desired impacts, and working with the MEAL unit to ensure on-point tracking of the program progress.

Team Management

  • The SPM is to ensure the development of the capacity of MHPSS/Protection staff. He/she is to deepen their understanding of the JDPC MHPSS/Protection model, their roles and duties in supporting vulnerable persons and assist in career development.
  • Promote a safe space for proper communication between staff and JDPC and between staff and the communities they serve while ensuring accountability to vulnerable persons.
  • Promote a healthy working environment where staff achieve their highest goals and strive to become better persons.
  • Provide staff care and organizational care in line with JDPC core values.
  • In collaboration with the Advisor, to identify training opportunities and technical needs of the department staff.
  • Assist team members and partner with information, tools, and resources to improve performance & reach objectives.

Finance And Compliance

  • He/she shall together with the finance department adhere strictly to budgetary regulations. Design cost plan, oversee proper spending and adequate documentation
  • He/she shall ensure there is strict adherence to JDPC financial policies and other donor requirements on the GFFO II project
  • Together with the Finance manager, He/she shall track financial transactions to adhere to program design and donor requirement of time, target and intent.

Other requirements.

  • Liaise with other implementing partners to ensure strict compliance in implementation of the designed program.
  • Support security and logistics for proper programing and adherence to JDPC policies.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Undertake quarterly program review meeting with other program implementing partners and ensure reports are written and submitted in time.
  • Where necessary, inform the management of any form of change required.

Accountability to affected persons.

The SPM shall adhere to JDPC zero tolerance to SEA and ensure it is entrenched as a culture of excellence. In line with JDPC HR manual and code of conduct, the SPM shall ensure that the participants are carried along in the design, management and implementation of all program activities. He/she shall ensure that PSEA training is routinely conducted to all staff, collaborators and anyone working with JDPC Maiduguri.

Requirements

  • A Master’s degree in Clinical Psychology, Psychology, Sociology, social works or any relevant field. Clinical psychology will be highly considered given the MHPSS/Protection approach.
  • Considerable working experience in the Humanitarian and developmental interventions. A minimum of 7 years requirement or more is high recommended
  • Vast experience working on multi-sectoral programs in the past with track records.
  • Experience with running assessments, monitoring and evaluation and other learning efforts required.
  • Experience representing the organization and its interests to a diverse range of local and international government officials, local civil society organizations, other international organizations, the media and the public.
  • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing.
  • Strong interpersonal, intercultural and communication skills. Strong capacity to write in good English. Fluency in spoken English, Hausa and any relevant language within the BAY states.
