Specific Duties & Responsibilities

  • Provide support to Finance and Sub Contract manager in preparation of annual budget for Sub recipients
  • Take the lead with program staff in assessment of New Sub Recipients to ensure that Sub recipients has the capacity to deliver on the job use the organisation’s assessment checklist.
  • Ensure that funds are made available to the Sub recipients in accordance with the annual budget and as requested by the Sub recipients i.e prepare cash advance request for Sub recipients.
  • Build the capacity of Sub recipients on the applicable USG rules and regulations
  • Facilitate external quality assurance review of Sub recipient’s financial documentation and ensure corrective actions are implemented.
  • Conduct financial and program monitoring review visit in collaboration with the organisation’s program staff to ensure Sub recipient’s compliance with program, budget, funders rules and regulations including the organisation’s policies.
  • Review Sub recipient’s monthly financial report and work with program staff to ensure the narrative (technical) report comply with the funding.
  • Work with Strategic Information Unit in preparation of monthly, quarterly scorecard as deem feet by management.
  • Acts as backup, takes on the duties and provides assistance to any other finance and sub contract team member depending on the volume and complexity of work on hand as requested by the Finance Associate Director
  • Any other duties consistent with the position as assigned by the Supervisor.

The subunit support program implementation in the sources and disbursement funds, financial reporting, and budgeting and controls among these core functions listed below:

  • Coordinate the process of developing COP budget and work plans
  • Manages the sourcing and efficient disbursement of funds from donors, managing bank accounts and overseeing money transfers between head-offices, state offices, field offices, third parties and program beneficiaries, processing cheques, reviewing payrolls and other payments.
  • Track all expenditure against budget and ensuring costs charged to an award are reasonable, allocable and allowable
  • Ensure timely recording of all accounting transactions in General Ledger
  • Bookkeeping and maintenance of accounting records that are at all times accurate, substantiated, up to date and sufficiently detailed
  • Responsible for preparation of all donor specific financial reports and management financial reports
  • Ensure the security, relevancy and applicability of Accounting software in use
  • Ensure all relevant Government Acts, Rules, and Regulations like provision of taxation, Filling of Annual returns, withholding tax, Personal Income Tax etc. are followed
  • Implement relevant accounting standards, audit standards and Generally Accepted Accounting Practice
  • Implement all Financial and Accounting Policy Manual, Human Resources and Administrative guidelines to the extent applicable to finance & accounting.
  • Implement all donors and country specific internal policy guidelines and coordinate financial reviews and audits.
  • Assisting and guiding the board by providing relevant financial information during budgeting, accounts to donors and other decision-making activities.

Qualifications & Experience

  • Bachelor’s Degree or equivalent in Business Administration, Accounting, Finance or in related field with membership and part certification in professional association i.e. ICAN, ACCA or recognized equivalent.
  • Minimum of five years in financial management, accounting, and administration.
  • Working experience with an international NGO working with USG funding is an added advantage.
  • Knowledge of CDC, USG/other donor rules, regulations, and procedures concerning subcontracts is an advantage
  • Ability to work independently with minimal supervision,
  • Good working knowledge of Word, Excel and Outlook required.
