Background
Justice, Development and Peace Commission (JDPC) is a non-governmental organization which has been engaged in developmental works in Borno, Yobe and Adamawa States for the past 50 years. JDPC also focuses on Agriculture, WaSH, Nutrition, MHPSS and other emergency programming, reaching out to all persons on the basis of need, regardless of creed, ethnicity or nationality.

Post Description:
The Safety and Security Officer will play a crucial role in ensuring the safety and security of JDPC Maiduguri’s staff, assets, operations and reputation. Reporting directly to the Program Lead, the officer will be responsible for developing and implementing comprehensive safety and security protocols tailored to the unique challenges faced in the high-risk operating environment.
Key Responsibilities:
Humanitarian Access:
- Work to ensure that JDPC, its mission, and work within the areas of operations is known and accepted by all relevant stakeholders.
- Oversee and advise on the implementation and review of tailored access and acceptance strategies.
- Liaise with the government, Army, Police, Department of State Service, INSO, UNDSS local authorities and other key external stakeholders to ensure that JDPC staff has and maintains regular and safe access to program locations.
Security Management:
- Revise the relevant security documents (SOPs, Security Plan, Contingency Plans, Risk Assessments etc.) in collaboration with the Program Lead.
- Ensure the implementation of all security and safety processes and procedures and ensure full compliance by staff.
- Monitor security communications equipment and implement communication protocols.
- Ensure field movements are safe and that there is a system for tracking and monitoring staff movements – report breaches to the Program Lead.
- Conduct Safety & Security assessments of new facilities (offices, hotels, etc.) before use.
- Support the Program Lead and SMT in the management of safety and security incidents.
- Ensure 24/7 availability to respond to any staff concerns or incidents that might require urgent attention.
- Compile weekly/monthly security reports and share with Program Lead.
- Maintain an updated security incident list and ensure timely reporting of security incidents and dissemination of security information to all staff.
- Ensure that incident report forms are properly compiled by staff and distributed to the Management team for appropriate action.
- Conduct security briefing and orientation to all newly hired staff & visitors using the standard briefing format and documentation.
- With the support of relevant staff, conduct security risk assessment of the program locations within JDPC areas of intervention, and continuously monitor the context.
- Work closely with the Program Lead to ensure that Safety and Security Standards in JDPC Maiduguri are maintained and implemented in line with the recommendations from assessment reports.
- Collate, analyze, and disseminate security information to the project staff while ensuring the information remains accurate and neutral.
- Monitor events, review incidents, and coordinate analysis, follow-up actions and recommendations in close coordination with the Program Lead.
Liaison, Networking, Analysis:
- Establish and maintain relations and networks with relevant stakeholders to enhance collaboration.
- Develop and maintain contact lists, stakeholder analyses and humanitarian access profiles in area of responsibility.
- Be the focal point of day-to-day operations related to security management and liaison with authorities and other entities for organizational needs.
- Attend security coordination and bilateral meetings and update the Program Lead on current security issues.
Context Understanding and Reporting:
- Monitor open sources to collect, compile and report information including incidents and trends pertinent to humanitarian access in area of responsibility.
- Monitor the operating environment, identify new threats, assess JDPC Maiduguri’s vulnerabilities, and recommend possible responses and mitigation measures.
Briefing, Training & Capacity Building:
- Ensure Security briefings (weekly, pre-arrival & on-arrival) are done in timely manner.
- Build up the capacity, awareness, and preparedness of staff to deal with securityrelated risks, threats, and incidents through the delivery of high quality, regular trainings/ briefings.
- Provide regular training for JDPC Maiduguri staff on security preparedness, prevention, and response. Training(s) may include Personal Safety & Security Training, Fire Safety Training, Field Based Communication Training, etc.
Logistics
- Liaise with the Logistics department before vehicles are engaged to assess the vehicle conditions, drivers’ awareness of security requirements and safety provisions in the vehicles.
- Support procurement and logistics unit(s) in logistics and procurement activities.
- Be the focal point for UNHAS flight booking for staff travels.
- Secure weekly military movement clearance through INSO on weekly basis.
Perform any other duties as directed by the Program Lead.
MINIMUM QUALIFICATIONS AND SKILLS
- University degree in Political Sciences, Security Management, Disaster Risk Management, Peace and Conflict Resolution, Criminality & Security Studies or any related field.
- At least 3 years’ experience within a similar function in safety and security management with NGO/INGO, the UN, or government or private sector.
- Understanding of local context, dynamics, and Humanitarian access limitations.
- Fluency in spoken and written English and Hausa.
- Strong interpersonal skills, including capacities to negotiate with non-government stakeholders
- Strong Report-writing ability and security incident analysis.
- Flexible, adaptable, & a team player is required.
- Computer skills is mandatory (MS Word, Excel, PPT, Outlook). Ability to create and analyse incident data.
- Working skills of field-based communication equipment (VHF Radio, Satellite Phones, GPS tracker.
- Previous experience from working in complex and emergency contexts, particularly in the Northeast Nigeria is an advantage.
- Having a military background is an added advantage.
