AFRILABS BACKGROUND
AfriLabs is a network organization supporting over 500 technology and innovation hubs across 53 African countries. We support the growth of technology hubs and their community to raise high potential entrepreneurs that will stimulate economic growth and social development in Africa. We do this by providing capacity building resources, financing, mentoring and networking opportunities to our network members.
OBJECTIVE & SCOPE OF WORK
The objective of this engagement is to engage a consultant to support AfriLabs in the efficient, accurate, and timely registration, processing, and acquisition of each of the specified compliance certificates in fulfillment of AfriLabs regulatory and statutory obligations. The certificates include:
- SCULM (Special Control Unit Against Money Laundering)
- NSITF (Nigeria Social Insurance Trust Fund)
- PENCOM (National Pension Commission)
- BPP (Bureau of Public Procurement)
QUALIFICATION CRITERIA
- Must be a registered legal firm or accounting firm licensed by the relevant national regulatory body (e.g., NBA, Financial Reporting Council, ICAN, or any other applicable professional body).
- Proven experience in regulatory compliance or administrative processing of statutory certificates
- Familiarity with Nigerian regulatory bodies and documentation procedures
- Most recent tax certificate and evidence of business registrations and license
EXPECTED DELIVERABLES
- SCUML, NSITF, PENCOM and BPP issued certificate by the respective statutory government authority responsible for its issuance
- Evidence of application submission and any official acknowledgment for each of the certificate processing
- A final report detailing the achievements and challenges encountered during the process. The Consultant shall also create a dedicated email account and password specifically for the certificate application processes. All login credentials used for the associated government portals access and registration shall be handed over to AfriLabs upon completion of the engagement.
- Provide biweekly email updates to the AfriLabs Compliance Department detailing the status of ongoing applications and any outstanding requirements
PAYMENT TERMS
Payment Terms: 100% after delivery of each certificate.
METHOD OF APPLICATION
- Vendor Information Form (Please see attached link below)
- Company profile: Registered address(s), official/functional emails, telephone numbers.
- Evidence of legal registration document of the company (CAC registration, FORM CO2 and FORM CO7) or registration of Business Name or any other equivalent valid document from CAC.
- Financial Proposal or Quotation (Must be in Naira and must be broken down).
- Submission of organization reference (i.e. Reference letter from the organization you have provided similar services to).
EVALUATION CRITERIA:
Evaluation of each applicant will be on the basis of the following:
Technical Proposal (65%)
Submission of the requested documents as outlined in the method of application for each category
- Proof of required qualification, license and expertise
- Proof of work done in relation to the requested scope
- A comprehensive work plan and timeline outline for obtaining each certificate, including a list of the documentation and data you will require from AfriLabs to facilitate the processing of each certificate
Financial Proposal (35%)
- Financial proposal should be submitted in Naira and kindly indicate if the amount proposed is negotiable or not.
- Validity of the financial proposal should be minimum of 3 months.
REPORTING:
The Consultant will work and report directly with AfriLabs’ Internal Audit and Compliance Department and provide progress updates detailing the status of ongoing applications and any outstanding requirements.
