BACKGROUND AND OBJECTIVES OF PROJECT
Wildlife Conservation Society (WCS) is a not-for-profit organization dedicated to saving wildlife and wild lands through science, international conservation, education, and the management of the world’s largest system of urban wildlife parks.
WCS Nigeria Country Program is a multi-donor funded program working across Cross River, Abuja and Bauchi states.
All services must be done in compliance with the terms set forth in Appendix B, Contract, Insurance, and Regulatory Requirements, attached and made a part hereof.
INVITATION
The Wildlife Conservation Society (WCS) seeks corporate Health insurance services to provide high quality and cost-effective health insurance services in the areas of routine primary and secondary care, neo-natal care, emergency medical assistance, chronic condition treatment, healthy living consulting, pharmaceutical assistance, wellness services (e.g gym, spa) and health awareness services to WCS staff and their dependents. This Request for Proposals (RFP) provides detailed information as to the project requirements and the desired qualifications of proposers.
SCOPE
The scope of work entails the provision of corporate Health insurance services in the areas of routine primary and secondary care, neo-natal care, emergency medical assistance, chronic condition treatment, healthy living consulting, pharmaceutical assistance, gym and health awareness services to WCS staff and dependents across the 36+1 states of the federations from 2025-2027. The duration will be reviewed yearly and renewed upon satisfactory performance.

QUALIFICATIONS:
All proposers are expected to have the experience, resources, qualifications, and capacity to successfully meet the objectives of this RFP, including:
- Proficiency with similar projects.
- Experience in providing similar services.
- Appropriate technical expertise, staff capability, and fiscal resources.
- Registration with the corporate Affairs Commission/Form CAC2 and CAC7 • NHIA license
PROPOSAL CONTENT
Proposals should be clear and concise and should be addressed in detail and with appropriate documentation for each of the items listed below. Proposals that fail to do so may be disqualified as non-responsive. WCS may request clarification of any proposal during the evaluation process, but it is not bound to do so, and proposers should not assume they will have any further opportunity to clarify their proposals after the proposal due date.
Each proposer is requested to submit, on or before the submission deadline, a package containing its proposal addressing the following items in the order listed:
A. Technical Qualifications
- Contact Information
The proposer should provide Company Profile with registered address functional office in at least 30 states including the FCT and any other location spread across the six geo-political zones showing: functional email address, telephone numbers and point of contact for the organization, with in-country staff strength. - Overview
Proposers should provide a summary of their understanding of the objectives of this RFP and a description of the methods they will use to achieve those objectives, including technical quality assurance, and general management practices for comparable projects.
- Qualifications
Proposers are requested to provide detailed information that demonstrates the following:
- Evidence of valid registration with the Corporate Affairs Commission/Form CAC2 and CAC7 b. Valid NHIA license
- Detailed list of nationwide hospital providers in all 36+1 states of the federation and particularly the states named below
- Provide documents establishing a relationship with a federal hospital, state hospital, reputable diagnostic laboratories, 2 specialist hospitals, 4 reputable private hospitals, gym centers, dental clinics, physiotherapy clinics, child wellness and pediatrics centers, pharmacy outlets, eye clinics, mental health prevention and services centers in Cross River, Abuja, Adamawa, Akwa Ibom, Plateau, Bauchi, Cross River, states respectively
- Evidence of financial capability and banker’s Reference letter
- Evidence of affiliation/registration with grade A hospitals Prime/Teaching Hospital; Secondary Health Facilities, Specialist Clinics/Hospitals, Eye clinic, Dental Clinic, ENT Clinic and, Physiotherapy clinics in the remaining 24 states not mentioned in No 5 above
- Evidence of ability to cover rehabilitation, post hospitalization, last expense, inpatient psychiatry, preexisting illness / chronic related conditions, newly diagnosed conditions; congenital/genetic disorder and neonatal complications, inpatient non-accidental cover, inpatient non-accidental ophthalmological cover, etc
- Evidence of being able to provide international referrals and expert opinion
- Audited accounts for the last 3 years (2021-2023)
- Tax Clearance Certificate for the past 3 years (2021-2023).
- Proof of past performance with at least reference letters from three clients including two current clients with the following details: Reference Company, Description of Type of Work Performed for Reference Company, Name of Contact Person at Reference Company, Telephone # and Email
CRITERIA FOR SELECTION
Selection Process:
- WCS will review and evaluate all proposals to determine each proposer’s rating. This evaluation may include a request by WCS to interview proposers and visit their offices for purposes of clarifying their proposals.
- The proposal offering the most advantageous terms based on the criteria below will be selected for the award. WCS may reject any and all proposals if, in its sole opinion, no proposal satisfies its criteria.
Evaluation Criteria:
The evaluation criteria and weight will be as follows:
- Robust existing network of standard and reputable health providers and hospitals across the 36+1 states (across all categories/tier of hospitals) (15%).
- Innovative technology solution for enrollment and service management as well as report (statistics) generation. (20%)
- Client references and evidence of relationships with especially in catchment states and any 5 other states with federal hospitals, state hospitals, reputable diagnostics centers, wellness centers etc. especially in catchment states+ 5 more states of the federation (10%).
- Additional innovative products/ additional benefits/ favorable exclusions, Complementary services and value additions including quarterly health and wellness workshops etc. (20%)
- Escalation/complain procedure and timeline. Seamless and multiple communication channels to ease resolution of bottleneck as facilities between all parties (staff, HR, primary providers, HMO customer care and account manager). (10%)
- Proposed fee (25%).

An interview may be requested by any proposer, and key staff should be present at the interview. Such a request for an interview does not constitute a contract award.
