  1. Purpose

The general objective of the scoping/baseline assessment exercise therefore, is to understand how best the West Africa region can influence change by touching positively on the various aspects of life in the Model 1 countries. It will also assess the current and prevalent issues bordering on Tearfund’s corporate priorities in the selected countries. These countries include: BeninCameroon, Gambia, Côte d’Ivoire, Ghana, Guinea, Liberia, Niger Senegal, Sierra Leone and Togo.

This research/assessment will identify what the state of the church is and what they themselves see as their strengths and weaknesses. It will also help the Church have a better understanding of how they could start and sustain holistic ministries through influencing change and therefore fulfil the biblical mandate God has given the Church.

  • Location:

Influencing Group 1: Côte d’Ivoire, Benin,Togo and Niger

Influencing Group 2: Liberia, Sierra Leone, Ghana and Gambia

Influencing Group 3: Cameroon, Senegal & Guinea

  • Scope:

There will be three (3) consultants, one for each influencing group. From among these consultants, one will be selected to be the Lead consultant and he/she will be responsible for the harmonisation of the reports from the 3 influencing groups. There will also be researchers/data collectors per country and they will work or report to their respective consultant who works with the Regional DME Advisor. 

The consultants will spend a significant portion of the consultancy conducting the research/assessment in the countries making up their respective influencing groups. The consultants will work with the support of Tearfund staff where possible and other contacts like network leads and Church and Community Mobilisation (CCMP) trained facilitators resident in the selected countries and the Regional DME Advisor. The consultants will be expected to travel to some of the locations cited below to conduct this work.                                                                                                                                                          

The research will be assessed against Tearfund’s Evidence Principles, developed by BOND (Voice and Inclusion, Appropriateness, Triangulation and Contribution and Transparency).  Further details of what is included in each of these categories can be found here.

  • Methodology:
  • The assessment will adopt a qualitative data collection approach and the methodology will be discussed and agreed with the consultants for the various influencing groups. This should determine the level of knowledge of integral mission based on the respondents chosen cutting across clergy, church members, community members selected from both urban and rural, theological college students, theological college deans of faculties/HoDs, theological college board members, CITAF, denominational heads, community leaders, women and youth leaders, Christian Network leaders, civil society actors, legislators and government ministries, departments and agencies in charge of CSOs and government relations, peer Christian organisations and other faith groups.

  1. Evaluation Criteria:

2Academic Qualifications: Attached CVs of consultant for the selected influencing group and researchers/data collectors for the respective countries making up the influencing group detailing clearly their academic qualifications and experience.
3Experience; Attach evidence of experience in the outworking of integral missions within West Africa.
4Experience in conducting research in West African Countries. Attached copies of previous services/work contract
5Experience in conducting qualitative research. Attach copies of similar research/assessment reports done.
6Communication Skills   Fluency in English (for Anglophone Influencing groups) – French an added advantage   Fluency in French (for Francophone Influencing groups) –  English an added advantage
7Detailed work plan – Share a detail work plan on how you intent to implement your proposal within the countries in your influencing group
8Financial Budget – Give a financial breakdown of both professional services fees for the consultant and researchers/data collectors in the respective countries in your influencing group with other operational costs. The currency of your financial proposal must be clearly stated

Tearfund reserves the right to vary any part of this RFP at the time of award if it becomes necessary.

Tearfund is Value Added Tax (VAT) exempted, but charges Withholding Tax (WTH) in compliance with Relevant National Tax Laws.
