Location: Maiduguri (Covering all locations of project)   

Job Purpose

The Finance Officer will provide overall leadership for the financial accounts function within an upcoming intervention, and partly support the budgeting and reporting function. S/he will be responsible for ensuring best-in-class financial controls and management for the upcoming program– including capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems. S/he will ensure that Nigeria Financial requirements and procedures comply with CFfD’s policies, donor requirements as well as the Government of Nigeria laws and policies.

Job Responsibilities

  • Support budget holders in Budgeting, Budget monitoring (BVAs), and Budget control. 
  • Maintain financial records and monitoring systems; record and reconcile expenditures, balances, payments, and other day-to-day transactions; facilitate internal and external audits by providing all required information to the auditors.
  • Manage and maintain the capitalized CFfD’s fixed asset (FA) schedule tracking acquisitions, disposals, and write-offs and compute monthly depreciation charges.
  • Support in the preparation of annual financial statements and schedules and ensures that CFfD adheres to month-end and year-end procedures for audit readiness.
  • Ensures prepayments for medical and other staff benefits are expensed in a timely manner.
  • Preparation of quarterly financial reports for the upcoming intervention.
  • Collaborate with the Procurement/Logistics department to establish and manage suppliers’ contracts, ensure integrity, and process payments against contracts; maintain files on contracts.
  • Review all payments and purchase orders (POs) for proper coding and approval. 
  • Ensure proper finance documentation and filing.
  • Ensure that staff, interns, program partners, and volunteers comply with CFfD’s policies and procedures.     
  • Ensure all business floats are timely settled and posted into internal software system.
  • Liaise with partner organizations’ field staff to ensure partnership agreements are adhered to.

Performance Indicators

  • Producing accurate reports on time.
  • Meet the financial needs of the upcoming intervention in an effective and timely manner.
  • Effective management of donor financial requirements and responsibilities.
  • Maintenance of proper and accurate financial records.
  • Support to partners and program staff when required and in a timely manner.
  • Effective maintenance of the grants management system.

Responsibility for resources:

  • Ensure that the cash and cash equivalents and financial records are safeguarded and utilized in the intended manner.
  • Ensure proper utilization and safety of CFfD assets.

Education Qualifications:

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a closely related field. Master’s degree is an advantage.

Experience and Skills 

  • Minimum of 3 years of management experience in a corporate, audit firm or an NGO environment, of which three at a middle management level within a finance department.
  • Strategic mindset with the ability to lead, inspire and achieve results in a challenging context.
  • Demonstrated managerial, supervisory, and leadership skills.
  • Expert knowledge, skills, and experience in principles and practices of international accounting and financial management.
  • Excellent inter-personal skills and ability to communicate with a diverse set of stakeholders.
  • Strong analytical, decision making and strategic planning skills with the ability to articulate complex information in an easy-to-understand manner.
  • Strong ability to analyse financial data including large financial data extracts, summarize results, produce reports, and recommend appropriate actions.
  • Excellent knowledge of and skills in the use of integrated IT accounting systems (e.g. Oracle, etc.).
  • Ability to plan and organize tasks on an autonomous basis.
  • Sound judgment, integrity, tact, and discretion in dealing with internal stakeholders.
  • Excellent communication and interpersonal skills with finance and non-finance staff.
  • Thorough knowledge of financial policies, procedures, and regulations.
  • Strong skills in Microsoft Office packages in Excel, Word, and PowerPoint.
  • Fluent written and spoken English; knowledge of local languages is a plus.
  • Commitment to Cedar Foundation for Disability’s values and principles.

Desirable

  • Professional accounting qualifications such as CA, CPA, ACCA, or other equivalent qualifications will be a plus.
  • Extensive years of experience within the NGO / charities sector or Audit firm with financial management responsibility will be an asset.
  • Experience of working in a development context.

Understanding of major donor compliance regulations.
