Protection Project Manger at Terre des hommes Foundation (Tdh)

Terre des hommes (Tdh) is the leading Swiss child relief agency. The Foundation has been helping children in need for over 50 years, defending their rights regardless of their race, creed or political affiliation.

General Responsibilities (Overall purpose)

Under the supervision of the Deputy Country Director – Programmes or Field Coordinator, he/she ensures the effective implementation of the project(s) in line with the programme strategy and organisational policies:

  • Ensures the project’s goals and deliverables are met on time, within the allocated budget, and in compliance with quality standards (donor requirements, organizational policies).
  • Provides effective planning, coordination, and supervision of the project team and partners to ensure smooth and collaborative implementation of activities.
  • Ensures that project implementation adheres to internal policies, donor guidelines, and accountability commitments to beneficiaries.
  • Identifies, assesses, and mitigates operational, financial, and contextual risks, ensuring adherence to security protocols, safeguarding policies, and the organization’s code of conduct, as well as transparent and efficient use of budgets and resources.
  • Ensures development and implementation of MEAL plan and learning agenda. Capture and disseminate lessons learned, best practices, and innovations from the project to contribute to organizational learning and program improvement.
  • Develops and maintains strategic partnerships relevant to the project, while ensuring compliance with security protocols, safeguarding policies, and the organization’s code of conduct.

Specific Responsibilities / Context  (Tasks)

More specifically he/she has the following responsibilities:

Strategy and steering

At project level:

  • Leads the strategic and operational planning of the project, ensuring alignment with the overall programme and country strategy.
  • Ensures regular context and stakeholders analyses, and proposes strategic or operational adjustments. Contributes also to needs assessment as needed.
  • Defines and steers the project’s implementation plan, ensuring the achievement of objectives, results, and quality standards, including through monthly update of the Project Follow Up tool (PFU) and facilitating regular project review meetings.
  • Oversees the development, monitoring, and reporting of project indicators, ensuring data accuracy and use for adaptive management. Analyses project performance and lessons learned and recommends corrective measures to improve effectiveness and efficiency.
  • Coordinates with field teams, partners, and support departments to ensure coherent, timely, and quality delivery of project activities.

At Programme and Delegation level:

  • Actively contributes to the development, implementation and periodic review of the programme and country strategies in his/her area of expertise.
  • Provides technical and contextual insights to inform programme-level analysis, design, and prioritisation.
  • Ensures that programmatic indicators are collected and monitored, and contribute to the Tdh annual reporting process for his/her project.
  • Shares relevant data, lessons learned, and innovation from the project to inform programme learning and strategic decision-making.
  • Participates, upon request of the line manager, in relevant cluster or thematic working group meetings related to his/her area of expertise.
  • Supports pilot initiatives or cross-cutting projects within the programme as assigned by the Programme Coordinator.

Principles, standards, methodologies

  • Ensures the application of Terre des hommes’ principles, approaches, methodologies, and quality standards throughout the design and implementation of the project.
  • Ensure adherence with Tdh approaches, methodologies and standards for Project Cycle Management, Quality, and Accountability.
  • Promotes adherence to programme-specific methodologies and contributes to their contextualisation within the project’s area of intervention.
  • Ensures that project teams and partners understand and integrate cross-cutting themes (such as child protection, gender, inclusion, accountability, and safeguarding) into all activities.
  • Provides feedback to the Programme Coordinator on the relevance and applicability of existing tools, and proposes adaptations based on field experience and emerging needs.

Finance

  • Ensures sound financial management of the project, in line with Tdh procedures, donor requirements, and the delegation’s financial policies.
  • Ensures accurate allocation and monitoring of expenditure across project activities, including monthly verification of accounts with the Finance Department.
  • Leads the monthly update of BFU/OFU across project activities, in collaboration with the Finance Department, ensuring consistency with the project work plan, PFU, and procurement plan.
  • Monitors budget consumption and analyses any significant deviations, proposing corrective measures and budget reallocations as needed in coordination with the Programme Coordinator and Finance Department.
  • Ensures efficient, transparent, and accountable use of project resources, aiming to maximise the impact of financial inputs toward achieving project objectives.
  • Contributes to financial reporting for donors and internal management, ensuring accuracy and timeliness.

Supply and Logistics

  • Ensures proactive coordination with the Logistics Department to plan and facilitate timely procurement, transport, and delivery of goods, works, and services required for project implementation.
  • Leads the consolidation and regular update of the project procurement plan, ensuring alignment with the approved work plan, budget, and donor requirements.
  • Works closely with Logistics and Finance teams to ensure procurement requests are complete, technically validated, and submitted in a timely manner, anticipating potential bottlenecks.
  • Contributes to the technical validation and quality control of goods, works, and services, ensuring compliance with specifications, donor standards, and Tdh procedures.
  • Monitors procurement and delivery progress, identifies risks or delays, and supports mitigation measures in collaboration with the Logistics Department and suppliers.
  • Coordinates with the Logistics team for the movement of staff, materials, and equipment, ensuring efficiency, safety, and compliance with Tdh security protocols.
  • Supports the tracking and management of project assets and stocks, ensuring proper documentation, traceability, and disposal in accordance with Tdh procedures.
  • Reports on logistics performance indicators (delivery times, stock levels, supplier reliability) and contributes to continuous improvement of supply chain efficiency.
  • Liaises with the Regional Logistics team and HQ support units when needed for large-scale or specialised procurement, technical validation, or compliance reviews.
  • Proactively identifies supply chain risks (contextual, financial, operational) and contributes to the development and follow-up of mitigation measures.

Human Resources and Team Management

  • Leads, supervises, and supports the project team to ensure effective implementation of activities and achievement of objectives.
  • Defines team roles and responsibilities and ensures clarity of reporting lines and communication within the project structure.
  • Participates in the recruitment of project staff in collaboration with the Programme Coordinator and HR Department, ensuring fair and transparent selection processes.
  • Ensures effective onboarding, coaching, and continuous capacity building of project team members to strengthen technical and operational performance.
  • Conducts regular performance evaluations, provides constructive feedback, and supports staff development and motivation in line with Tdh’s HR policies and values.
  • Promotes a positive team dynamic, respectful communication, and collaboration across departments and with partners.
  • Ensures that the project team and implementing partners are familiar with and comply with Tdh’s policies, including the Code of Conduct, Child Safeguarding Policy, and Security Guidelines.
  • Identifies HR or team-related risks (e.g., workload, turnover, well-being) and reports them promptly to the Programme Coordinator and HR Department, proposing mitigation measures.

MEAL

  • Ensures that project monitoring, evaluation, accountability, and learning activities comply with Tdh MEAL Standards and directives and contribute to programme-level learning and quality improvement.
  • Monitors the quality and progress of project implementation through regular follow-up and field visits, ensuring alignment between planned activities, outputs, and results, with the PFU systematically updated.
  • Supports the MEAL or Quality & Accountability team in the design, adaptation, and use of monitoring tools and data collection methods relevant to project activities.
  • Ensures timely and accurate collection, analysis, and reporting of quantitative and qualitative data in coordination with the MEAL team.
  • Participates in the analysis of results and contributes to identifying lessons learned, challenges, and success factors to inform adaptive management.
  • Ensures that feedback and accountability mechanisms are functional, accessible, and responsive to project participants, and that feedback is properly documented and acted upon.
  • Facilitates field-level learning processes, including regular review meetings, reflection sessions, and documentation of good practices, project end learning.
  • Ensures that lessons learned and recommendations are capitalised, shared with the programme team, and integrated into project planning and decision-making.
  • Contributes to project evaluations, reviews, and audits by ensuring the availability and quality of supporting data and documentation.
  • Supports the dissemination and use of MEAL findings to enhance the project’s relevance, effectiveness, and accountability to stakeholders.
  • Knowledge Management, Reporting, and Information Sharing
  • Ensures systematic documentation, management, and sharing of knowledge generated through the project, including assessments, studies, lessons learned, and good practices in the project SharePoint space.
  • Ensures accurate, timely, and quality reporting of project activities and results, both internally (to the Programme Coordinator and delegation) and externally (to donors, authorities, and coordination fora).
  • Represents the project in external coordination platforms (e.g., clusters, working groups, 5W reporting) as assigned by the Programme Coordinator, ensuring constructive collaboration and visibility of Tdh’s work.
  • Ensures proper filing, organisation, and archiving of all project documentation and means of verification on the designated SharePoint, in compliance with audit and donor requirements.
  • Leads data analysis and preparation of narrative donor reports, ensuring consistency between technical, financial, and MEAL inputs.
  • Promotes active learning and knowledge exchange within the project team and with other teams as relevant.
  • Supports the identification and dissemination of key findings or innovations that can inform programme development, advocacy, or future project design.

Requirements for the position 

Education / Qualifications

  • Master’s Degree in Social Work, Psychology, Child Protection, Counseling, or related social science discipline; or an equivalent combination of education and significant professional experience.

Experience

  • Minimum 3–5 years of relevant professional managerial experience leading integrated child protection and/or MHPSS programmes in conflict settings.
  • Demonstrated experience managing and supervising teams implementing protection and MHPSS activities (case management, PSS, awareness-raising, referral systems).
  • Proven experience in project design, implementation planning, monitoring, and evaluation with strong results’ orientation.
  • Demonstrated competence in team supervision, performance management, and staff capacity building.
  • Sound knowledge of international and national child protection and MHPSS frameworks, standards, and guidelines (IASC, WHO, UN standards).
  • Demonstrated experience in NGO settings, including coordination with government partners, INGOs, and civil society organizations.
  • Proven ability to work in complex, dynamic, multicultural, conflict-affected, and resource-constrained environments.
  • Willingness to pursue a comprehensive understanding of Tdh\\\\\\\’s child protection areas of intervention (case management, community-based protection, CP systems strengthening, MHPSS, safeguarding, child participation).
  • Relevant specialized training is an asset (e.g., Child Protection in Emergencies, Evidence-Based MHPSS, Safeguarding/PSEA, Humanitarian Project Management, GBV response).
  • Good understanding of localization approaches and partnership-based programming.

Languages & IT Knowledges

  • Proficiency in English (written/spoken); working knowledge of local languages (e.g.,Hausa, Tiv, Idoma) is an asset.
  • Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Comfortable using online collaboration tools (Teams, SharePoint)
  • Knowledge about data collection tools (KoBo or equivalent) is an asset
