I. Introduction
The Nation-wide Recuitment Project is an innovative initiative designed to enhance the performance and accountability of healthcare systems. The project involves recruiting, training, and deploying dedicated Monitoring Officers across health facilities to improve data accuracy, and service delivery.
II. Description and Objectives
The Project Manager is responsible for overseeing the end-to-end execution of the recruitment process, ensuring the timely delivery of qualified candidates across the local government areas in Nigeria. The Project Manager will:
- Ensure recruitment and performance management to align with national policies.
- Collaborate with stakeholders to maintain effective communication and coordination throughout the project.
- Coordinate recruitment teams throughout the project phase, including deploying teams to 36+1 states for physical interviews.
- Use data-driven strategies to ensure transparency and efficiency in recruitment and performance management of the monitoring officers.
- Oversee performance, including monthly reports, evaluations, and timely salary disbursements.
- Implement monitoring and evaluation frameworks to track progress and ensure project effectiveness.
- Identify and resolve challenges to maintain quality and consistency across recruitment activities.
- Refine strategies based on feedback, trends, and emerging needs.
- Ensure comprehensive documentation and regular reporting to stakeholders on recruitment, deployment, and performance outcomes.
III. Responsibilities
- Project Planning and Execution
- Develop and implement a detailed project plan, outlining key milestones, timelines, and deliverables for the recruitment process across all LGAs.
- Coordinate and oversee all phases of the recruitment process, ensuring it is completed on time and in accordance with agreed-upon specifications.
- Manage resources effectively, ensuring the appropriate allocation of staff and materials for each phase of the project.
- Stakeholder Coordination and Communication
- Serve as the primary point of contact for stakeholders, ensuring regular communication and updates on the project’s progress.
- Coordinate with relevant stakeholders to ensure that recruitment activities are aligned with local and national objectives.
- Organise regular meetings with key stakeholders to review progress, address concerns, and make necessary adjustments to the recruitment strategy.
- Team Leadership and Capacity Building
- Lead and manage the recruitment team, including Ad-Hoc staff, providing clear guidance, support, and supervision throughout the recruitment process.
- Conduct regular training and capacity-building sessions for the recruitment teams to ensure they are equipped with the skills and knowledge required to meet project goals.
- Foster a collaborative and results-driven team culture, ensuring high performance and accountability.
4. Monitoring and Reporting, and Performance Management
- Establish robust monitoring systems to track recruitment progress and ensure adherence to timelines and objectives.
- Implement a performance management system for recruits, including monthly evaluations, key performance indicators (KPIs), and regular feedback mechanisms.
- Ensure timely disbursement of salaries and provide ongoing support to monitoring officers to address challenges and improve performance.
- Generate regular reports, highlighting recruitment achievements, performance metrics, and areas requiring intervention.
5. Risk Management and Problem-Solving
- Identify potential risks and challenges that could impact the recruitment process, and develop mitigation strategies to address them.
- Provide solutions to any issues that arise during the recruitment process, ensuring that the project remains on schedule and within budget.
- Proactively address operational and logistical challenges, ensuring smooth execution of recruitment activities.
6. Quality Assurance and Compliance
- Ensure that all recruitment activities comply with national labour laws, organisational policies, and best practices.
- Develop and implement quality control measures to maintain high standards throughout the recruitment process.
- Ensure that all documentation related to the recruitment is accurate, complete, and stored appropriately.
7. Budget and Resource Management
- Oversee the recruitment budget, ensuring that resources are allocated efficiently and costs are kept within the approved budget.
- Track the project expenses and provide regular updates to stakeholders on the financial status of the recruitment process.
8. Project Closure and Evaluation
- Ensure the successful closure of the recruitment project, including finalising all documentation, completing evaluations, and providing a final report to stakeholders.
- Conduct a post-project evaluation to assess the success of the recruitment process, identify lessons learned, and recommend improvements for future projects.
IV. Duty Station.
The Project Manager will be based at Innovius’s Office, with occasional travels as required for project activities.
V. Deliverables
The Project Manager will be responsible for delivering the following:
- A comprehensive recruitment plan that outlines timelines, recruitment criteria, assessment methods, and resource allocation for the recruitment process.
- Weekly and monthly progress reports that detail key achievements, challenges encountered, and any adjustments made to ensure project alignment with objectives.
- A finalised, verified list of qualified candiadates across states, ensuring that all candidates meet the established criteria and are ready for deployment.
- A final financial report detailing the budget utilisation and any discrepancies, ensuring transparency in the allocation and use of resources throughout the project.
- A stakeholder engagement report, documenting the communication and collaboration with key stakeholders, and ensuring that all parties are informed and involved in the recruitment process.

b. Required Education and experience
- A Bachelor’s degree in Business Administration, Public Health, Management, or a related field.
- At least 7 years of experience in managing large-scale projects, preferably in public health or development sectors.
- Demonstrable experience in stakeholder engagement, particularly with government and non-governmental organisations.
- Strong knowledge of recruitment tools, methodologies, and compliance requirements.
- Proficiency in project management software and data analysis tools.
- Exceptional leadership, organisational, and communication skills.
- Professional certifications required.
Technical Skills:
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Basic understanding of data reporting and health project coordination.
VII. Compensation and Allowances
The Project Manager will be offered a competitive salary and monthly allowances to cover transportation, communications, and other project-related expenses incurred during the execution of duties. Any additional benefits or incentives will be discussed and agreed upon before the commencement of the contract.
VIII. Performance Evaluation
The performance of the Project Manager will be assessed periodically against clearly defined metrics and deliverables. These evaluations will focus on the timely achievement of recruitment milestones, effective stakeholder engagement, adherence to budgetary constraints, and overall project outcomes. Regular feedback sessions will be conducted to identify areas of improvement and ensure alignment with project objectives. A final performance review will be conducted after the project to evaluate overall effectiveness and contributions.
IX. Hours of Work
The Project Manager is expected to work full-time, generally following standard office hours from 9:00 AM to 5:00 PM, Monday to Friday. Flexibility is essential, as the role may require extended hours or weekend work, especially during critical project phases or when traveling to various local government areas.
X. Reporting Structure
The Project Manager will report directly to the Functional Manager, ensuring a clear line of communication and accountability. Regular progress updates will be provided through structured reports and meetings, which may include presentations to senior management and key stakeholders. This reporting structure will facilitate transparency and ensure the project remains on track to achieve its objectives.
