PLCI Background

Portrait of Lake Child Initative (PLCI) is a non-proftt Non-Goivernmental Organizaton established in 2019 to portray the image of children liiving across the Lake Chad regiont with sole aim of responding to the needs of the most ivulnerable girlst woment childrent and their caregiivers through contributons to their Educatont Healtht Protecton (GBV and CP)t efect of climate changet food security and Liivelihood. Its mission is to mobilizet motivate and sensitze out of school children especially girls between the age of 6-18 with low socio-economic status in the lake Chad Regiont through proividing serivices that increases access to school and encourage enrolment opportunites for out of school children and protect them from all forms of iviolence

 PROJECT SUMMARY/ OVERVIEW

Portrait of Lake Child Initative (PLCI) in partnership with Grow Strong Foundaton (GSF) sets to implement an NHF funded project with ttle: Promoting Access to Multi-ectoral Preveitoi aid Respoise to protectoi -ervices for Womei aid Girls ii Yobe -tate. This project aims to address negative cultural normst proivide safe spacest support traditonal leadership systems led by woment and increase reportng to SARC in order to reduce ivulnerability to GBV while reducing the risk posed to women and children by Gender-based iviolencet child abuset and explosiive ordinance. Through this mult-sectorial project seek to mitgate protecton risks that arise from limited or no access to basic serivices through mult sector collaboraton with Mine Acton and Gender base iviolence partners. The project proivides child protecton case managementt GBV case management and basic PSS to UASC and other ivulnerable children in three high-priority LGAs in Yobe State (Potskumt Fune and Gujba) for a 12month duraton

MAIN PURPOSE OF THE JOB

To oiversee Technical Specialists and Project Manager so as to ensure that all projects are deliivered within an efcient operatonal framework and identfy and recommend specifc courses of acton that facilitate projects to deliiver on their intended goals and outcomes.

DUTIES AND RESPONSIBILITIES

  1. Manage and monitor Program coordinaton and implementaton.
    1. Support Project Manager to understand the Strategic Plan and how to link it to their projects.
    1. Ensure that all project initatives and interiventons deiveloped are directly deriived from and linked to specifc thematc areas and objectives as outlined in the Strategic Plan.
    1. Working with the HRM ensure that all projects haive clear and functonal procedures and systems for learningt knowledge deivelopmentt impact assessmentt and human resource management.
  2. Maintain Partnership Relatons and build Networking.
    1. Identfy partnerships and adivise the Executive Director on the type of partnerships to pursue their long-term benefts to PLCI.
    1. Identfy and maintain relatons with releivant networks that can adivance PLCI’ss ivisibilityt positoningt and releivance in humanitarian work.
    1. Partcipate in partnership discussionst ensuring that PLCI’ss’s positon and contributon is always felt and is signifcant.
    1. Support Project Manager to deivelop meaningful partnerships for serivice deliivery for deiveloping referral pathways and for responding to emergency situatons.
  3. Oversee Program Development and assist in Resource Mobilizaton.
    1. Identfy new program contentt innoivative and cost-efective ways of deliivering PLCI interiventons.
    1. Identfy opportunites for deiveloping new programs either directly or through strategic partnerships.
    1. Partcipate in fundraisingt resource mobilizaton and proposal deivelopment.
    1. Work with the team to identfy new areas of research; analyse and utlize research fndings to enrich PLCI interiventons.
    1. Support all projects to adaptt utlize and mainstream natonal and global standards and guidelines into project operatons.
  4. Assist in Governance and Organizaton Development.
    1. Haive a clear and up to date understanding of the local enivironment in which PLCI programs are contextualized.
    1. Regularly adivise the Executive Director on any imminent and foreseeable deivelopments (politcalt socialt compettont policy) in the natonal operatonal enivironment and their impact on operatons.
    1. Work with the Finance Manager and Human Resource and Administraton Manager to ensure that all management systems are sensitive and responsiive to change; can antcipate risk and manage change efectively.
    1. Support the Executive Director to organize BOD meetngst taking notest managing schedules and commitee business.
  5. Enhance report writng and ensure reportng templates and data collecton tools are developed for each project.
    1. Build capacity of Project Manager in report writng and support them to ensure tmely reportng to donors and partners.
    1. Work with the M & E to ensure that reportng templates; data collecton tools and progress monitoring tools are deiveloped for each project and systematcally utlized.
    1. Work with the Executive Director to ensure that each project receiives adequate and regular support superivision from partners and internally from the Project Manager.
  6. Provide mentorship and capacites building to Project Manager to enable them to acquire essental competencies in project management.
    1. Work with the Executive Director on issues of strategic growtht organizatonal deivelopmentt and insttutonal strengthening.
    1. Ensure that all projects are receiiving adequate professional support from HQ.
    1. Add ivalue to project management systems and serivice deliivery structures.
  7. Partcipate in the recruitment processes in line with organisaton requirements and contribute to the development and executon of a plan for acquiring and developing key talent.
    1. Partcipate in staf selecton and interiviews.
    1. Determine staf gaps and conduct manpower planning within the program unit; and initate the recruitment process.
    1. Lead the deivelopment of staf inducton in the program for new staf directoratet and conduct parts of the programme.
    1. Set performance and probaton targets for new staf.
    1. Guide appraisal of staf under probaton and approive their confrmatont extension of probaton period or non-confrmaton.

PERSON SPECIFICATION

Qualifcatons

  • Master’ss Degree in a deivelopment related feld 
  • Bachelor’ss degree in any of the following felds; social sciencest social workt psychology; deivelopment studies or a related

 Experience

 At least four years consistent and demonstrable experience managing a portolio of multple projects in at least three of the following program areas; GBV/ psychosocialt mental healtht liivelihoods and food securityt disaster risk reducton or any related program area.
