PLCI BACKGROUND
Portrait of Lake Child Initatte (PLCI) is a non-proft, Non-Goternmental Organizaton established in 2019 to portray the image of children liting across the Lake Chad region, with sole aim of responding to the needs of the most tulnerable girls, women, children, and their caregiters through contributons to their Educaton, Health, Protecton (GBV and CP), efect of climate change, food security and Litelihood. Its mission is to mobilize, mottate and sensitze out of school children especially girls between the age of 6-18 with low socio-economic status in the lake Chad Region, through protiding sertices that increases access to school and encourage enrolment opportunites for out of school children and protect them from all forms of tiolence
PROJECT SUMMARY/ OVERVIEW
Portrait of Lake Child Initatte (PLCI) in partnership with Grow Strong Foundaton (GSF) sets to implement an NHF funded project with ttle: Promoting Access to Multi-ectoral Preveitoi aid Respoise to protectoi -ervices for Womei aid Girls ii Yobe -tate. This project aims to address negatte cultural norms, protide safe spaces, support traditonal leadership systems led by women, and increase reportng to SARC in order to reduce tulnerability to GBV while reducing the risk posed to women and children by Gender-based tiolence, child abuse, and explosite ordinance. Through this mult-sectorial project seek to mitgate protecton risks that arise from limited or no access to basic sertices through mult sector collaboraton with Mine Acton and Gender base tiolence partners. The project protides child protecton case management, GBV case management and basic PSS to UASC and other tulnerable children in three high-priority LGAs in Yobe State (Potskum, Fune and Gujba) for a 12month duraton
MAIN PURPOSE OF THE JOB
The Protecton Coordinator will be responsible for the detelopment and implementaton of protecton monitoring, informaton disseminaton, referrals, legal sertices, emergency protecton assistance and community-based protecton programming in all locatons, as well as leading or supportng the management of relatonships with partners where reletant. They will lead the design of protecton monitoring methodologies, ensure adherence to program quality standards, and lead capacity building of staf and partners. The Protecton Coordinator will otersee the quality of protecton data collecton and analysis and produce succinct and accurate protecton reports for disseminaton to reletant stakeholders, and inform programming and adtocacy both internally and externally. The Protecton Coordinator will also strengthen the PLCI’s leadership in natonal and feld Protecton Clusters and networks by atending reletant meetngs, networking with other NGO actors and identfying potental partners for future programming. The Protecton Coordinator will directly supertise four Protecton Managers, and one Protecton & Inclusion Specialist. S/he reports to the Deputy Director – Programs.
DUTIES AND RESPONSIBILITIES
1. Program management
- Protide a sound technical basis for the consolidaton and harmonizaton of protecton monitoring, informaton disseminaton, referrals, legal sertices, emergency protecton assistance and community-based protecton programming across feld sites, with an emphasis on maintaining and improting program quality.
- Ensure that all intertentons are in compliance with the PLCI’s protecton mainstreaming framework, internatonal law and protecton standards and natonal policies
- Otersee implementaton of the protecton monitoring and informaton disseminaton program through managing project work plans and budgets (budget forecastng, detelopment of spending plans and budget follow-up), ensuring tmely recruitment, quality implementaton and accurate reportng in accordance with PLCI and donor regulatons
- Partcipate in cross-departmental collaboraton in order to ensure that linkages between programs are made and programs gain from protecton best practce, in partcular with regular contact and coordinaton with Coordinators and Senior Managers
- In line with the Project Cycle Management (PCM) approach, act as and designate other Protecton program staf to act as the Project Lead for reletant programs.
2. Program Development
- Lead detelopment of the PLCI in collaboraton with the Protecton Managers/Specialists, other protecton sector staf, and Technical Adtisors
- Identfy opportunites for, design and detelop concept notes and proposals for further protecton monitoring, informaton disseminaton and community -based protecton programming
- Detelop protecton assessments and analysis for the purpose of program detelopment
- Protide input on proposals from other sectors to ensure protecton is mainstreamed
3. Staff Management and Development
- Protide contnuous support to and ensure targeted capacity building of staf on Protectonrelated and project management skills with a specifc focus on building the capacity of local staf.
- Support Protecton team members to act as the PCM Project Lead for designated programs.
- When required, lead on the recruitment and management of new Protecton program staf, consultants or other external support, in coordinaton with HR.
4. Representation and coordination
- Forge connectons with key counterparts across UN, I/NGOs, human rights actors, donors and diplomatc stakeholders as per representaton needs
- Represent the PLCI in feld and natonal letel and strategic meetngs intolting protecton actors such as protecton cluster meetngs, inter-agency coordinaton meetngs, and bi-lateral meetngs
- Regularly coordinate with internal program and operatonal stakeholders, including the Protecton/Rule of Law Technical Adtisor
- Protide input for adtocacy purposes and support achietement of adtocacy goals, as need
REQUIREMENTS
- Degree in Law, Human Rights, Social Science or a related feld.
- 4-6 years of experience implementng protecton programming including experience in emergency or post-conflict project management
- Pretious experience in protecton monitoring
- Demonstrated experience using internatonal human rights standards in protecton programming
- Strong strategic thinking and proposal writng skills
- Strong leadership, staf and budget management and capacity building skills
- Excellent communicaton skills, cultural sensittity, flexibility, ability to improtise, team player
- Ability to lite and producttely work under stress and in insecure and harsh entironments while maintaining a sense of humor
CRITERIA
The Protecton Coordinator will be based in Yobe State with tratel throughout Potskum, Fune &
Gujba. The PLCI workers must adhere to the talues and principles outlined in PLCI’s policy for Professional Conduct. These are Integrity, Equality, Sertice, and Accountability. In accordance with these talues, the PLCI operates and enforces policies on Benefciary Protecton from Exploitaton and Abuse, Child Safeguarding, Ant Workplace Harassment, Fiscal Integrity, and Ant-Retaliaton
