Context
Since 2000, the French Red Cross (FRC) has been implementing a regional Disaster Risk Management (DRM) program based on the “Indian Ocean Regional Intervention Platform” (PIROI) based on Réunion Island. In close coordination with the international components of the Red Cross and the National Societies that are members of PIROI (Comoros, Madagascar, Seychelles, Mauritius, France – Réunion/Mayotte, Mozambique, Tanzania), it aims to reduce the impact of disasters linked to natural and health hazards and the effects of climate change on the populations of the southwest Indian Ocean.
The PIROI 2021-2025 strategic framework includes the following four strategic axes:
- Axis 1: The knowledge and skills of disaster management stakeholders are improved regarding risks linked to natural hazards, health crises and climate change.
- Axis 2: The capacities of disaster management stakeholders are strengthened in terms of risk management linked to natural hazards, health crises and climate change.
- Axis 3: The populations of the southwest Indian Ocean are better informed and prepared to face risks linked to natural hazards, health crises and climate change.
- Axis 4: Populations affected by a disaster linked to natural hazards receive emergency aid that meets their priority needs and contributes to their recovery.
These four strategic axes are complemented by a facilitating action, the construction of the PIROI Center completed in 2024 and 5 commitments:
- Ensuring the Nexus link “Prevention, Preparation and Response”
- Adopting an integrated approach to resilience
- Community engagement and consideration of individual specificities
- Becoming Climate-Smart
- Rely on lasting and balanced partnership relationships
A new strategic framework is being created for the period 2026/2030. The recruitment of a Logistics Coordinator will enable the implementation of this action plan, in particular the continuation of the facilitating action which gave rise to the construction of the new building, the PIROI Center, 1750m² of offices, crisis management room, contingency stocks but also training and innovation rooms specializing in risk management and adaptation to climate change in the Southwest Indian Ocean region.
General job description
Reporting to the head of delegation, the logistics coordinator, through their technical expertise, ensures the coordination and consistency of policies, tools, methods, purchasing and logistics processes in compliance with international/national regulations, at the level of their geographical area, contractual commitments with partners and service providers. They are responsible for the optimization (quality/cost/deadlines) of services provided across all PIROI Center project activities.
In carrying out all of its tasks, it complies with the guidelines of the French Red Cross and collaborates with PIROI partners for the implementation of activities.
The position holder’s objectives are:
- Objective 1 : Ensure the proper functioning and constant development of the PIROI Center logistics department
- Objective 2 : Coordinates logistical support for all PIROI programs in the region (Development, Emergency, Post-emergency) as well as for PIROI National Member Societies
The position holder may be required to make occasional trips within the PIROI Center coverage area.
Job Description / Responsibilities
Objective 1: Ensure the proper functioning and constant development of the PIROI Center logistics department
Coordination
- Implement a strategy to optimize logistics resources
- Participate in various exchanges (RLH, cluster, etc.) with counterparts
- Ensure good collaboration and guarantee effective communication with the various requesting departments (advice, planning, order or stock status, etc.)
- Participate in the development/revision of project proposals and logistics budgets
- Consolidate and write logistics reports (monthly report, lessor report, etc.)
- Capitalize and harmonize the technical procedures and methodologies developed
- Oversee the preparation and response to requests related to donor audits
- Supervise the archiving and uploading of documents to headquarters
Purchases of goods, services and works
- Review and adapt the mission procurement strategy in collaboration with the coordination team according to the mission context and operational needs, and in accordance with CRf protocols, directives and policies.
- Ensure proper prioritization of purchases and efficient organization in a constant process of optimizing costs and deadlines
- Ensure compliance with CRf and donor procedures and ensure their proper application
- Analyze the business context, oversee the choice of a supplier portfolio adapted to needs and good relations with suppliers
- Ensure the drafting and updating of procurement plans for each project in collaboration with the program and finance teams
Supply and stocks
- Identify and size the delegation’s stocks according to contingency needs in coordination with the program teams
- Ensure the proper management of the delegation’s warehouses (Réunion and Mayotte)
- Supervise the compliance of the administrative management of the four customs warehouses in Réunion and Mayotte (Pro customs monitoring, RFS and sub-customs authorizations, customs declarant monitoring, material accounting, etc.)
- Ensure optimization and compliance with good practices and procedures for inventory management on the dedicated software and in connection with CRF and lessor procedures
- Assess logistical feasibility and propose adequate stock deployment and routing for emergency operations, taking into account needs and constraints (mobilization tables).
- Plan and supervise stock deployments and replenishment to ensure efficient national and international transport operations (imports/exports) and the maintenance of operational capacities.
- Ensure compliance with customs procedures in force in the countries through an approved freight forwarder and updating of shipping instructions.
Management of buildings and equipment fleets (vehicles, IT and telecommunications)
- Optimize infrastructure management according to the needs of the delegation (PIROI Center in Reunion and Mayotte warehouse)
- Support administrative monitoring (insurance, etc.) of real estate
- Ensure adequate planning of work, periodic checks and maintenance
- In the event of the creation of new warehouses or major works, participate in the choice of the site, the drafting of the CCTP and the monitoring of the construction
- Size the equipment fleet while ensuring compliance with CRF PIROI standards
- Oversees the identification of equipment needs, installation and maintenance through selected service providers
- Supervises the provision of equipment, the scheduling of vehicles and rooms
- Ensure compliance with current legislation and the use of equipment
- Participate in the definition of passive safety measures and ensure their implementation
Management of PIROI Center logistics teams
- Size the delegation’s logistics department according to the projects
- Define and update job descriptions for staff under his/her direct functional supervision
- Lead the PIROI Center logistics department through meetings and support teams in implementing their objectives
- Supervise the evaluations of human resources under his responsibility
Objective 2: Coordinates logistical support for all PIROI programs in the region (Development, Emergency, Post-emergency) as well as for PIROI National Member Societies
Operations and projects
- Provides support to operations, particularly in response to natural disasters, as well as to projects in the implementation of their activities
- Participates in operational meetings on project monitoring (RRC, PRC and logistics)
- Participates in PIROI deployments and emergency operations (with mission opportunities in the OI region)
- Conducts necessary logistics assessments for operations and programs, consolidates results and proposes solutions
- Supervises logistical support related to the organization of regional events (workshops, training, etc.).
- Supervises the activity of logistics services to third parties (CRCR movement and others)
Capacity building
- Supports the development of the regional logistics strategy and its execution in conjunction with partners (National Societies, IFRC)
- Provides support in the coordination and capacity development of logistics managers of national companies in the region by organizing training and meetings
- Maintains and develops network dynamics with logistics managers of national member companies of PIROI (coordination workshops, regional training, inter-SN support missions)
- Support the logistics teams of the SN members of the CRF PIROI in the co-management of their national warehouses and their stocks (Comoros, Madagascar, Mauritius and Seychelles)
- Develops technical training materials related to his/her field of activity and participates in leading training sessions
- Participate in the management of volunteer teams linked to logistics activities (Reunion Island – Mayotte)

Training and Experience
- Bac+3 type training in logistics or Bioforce with proven professional experience in a position related to supply chain management
- Minimum 5 years experience in the logistics field
- Experience in project implementation, in logistics pooling or central purchasing
- Professional experience in an international solidarity organization, knowledge of the International Red Cross Movement is a plus
Conditions and remuneration
- 12-month fixed-term contract
- Executive on a daily basis (work possible on weekends and public holidays)
- JREP and 5 weeks of paid leave per year
- Gross monthly salary: according to collective agreement,+ End-of-year bonus of 1/12th of the basic gross salary+ Mutual insurance covered up to 50% by the employer
