RATIONALE

Safeguarding in Oxfam is a set of procedures, measures, and practices to ensure that Oxfam upholds its commitment to prevent, respond to, and protect individuals from harm committed by Staff and related personnel. In Oxfam, we focus on;

· Sexual exploitation and abuse

· Sexual harassment

· Child abuse

We do this by listening to those who are affected; responding sensitively and safely when harm or allegations of harm occur; learning from every case.

Safeguarding is an integral part of our values and our way of being in Oxfam, and we continue to improve our ongoing prevention awareness and prevention on all Safeguarding matters. This will enable and empower all of us at Oxfam to be better equipped to deliver to our safeguarding commitments throughout all aspects of Oxfam’s work. In turn, it will help our staff and the communities we serve, to feel secure and respected

One of the major feedbacks we received from our monthly safeguarding awareness in the communities we work in is the high rate of Gender-Based Violence (GBV), rape and pedophile practices, and domestic violence. A female VSLA member from Gamawa LGA told our focal point that “GBV and domestic violence is part of their culture, women are not allowed to report to the police and have to keep it as a family secret”. We believe this is caused by a general lack of awareness and inadequate reporting mechanisms. Gender-based violence (GBV), which is the umbrella term for any act that is perpetrated against a person’s will and is based on socially ascribed differences between men and women, is driven by structural inequalities and unequal power

relations that render women subordinate to men, d u e t o limited access to education, employment, finances, and healthcare. Most of these vices are ignorantly shielded by structures that should be speaking against them. As an organization that understands the interaction between gender, power, and justice, we cannot shy away from the negative impact of gender-based violence, hence the need to raise awareness on the negative impact of GBV and Domestic Violence.

Objectives

The training intends to;

1. Highlight the dangers of GBV and Sexual exploitation and abuse (SEAH**)**

  1. Explore how negative social norms influence the acceptance of GBV and SEAH
  2. Support stakeholders in identifying and developing community-based referral pathways and reporting mechanisms.

Methodology

The training will be delivered to key-stakeholders at the 6 LGAs (Gamawa, Shira, Darazo, Ningi, Tafawa Balewa, and Alkaleri) where LINE is implementing its programs by consultants with the support of the Country Gender Coordinator. The training would last for 18 days, with each LGA having 3 days for the training.

This initiative is very important as we must all ensure we have the highest level of commitment to safeguarding. For this, we need to collectively continue to raise the level of knowledge and skill across all sectors. This, in turn, will improve our engagement with partners and the communities we work for.

DELIVERABLES

  • ·Prepare a field training manual for Oxfam on GBV.
  • Prepare, share and present schedule of workplan for the duration of consultancy(activities and methodology)
  • Facilitate a three-day training for participants in each of LINE implementing LGA on GBV.
  • Provide detailed Report (LGA specific) for each training activity carried out, including pictures
  • A comprehensive final Report
  • Comprehensive attendance list of all Participants
  • Detailed training activity guide

SCOPE & FOCUS OF CONSULTANCY

  • Work with the Ministry of Women’s Affairs in Bauchi, Police and Ministry of Justice to ensure that relevant topics are covered during the training sessions.
  • Prepare training/activity guides by reviewing and familiarizing with Gender-Based Violence, taking into consideration the context of Bauchi State
  • Facilitate the training and strengthen participants’ knowledge of GBV through participatory learning activities.

In addition to the deliverables, the tasks entail training in 6 LGAs totaling 48 days in the field. Consultant would be responsible for the logistics of travelling and residing in the LGA for the period of the consultancy.

EXPERT’S PROFILE

Skills, Experience, and Qualifications:

  • ·Advanced degree in education, gender or women’s studies, human rights, international development, social sciences, or related field.
  • Demonstrated experience in training and capacity building in gender and gender-based violence for both women and men.
  • At least 10 years of direct experience in Gender Equality and Social Inclusion in the development sector.
  • At least 3 years’ experience in Gender-Based Violence programming in the humanitarian or development sectors.
  • Demonstrable experience in working with development partners, the private sector, and the government as key stakeholders.
  • Sensitivity to regional gender and cultural balance, with demonstrated knowledge of key gender equality principles.
  • Ability to communicate in Hausa and English languages.
  • Proven experience in working in a team approach to achieving program deliverables
  • Demonstrated experience in programs related to the following sectors; Women’s Rights and Gender Justice.

CONTENTS OF QUOTATION

The following should be included in the expression of interest:

· Two relevant referees for professional services and assignments previously carried out.

· Curriculum vitae of proposed consultant(s) showing relevant experiences

· Technical proposal demonstrating your understanding of the TOR

· Documents/report as evidence of previous work done.

· An expression of interest should include a work plan showing a timeframe from the TOR.

· Cost proposal with detailed breakdown of cost.
