We are recruiting to fill the position of:

  • Designs & implements framework to monitor and evaluate policy and programmatic implementation of the regional strategic plan to ensure plans and objectives are attained.
  • Develops necessary M&E systems and tools at regional and country levels.
  • Ensures monitoring of key deliverables, coordinates data collection and communication.
  • Communicates M&E strategy to all staff, provides advisory and technical guidance to managers and staff.

Main Tasks

  • Oversee the design and implementation of MEAL activities and tools for the new onchocerciasis and lymphatic filariasis eliminating project in Nigeria.
  • Provide technical support in evaluations and other research activities, review of evaluation design and data collection methodology, data quality assurance, data analysis, involvement of stakeholders and dissemination plan.
  • Provide technical support in activity and results-based monitoring (surveys, focus group discussions, key informant interviews, etc.) in the field, including ensuring that implementing partners and enumerators follow the instructions/agreed methodology.
  • Develop internal feedback channel between MEAL and project team to utilize data generated for decision-making and corrective measures.
  • Ensure quality of all MEAL reports, including operational research studies, disease evaluations, and impact assessments.
  • Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis.
  • Develop the projects results framework and indicator tracking tables.
  • Provide technical support related to data management and analysis to project partners on conduct disease mapping, treatment coverage survey and impact assessments.
  • Analyze and synthesize survey data using SPSS, STATA or R.
  • Coordinate with the country NTD team on a technical level to harmonize data reporting as needed by donors and the country NTD team.
  • Support project teams in planning for and implementation of community member feedback mechanisms, providing opportunity for community members to receive information about project performance.
  • Facilitate dissemination of assessments and MEAL findings to stakeholders via preparation of learning/MEAL briefs, fact sheets, and presentations.
  • Identify MEAL capacity development needs of CO and partners’ staff, and provide tailor-made, practical trainings to project staff based on capacity needs assessment.
  • Oversee capacity development of all project staff, including partner staff, to ensure consistent and systematic data collection that can be compared throughout the project.
  • Contribute to the research and preparation of concept notes and proposals in liaison with country office staff, and colleagues at the International Office (IO).
  • Ensure quality of data of all project partners as well as external evaluators by developing and implementing standard Data Quality Assurance (DQA) protocol.

Requirements

  • Master’s Degree (or equivalent) in, Public Health, Epidemiology, Biostatistics, International Development, Social Sciences or Biological Sciences.
  • Minimum of 10 years with an international development agency in a similar role, preferably with solid experience in NTDs M&E.
  • Proficiency in data analysis software (SPSS, STATA or R).
  • Experience in setting up and conducting impact evaluations for preventive chemotherapy NTD projects.
  • Ability to present complex information in a succinct and compelling manner.
  • Experience in solving complex issues through analysis, definition of a clear way forward and ensuring buy-in.
  • Excellent numeracy and excel skills.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Fluency in English.
  • Strong attention to detail.
  • Excellent written and verbal communication skills.
  • Highly organized, with an appreciation for meeting reporting commitments.
  • Well-developed analytical and complex problem-solving skills, with a solution-based approach.
  • Ability to prioritize and manage demanding workloads.
  • Good understanding of project financial management principles.
  • Identification with CBM values and mandates.

Salary Level
Birches Group Grade MOE-10.
