Background:

NEYIF is a National Non-Governmental Organization (NNGO) that is non-religious and nonprofit making founded in 2011 with the primary aim of improving the quality of life of the people of Northeast and the less privilege in the communities through Awareness,

Sensitization, Community mobilization, Engagement, capacity Building and Advocacy.

Operational in Northern Nigeria since 2011, NEYIF is presently in Abuja, Adamawa, Borno, Sokoto states and with its Headquarters in Damaturu, Yobe State. As an active member in WASH, Education, Livelihood & Food security and SGBV/Protection Working Groups, NEYIF cooperates closely with relevant UN agencies, other INGOs, local NGOs and local authorities. All NEYIF ongoing programs in the field of WASH, Protection (PSS), Education and Livelihoods Food Security contribute to the Nigerian Humanitarian Response Plan and comply with the Core Humanitarian Standard Serving IDPs, returnees and host communities in and outside camp settlements.

We are recruiting to fill the position below:

Job Title: Monitoring and Evaluation Officer (M&E)

Job Type: Full Time Required Travel: 75%

General Position Summary 

The M & E Officer is responsible for M&E officer is responsible for designing and implementing the M&E activities of the Project; activities in line with the project. He will also directly be accountable in the development, administration and implementation of the NEYIF protection program in Yobe. The responsibilities and activities of the M&E will be extensive and fluid, depending on the shifting needs of the program, and are likely to include but not be limited to those described below.

Essential Job Responsibilities 

STRATEGY & VISION

  • The M&E officer is responsible for designing and implementing the M&E activities of the Project;
  • Assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the Project.
  • The MEAL Officer is primarily responsible for establishing and overseeing a functional MEAL system for the project. 
  • The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress .and 
  • MEAL should monitor the project activities on a regular basis, developing and maintaining the Management Information System (MIS) of the Project.
  • Proven success in designing, implementing, and operating M&E systems from project initiation to close out.
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight.
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
  • Support the collection of information/data about vulnerability, protection needs and concerns of the targeted population.   
  • Ensure that the above-described protection information gathering, sharing and filing are done in accordance with agreed information management system that respects the dignity and ensure the confidentiality of the information sources   
  • Manage individual protection cases, including maintaining strict protocols for confidentiality and consent.  
  • Update case files on individual developments, following NEYIF’s SOPs and ensuring beneficiaries’ data are protected.  
  • Conduct follow-up monitoring visits to ensure that needs have been met in an appropriate manner and beneficiary have the opportunity to provide feedback on the assistance received.   
  • Contribute to building the capacities of local actors through involvement in their capacity-building planning, localized protection network meetings and co-facilitating their training sessions.  
  • Supervise and coordinate the organization and implementation of community-based activities, especially socio-recreational, life-skills and awareness raising activities, with special emphasis on extremely vulnerable individuals and people with specific needs, with the aim of improving their psychosocial well-being.  
  • Prepare and submit activity plans and reports to the team leader/protection manager on agreed schedules.  
  • Provide verbal and written feedback to supervisor on progress, lesson learnt, achievements and gaps, issues and problems.  
  • Keep a database of the number of beneficiaries per activity in each location, disaggregated by sex   
  • Liaise with relevant public authorities and service providers in order to foster effective collaboration and encourage national interest and ownership in protection of refugees and other persons of concern.  
  • Any other duties as may be assigned by the Line Manager;  
  • Conduct duties in accordance with NEYIF’s programming and protection Standard Operating Procedures (SOPs);  
  • Conduct duties in strict accordance with NEYIF Code of Conduct and the principle of confidentiality.  
  • Maintain and promote a positive image of NEYIF and its activities by explaining what NEYIF is doing and why NEYIF operates in that way.  

Qualifications & Preferred Skills

Professional Standards:

  • The NEYIF and NEYIF workers must adhere to the values and principles outlined in the code of Conduct.

Required qualifications:    

  • University degree incomputer sciences or other related discipline;  
  • Relevant professional experience of three (3-5) years, preferably in emergency and/or development context;  
  • Prior experience or familiarity with    NEYIF and/or persons of concern (including internally displaced persons and refugees-returnees) would be a distinct advantage;
  • Prior experience or familiarity with NGO sector would be an advantage;  
  • Familiarity with international protection and human rights legal standards, with special emphasis on women rights and SGBV, would be a distinct advantage.  
  • Good spoken and written English and /Arabic and relevant computer skills.  
  • A high respect to client/organization confidentiality.  
  • Demonstrated interpersonal skills and respect for people with special needs and other vulnerability.  
  • Ability to work in a multicultural context as a flexible and respectful team player.  
  • Experience of work in the UN or NGO or voluntary sector is preferred but not essential.
