Development Exchange Centre (DEC) is a non-governmental, non-discriminating, women-focused organization improving the wellbeing of women groups and communities in Nigeria through socioeconomic interventions for sustainable development. DEC was established in November 1987 due to joint research conducted by the Canadian University Services Overseas (CUSO) and the Adult and Non-Formal Education Agency (ANFEA) Bauchi State.
Background
Development Exchange Centre (DEC) is a lead partner on access to finance within the consortium led by MEDA under the Resilient and Inclusive Agrifood Systems Empowering Women and Youth in Nigeria (RISE) Project. The project, implemented by Mennonite Economic Development Associates (MEDA) with funding from the Government of Canada throughGlobal Affairs Canada (GAC), seeks to economically empower women and enhance food security. It does so by improving the productivity and climate resilience of women and youth smallholder farmers in key agricultural value chains, while also strengthening the performance of women- and youth-led micro, small, and medium enterprises (MSMEs) across Bauchi, Kaduna, and Kano States in Northern Nigeria.
We are recruiting to fill the position below:
Job Tittle: Monitoring and Evaluation Officer
Location: Bauchi
Reports to: Monitoring and Operations Analyst
Time Allocation: Full time
Duration: Five-year
Purpose of the Role
The M&E Officer will be responsible for developing and implementing the project’s monitoring and evaluation (M&E) systems to ensure accountability, track progress, and support evidence-based decision-making. The role will ensure accurate data collection, analysis, and reporting, while building capacity among staff and partners to strengthen M&E practices.
Key Responsibilities
1. Framework & Tool Development
- Develop and implement M&E frameworks, plans, and indicators aligned with RISE project and donor (GAC) requirements.
- Design appropriate data collection tools, methodologies, and guidelines.
2. Data Management
- Oversee data collection, entry, cleaning, and management.
- Ensure accuracy and consistency through data quality audits and database maintenance.
3. Data Analysis
- Conduct quantitative and qualitative data analysis to measure progress against project targets.
- Identify trends, challenges, and lessons learned, providing evidence-based recommendations.
4. Reporting & Communication
- Prepare and present reports, dashboards, and visualizations for MEDA, donors, and consortium partners.
- Ensure timely submission of donor reports in line with GAC accountability frameworks.
5. Field Support & Verification
- Conduct monitoring visits to verify data accuracy and implementation progress.
- Ensure compliance with M&E standards and donor guidelines.
6. Capacity Building
- Provide technical support and training to staff, partners, and field officers on data collection, reporting, and M&E methodologies.
7. Evaluation Support
- Support baseline, midline, and end-line evaluations, as well as special assessments.
- Contribute to measuring project outcomes and long-term impact.
8. Learning & Knowledge Management
- Capture, document, and disseminate lessons learned, success stories, and best practices.
- Promote adaptive learning within the project and consortium.
- Perform additional responsibilities as assigned by the Line Supervisor.
Qualifications and Experience
- Degree or HND in Social Sciences (Management, Economics, Development Studies, Sociology) or a related field. Possession of a relevant professional certification will be an added advantage
- Minimum of two (2) years of experience in Monitoring and Evaluation (M&E) for donor-funded projects, preferably in agriculture, livelihoods, or inclusive development. Strong analytical and quantitative skills, with proficiency in M&E software (SPSS, STATA, R, or similar).
- Excellent report writing and communication skills.
- Demonstrated experience in developing M&E frameworks and managing databases.
- Proven capacity-building and facilitation skills.
- Familiarity with donor (particularly GAC) accountability and results-based management requirements.
