Programme:
The Pro-poor Growth and Promotion of Employment in Nigeria (SEDIN) Programme.
SEDIN is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Community.

SEDIN aims at improving the employment and income situation of micro, small and medium-sized enterprises (MSME) through three components: policy support, local economic development and entrepreneurship empowerment. All components work at the national level as well as in the focal states. The “Nigeria Competitiveness Project”, NICOP, is an EU-financed component of SEDIN that focuses on increasing the competitiveness of the selected value chains of tomato/chilli, ginger, leather and garment in Kano, Kaduna, Plateau, Ogun, Oyo, Lagos and Abia states. NICOP increases competitiveness through three major pillars of support. The technical pillar provides entrepreneurship, innovation and market linkages. The policy pillar focuses on improving the business enabling environment and the access to finance pillar aims to provide the appropriate and affordable funding to the different actors in the value chains

Responsibilities and Tasks: A. Responsibilities

The M&E and Communications Advisor provides support in:

A) Designing monitoring and evaluation systems, collecting the necessary data, analysis of data and its evaluation, as well as monitoring the impact of the activities for the entire programme for maximum and sustainable outcomes and learning and

B) Supporting the communication and PR team for all project activities for best possible outreach and publicity.

B. Tasks

  1. Project management (general)
    The M&E and Communications Advisor
    ▪ Is responsible for developing budgets and estimating expenses for programme activities in the above mentioned field.
    ▪ Assists national and international advisers or consultants in carrying out their work
    ▪ Assists the programme with organisational issues
    ▪ Regularly consults with the unit manager and other staff and cooperates on all programme activities.
    ▪ Contributes to report writing
  2. Monitoring and Evaluation
    The M&E and Communications Advisor
    ▪ Designs an effective and cost-efficient M&E system that serves requirements from both donors (BMZ and EU) as well as GIZ internal demands, including data collection tools and data processing/documentation/storage tools for monitoring of project activities and impacts.
    ▪ Oversees and supports collection of data in collaboration with all colleagues active in different fields of the program.
    ▪ Liaises with provides information to internal and external evaluators.
    ▪ Assists partner institutions (FMITI, state government institutions, financial intermediaries, Business development organisations, associations, companies active in the areas of business services and training, etc.) with record keeping, collection of data, monitoring and impact assessments through production of information materials, trainings, coaching and on the job advise.
    ▪ Assists management in writing progress reports and preparing presentations.
    ▪ Represents the programme at partners’ activities (especially those relating to result-based monitoring, progress reviews and evaluation) and contributes actively and meaningfully to discussions and the decision-making process.
  3. Research and knowledge management
    The M&E and Communications Advisor
    ▪ In consultation with the head of project, the professional may be required to prepare and carry out qualitative and quantitative research on the project and the project environment (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data), report writing.
    ▪ Documents experiences, lessons learnt, and best practices relating to the programme, partner activities and other programs active in the same area
    ▪ Assists in the organisation of knowledge sharing events with other implementing agencies and project partners
    ▪ Organises and updates the programme documentations, the filing systems and the programme library
  4. Communication and Visibility
    The M&E and Communications Advisor
    ▪ Supports the communication strategy, a guide and templates following EU, BMZ and GIZ requirements.
    ▪ Informs, trains and coaches colleagues and project partners on communication and visibility.
    ▪ Based on submissions elicited from colleagues, writes and revises contents for multiple communications outlets, including websites, print materials, newsletters, social media, etc.
    ▪ Ensures availability of sufficient photo and video documentation.
    ▪ Liaises with the press whenever possible and required, including writing press statements and organising press conferences.
    ▪ Checks quality, language and formatting of all planned publications and revises as necessary.
    ▪ Jointly with the procurement officer oversees the contracting of services suppliers, in particular for printing of materials.
    ▪ Assists in the organisation of fora and events to ensure best possible visibility.
    ▪ Keeps records of all communication and visibility activities, including a) a full list of upcoming and completed activities, publications and media mentioning, b) an inventory of all materials related to communication and visibility. C. Required Qualifications, Competencies and Experiences
    Qualification
    ▪ Master’s/MSc and/or university degree in an area that is related to the project/programme objectives, with a focus on a relevant field Statistics, Mathematics, Econometry, Data Analytics, or Data Science.
    Professional Experiences
    ▪ At least 5 years professional experience in M&E and/or MRM with special focus on the assessment of impact in the area of private sector development, economic growth, value chains or similar ▪ Demonstrated technical experience in the conduct of similar assignments for international development missions and national and international organizations ▪ Previous experience in GIZ and EU funded programmes is a must, additional experience in DFID, WB, Prosperity Fund and similar a plus ▪ Practical experience on the design of high level M&E approaches, including tool development, research methodologies, data collection and data quality, data analysis and evaluation and clear presentation of findings ▪ General IT skills, very high-level numeracy, problem solving and ability to approach issues from multiple perspectives ▪ Demonstrated teamwork and self-management, including planning and meeting deadlines
    ▪ Application of theory to real-life situations ▪
    Practical experience on gender integration and other inclusivity topics Additional professional competences

▪ Fluent written and oral knowledge of English with the ability to write quickly, correctly and lively.
▪ Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
