Humanitarian Affairs Adviser 2 (Health Care in Danger) At International Committee of the Red Cross (ICRC)


Under the supervision of the Head of Prevention, the Humanitarian Affairs Adviser 2 (Health Care in Danger (HCiD)) in Abuja provides support to the ICRC Delegation in defining, coordinating and implementing activities linked to the protection of wounded and sick, health care personnel, facilities and means of transport in Nigeria. He/she contributes to raise awareness, mobilize key stakeholders and shapes the delegation’s engagement with them on the protection of healthcare.

Main Duties and Responsibilities

  • Supports and advices the delegation in achieving diplomacy and policy objectives as it concerns HCiD.
  • Reviews relevant national documents, strategic and development plans/framework with a view to identifying key entry points for the delegation to strengthen its HCiD initiative
  • Contributes to the monitoring and analysis of incidences of violence against the medical mission and challenges affecting health care in Nigeria.
  • Contributes to defining, drafting and implementing a two-year HCiD country strategy in close coordination and cooperation with other departments to ensure a multidisciplinary approach. Supports the Delegation in defining, coordinating and implementing HCiD activities in Abuja and sub-sites in a coherent manner in line with the Delegation’s HCiD country strategy
  • Maintains transversal coordination and fluid communication within the Delegation – through the organization of regular meeting of the HCiD Steering Committee.
  • Builds internal capacity in understanding and responding to HCiD concerns and integrating HCiD objectives in the Delegation’s programmes and activities. Helps other departments identify opportunities to address HCiD issues in their regular activities and strengthens synergy among relevant activities.
  • Builds and maintains a strong network of stakeholders including national authorities (in particular the federal and state ministries of health), health professionals and relevant civil society actors on HCiD concerns and builds their capacity to understand and respond to them. Promotes and presents the ICRC’s HCiD initiative to external audiences.
  • Contributes to the organization of National HCiD Roundtables.
  • Supports the management of the Delegation in mobilizing and sensitizing international actors on the issue in the framework of humanitarian diplomacy.

Education and Experience Required

  • University degree in health or equivalent field
  • 4 years’ work experience in health management or humanitarian field
  • Coordination of multidisciplinary projects and solid organizational skills
  • Awareness of the socio-political and medical environment in Nigeria

Desired profile and Skills

  • Excellent command of written and spoken English
  • Good command of Hausa, Igbo, and/or Yoruba an asset
  • Excellent computer skills
