Technical Project Coordinator M/F Based in South Sudan At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.

As part of the opening of a project, we are looking for a:

Project Coordinator: Development of an Integrated Approach to Non-Medical Hazardous Waste Management in Countries with Limited Treatment Options – Intersectional Pilot Project in South Sudan

Project objective:
In October 2024, OCP submitted an ICT proposal entitled “Development of an integrated approach for the management of non-medical hazardous waste in countries with limited treatment options – Intersectional pilot project in South Sudan”. The project was validated in January 2025. The project aims to develop and implement a methodology for responsible waste management in South Sudan. This project will use the various guides and tools recently developed by MSF to test and improve them, and pilot new equipment and working methods. The project will have the ultimate goal of managing non-medical hazardous waste in South Sudan as sustainably as possible, by treating waste already stored in the mission and defining the organization of the mission’s long-term management through a Country-Wide Waste Management Plan with Standard Operating Procedures (SOPs) and protocols.
All these efforts will be capitalized at the end of the project so that they can be replicated in other missions.
The project is structured in 3 phases (6 + 12 + 6 months) for a total duration of two years:

  • Phase 1 feasibility study
  • Phase 2 implementation
  • Phase 3 capitalisation.

The first phase will consist of gathering the necessary information and will constitute a go/no-go decision for the remainder of the project.

Main responsibilities

  • The project coordinator is responsible for the operational management, monitoring and reporting of the project.
  • The project coordinator will establish clear governance from the outset within all the different stakeholders involved (internal and external) as well as good communication practices.
  • He/she will explore the value chain for the management of non-medical hazardous waste and, with the project team, identify a manager for each stage.
  • The project coordinator will ensure collaboration and communication with the project team (focal point for each MSF entity in South Sudan) as well as with the steering committee and the advisory committee.
  • In the first phase, the project coordinator will oversee the inventory and separation of waste covered by the project, for each MSF site, identify and evaluate exporters and recycling opportunities in the region.
  • This will allow the budget for phase 2 (transport, export, temporary storage) to be updated and progress towards project implementation.
  • During Phase 1, the project coordination will identify the relevant authorities involved in the export of waste, define the process to be followed and initiate discussions with exporters.
  • The second phase involves project implementation. During this phase, the project coordinator will be joined by a Watsan manager to ensure proper transportation and storage of project waste to Juba, work on volume reduction (including R&D testing and pilots), and monitor the export process.
  • The third phase focuses on capitalization. The project coordination will assess all the elements necessary to routinely treat hazardous waste from MSF activities in South Sudan and, together with the project team, will define the Waste Management Plan for the country.
  • He/she will finalize the feedback report and adapt the SOPs to facilitate duplication in other missions.

Profile sought:

Formation :

  • Bac +3 level diploma in business administration, project management or a similar field (Master’s degree preferred).
  • Project management certification (e.g., PMP, PRINCE2, Agile) is highly desirable.

Experience :

  • Minimum 3 years of experience in project management, including at least 2 years working on innovation or governance projects.
  • Demonstrated experience in stakeholder management, governance and cross-functional team collaboration.
  • Field experience with MSF is a prerequisite, experience as a coordinator is an asset, experience in several OCs would be valuable.
  • Experience in managing complex projects in resource-limited countries.
  • Experience in institutional fund management and reporting.

Knowledge and skills

Technical skills:

  • Proficiency in project management methodologies (e.g., Agile, Waterfall, Scrum).
  • Expertise in design and implementation of governance systems.
  • Good knowledge of stakeholder analysis and engagement strategies.

Job specifics:

Status: The Project Coordinator position is for a period of 24 months, subject to approval of Phases 2 and 3. For the first phase of the project, the person will be based in Juba (South Sudan). For the remainder of the project, Phases 2 and 3, the location may be negotiable but with a regular presence in Juba.

Salary conditions: 24-month fixed-term contract, full-time. Field position, remuneration level 13 according to the MSF field salary scale and based on seniority and relevant experience for this position.
