Finance and Administration Manager
Location: Kolwezi, DRC. She/He will travel as needed and with the authorization of her/his supervisor. Reporting to: DRC Program Manager
Contract duration: One (1) year renewable
Closing date: April 11, 2025
Status: Full-time. Twelve-month fixed-term contract, with the possibility of extension based on funding availability and a performance review.

IMPACT is seeking a Finance and Administration Manager for the IMPACT program in the DRC. The program is composed of several projects funded by international donors. The Finance and Administration Manager will be based in Kolwezi and will work under the direct supervision of the Program Manager and in close coordination with the IMPACT Finance Director based in Abidjan (Côte d’Ivoire). He or she will supervise two Finance and Administration Officers based respectively in Kolwezi, Kinshasa and the finances of the project office in Bunia, which will be under his or her coordination.
Main responsibilities
The Finance and Administration Manager’s primary mission will be to ensure the financial and administrative management of the organization. He or she may be called upon for other tasks as needed.
1. Finance and accounting
- Ensure accounting is maintained in Sage Intacct software.
- Ensure the optimization of internal control systems to ensure transparency and financial compliance.
- Monitor the quality of financial transactions and manage accounts receivable and payable.
- Monitor cash flow and prepare fund requests.
- Ensure the monitoring of taxes payable and reimbursements in accordance with regulations in the DRC.
- Prepare financial statements and periodic reports for management and donors.
- Complete financial reports and oversee the monthly account closing process in the DRC.
- Perform monthly financial forecasts and bank reconciliations.
- Ensure the classification of accounting documents in collaboration with the Finance and Administration Agents.
- Support the Finance Director based in Abidjan (Ivory Coast) in the annual financial audit.
- Proactively identify and assess financial risks, and propose mitigation measures.
- Coordinate the work of Finance and Administration Agents in collaboration with their direct supervisors and the Director of Finance and Administration.
- Monitor the financial situation and analyze performance to identify areas for improvement.
- Interpret financial information and advise the Program Manager and the Director of Finance and Administration.
- Develop and monitor the annual budget while ensuring rigorous management of financial resources.
- Oversee the accounting, treasury and financial reporting of the Kinshasa and Bunia offices, in compliance with current standards and regulations.
- Coordinate with operational teams to ensure effective resource management and informed decision-making.
- Monitor internal and external audits and ensure the implementation of recommendations in the DRC.
2. Administration
- Ensure legal and administrative compliance of contracts (work, consultancy, suppliers).
- Manage the organization’s inventories.
- Ensure the maintenance of offices and equipment.
- Ensure that the organization complies with legal requirements in the DRC.
3. Leadership Responsibilities
- Supervision and mentoring: Support Finance and Administration Agents in their daily tasks, offering them supervision and support for their professional development.
- Performance Management : Set clear expectations, conduct performance reviews in collaboration with their direct supervisors and provide regular feedback to the CFO.
- Decision Making : Analyze and make recommendations to management on financial risks, budgeting and cost reduction opportunities.
Required skills
1. Technical skills
- Excellent command of Excel.
- Proficiency in accounting software (Sage Intacct is an asset).
- Good command of Microsoft Outlook, Word and Internet tools.

3. Professional experience
• Minimum 7 years of experience, including team supervision, strategic financial management and administrative coordination in an NGO/international context.
